Call to Order:
Chair Gilligan called the meeting to order at 1601 hours.
2. Election of Board of Fire Commissioners Chair and Vice Chair for 2015-2016:
Commissioner Hoard nominated Commissioner Gilligan to be Chair of the Board of Fire
Commissioners and Commissioner Sparks to be Vice Chair of the Board of Fire Commissioners
with terms to expire June 30, 2016.
Commissioner Ellsworth seconded the nominations.

3. Approval of the minutes of the June 9, 2015 Board of Fire Commissioners Meeting –
Resolution:

5. Persons Wishing to Speak to Board of Fire Commissioners:
Mr. Lyman Baker provided the following report on hours worked at the city cemetery for the
Board:
“Dear Board,
Raymond B. Wheaton and Lyman E. Baker have worked 4 hours each mowing and trimming
the Firemen’s Section in the Ithaca City Cemetery June 18, 2015 through July 14, 2015.

6. Correspondence:
Chair Gilligan reported that the bank statement from the Tompkins Trust Company for the
donation fund dated June 30, 2015 had a beginning balance of $2,651.61, and an ending
balance of $2,651.61 reflecting no activity.
Chair Gilligan further reported that the bank statement from the Tompkins Trust Company for
the Rescue Squad Donation fund dated June 30, 2015 had a beginning balance of $1,845.26
and an ending balance of $1,845.38 reflecting .12 interest earned.
Chair Gilligan noted that he sent the following e-mail to Mayor Myrick, Board of Fire
Commissioner Liaison/Alderperson Fleming, and Chief Parsons concerning the current status of
members of the Board:
“Dear Donna,
I'm writing, as Chair of the Board of Fire Commissioners, to see if you could check on the
appointments for the Board of Fire Commissioners with the Mayor and Common Council. Based
on the information on the City website it appears that all of our appointments have expired.
Tom Hoard's and Harry Ellsworth's terms ended as of June 30, 2015. Tom is willing and
interested in being reappointed to his designated city BFC commissioner position, if the Mayor
wishes him to continue to serve on the Board. Harry does not wish to be reappointed for an
additional term to his Town recommended position on the Board, but he is willing to serve until a
replacement can be found for him - as provided for in the City Charter. Since Harry holds one of
the positions on the Board that is recommended by the Town of Ithaca, I will notify Herb
Engman to let him know that Harry is interested in being replaced on the Board.
Robert Sparks' and my appointment ended on June 30, 2014, both of us remain interested in
continuing to serve on the Board. The Town of Ithaca Board had recommended my
reappointment by the Mayor in 2014.
With Harry's decision to not request reappointment, there will be two vacancies on the Board.
Ideally, both positions can be filled but it is critical that at least one of them be filled as soon as
possible. Given the Boards role in overseeing the operation of the department and in particular
the effort to increase the effective use of volunteer's in the department, it would strengthen the
Board if the individuals appointed had experience/knowledge/skills in one or more of the
following areas: Human Resources/Workforce/Volunteer Recruitment/Working with
Volunteers/Organizational Uses of Social Media/Website Development/Organizational
Development/Marketing/Previous Experience with the Fire Service.

A priority for both positions would be to seek individuals with the aforementioned skills, who
would also enhance the diversity of the Board and reflect the broad community served by the
Fire Department.
Thank you for any assistance you can provide in shepherding through the reappointments of the
current Commissioners and also in filling our 2 vacant Board positions.”
7. Membership Changes:
A. Applications for Membership and Volunteer Status Change Requests:
Chair Gilligan reported that there were two complicated applications submitted and an additional
three that are expected in the near future including two for former volunteers interested in
becoming fire police volunteers. He will work to schedule interviews for later this month with the
Candidate Review Committee. The applicants will then be invited to the August meeting of
Company #9 to meet the members.
Chair Gilligan requested a brief executive session at the end of the meeting regarding an
application to join the fire company. No Board member objected.
8. Miscellaneous Reports:

C. Audit: The audit was reviewed and approved by Commissioner Ellsworth
9. Department Reports:
A. Fire Chief
Chief Parsons reported that the department is currently fully staffed. He has received
notification of two retirements, with one to retire on August 9th and the other to retire on
September 21st. He has sought permission from the Human Resources Department and Mayor
to fill the two positions now in anticipation of the upcoming retirements. He has made two job
offers and both fire fighters will begin work on July 20th, and begin recruit firefighting training at
the New York State Academy of Fire Science on July 25th.
Chief Parsons’s monthly report will be attached to the minutes; he highlighted the following
items from it for the Board:
There have been no updates regarding the County’s 9-1-1 communications system, no updates
on grants, bids still need to go out for the self-contained breathing apparatus, the skid unit has
been ordered, and the feasibility study regarding the possible relocation of Station #9 in
Collegetown, and for maintaining the current building should be finalized soon. The call volume
continues to grow as the community grows; 10 years ago, the percentage of calls for the Town
of Ithaca were far less than now; currently they account for 31% of the calls for the department.
In addition, the number of incidents occurring at same time is running at about 23%; or, one out
of four calls is for more than one incident.

Commissioner Ellsworth questioned when the new skid unit would arrive? Chief Parsons
responded that it should be sometime in August, and then they will set it up and get training
scheduled.
Fire/Police Report:
Mr. David Cornelius provided the following fire/police report for the Board:
“Fire Police training was held on June 16, 2015. The topic was radio procedures.
This was a fairly busy month. I believe you got an e-mail from Ray Canzler regarding the fire
police who helped with the 5K runs. On July 1, we had eight members of Company 9 who
helped at the fireworks. On July 7, 3 fire police members responded to a large limb down on
wires and a car at 1301 N. Cayuga St.
In addition, the fire/police unit was called for the severe flooding event on June 14th in
Newfield/West Danby for traffic control.
Our next training is scheduled for Tuesday July 21, 2015. The topic is Health and Wellness.

10. Old Business:
A. Volunteer Recruitment Items/Issues
Chair Gilligan reported that Company #9 did not meet in July. At the next meeting they will
discuss concerns and issues to incorporate into the expansion of the “Volunteer Handbook”. He
will forward that information to members of Company #9 after the meeting as well as Board
members so everyone can see what is in place at the moment, and the proposed
updates/changes.
11. New Business:
A. Ithaca Fire Department 2016 Budget - Discussion
Chief Parsons reported that Department Heads received budget submission information from
the Mayor which is requesting that department’s submit budgets with 0% increases, and
incorporate union contract salary increases by August 1.
Chair Gilligan stated that he wasn't planning on having a special board meeting to discuss the
budget, unless the Chief thinks one is needed. Chief Parsons responded that he would present
the budget to the Board at their August meeting. He will make his best pitch for keeping
everything status quo but noted that it would be a difficult challenge. He noted that there would
be some savings with the retirements and new hires due to their age and length of time in their
career at this point; their starting salary is lower for the first few years only.

Chief Parsons reported that the Aurora Street bridge across Cascadilla Creek had some
structural issues, and has been reduced to just car traffic -- no trucks. That will require some re-
routing of fire department vehicles as they head to the north end of the city.
Chair Gilligan asked about the status of the Commons Project. Chief Parsons responded that
the project is moving forward quickly, and they hope to be substantially complete by the end of
July. The fountain area near Bank Alley is in the design process, and they don't expect it will be
ready to be installed until next Spring. Most of the paving is in place; they are working on the
bump-outs at all three of the entrances, and an opening celebration event is planned for August
28th.
12. Executive Session:
A. Motion to Enter Into Executive Session to Discuss an Application for the Volunteer Fire
Company:
On a motion the Board adjourned into executive session at 1620 hours to discuss an application
for the volunteer fire company.

The Board reconvened back into regular session at 1629 hours with no formal action taken.
13. Other Business:
Chief Parsons reported that he received an e-mail from David Cornelius for Company #9 to
purchase a used ambulance from Bangs for use by the fire/police unit to store equipment used
when volunteers respond to various calls for assistance. There is a desire to have a "box" type
vehicle for that purpose.
Chief Parsons explained that he has been clear in responding to the request, from the
administrative side, that he is having problems supporting and maintaining current department
vehicles. He is not sure if it would be feasible to purchase another vehicle unless the City
added a vehicle to its fleet; so he would have a hard time granting the request. He would like to
meet with the members of the fire/police unit to see what equipment they want to be able to
store - i.e. signs, flares, etc. in such a vehicle.
Commissioner Sparks suggested that the solution might be an option to deploy equipment that
fits in a car. How many times, if fire/police show up in personal vehicles, is there an issue?
Chair Gilligan agreed that the members of the fire/police unit should meet with the Chief so both
sides can present their points regarding the request and concerns for acquiring another vehicle
by the department.
Chief Parsons noted that there would be nowhere to park another vehicle at Company #9’s
station. He suggested that the equipment be kept in the special operations vehicle, which is a
small 1 ton bus that has been operated by one of the members of the fire/police unit in the past.
In addition, the fire department does have a pick-up truck that would also have room to store the

equipment so the department does have options for the fire/police unit to think about. Chief
Parsons stated that he wanted to let the Board know about the request and where things stand
from his perspective right now.
Commissioner Sparks noted that he would be interested in seeing a list of the equipment that
the fire/police would like to keep in their vehicles when responding to calls.
Chair Gilligan responded that part of the problem is the size of some of fire/police members
personal vehicles being filled already with fire/police turn out gear; some of the road signs would
overwhelm one vehicle.
Chief Parsons noted that the department could deploy some of the equipment to different
stations around the City to make it easier for volunteers to swing by a station to pick up the
needed equipment; this would also be cheaper than a vehicle. He is opposed to acquiring an
additional vehicle for the department’s fleet.
Chair Gilligan asked if Chief Parsons and Mr. Cornelius would send out the information they
have been exchanging to the Board and Company #9 so everyone has the same information.
He will also bring up the request at the next meeting of Company #9.

Firefighter Joseph Bargher has given notice of his intent to retire on August
9th, 2015. Firefighter Martin Gessini has given notice of his intent to retire on

I have been approved to fill two firefighter positions in anticipation of
Firefighter Bargher, and Firefighter Gessini Retirements. Job offers have
been made to Griselda Velado, and Matt Hobbs. They will be starting work
on Monday, July 20th, 2015, and begin recruit firefighter training at the NYS
Academy of Fire Science on July 25 th, 2015.
2) Budget Status
a) 2015 Budget: Budget Summary – see accompanying report
3) County Communications and 911 Programs:
a) No Update: Tompkins County is in the process of installing interoperable
communications equipment, which is designed to provide radio communications
across county borders. This permits fire and law enforcement agencies from other
areas to communicate with emergency responders in Tompkins County.
b) No Update: Tompkins County has purchased new Emergency Management
Software that will provide better coordination of resource requests and incident
management during an area-wide disaster. The City of Ithaca, as well as other
municipalities, will manage their incident(s) locally and at the same time be
coordinated with Tompkins County and our neighboring towns and villages.
4) Grants and Donations
a) No Updates: On April 23rd, 2015, I was notified that the City of Ithaca is
receiving a grant to fund the replacement of our 15-year-old Self Contained
Breathing Apparatus. The grant award was for $413,000, with the City required
to provide a 10% match. We expect to be going out to bid for the equipment in
late June or early July, with anticipated delivery later in the year.
b) No Updates: On Thursday, May 7th, 2015, I was notified by the Triad Foundation
that we will be receiving a grant for $24,000. The money will be used to replace
the department’s firefighting skid unit that is used for wildland firefighting, and
for fighting fires in remote areas which are hard to reach with a fire department
pumper. A purchase order has been issued for the equipment.
5) Collegetown Fire Station
a) The City of Ithaca is in the process of finalizing a contract with Kingsbury
Architects to provide a study on relocating the Collegetown Fire Station to
another location on East Hill. The study will look into the costs for site
development and construction of a new fire station. The study will also include a

facilities assessment of the Collegetown Fire Station, which will identify repairs
that will be needed over the next 20 years if the City decides to keep the current
building.
