Pierson Town Clerk MINUTES OF SPECIAL TOWN BOARD MEETING HELD ON TUESDAY, OCTOBER 27, 1987 AT 7 #30 P.M. Those present: Teresa M. Robinson, Supervisor Gordon C. VanBenschoten, Councilman Ellard L. Sovocool, Councilman Ddnald 'E. Cummings, Councilman Joseph H. Graham, Councilman Absent: Jack Fitzgerald, Attorney Also presents Leland Cornelius, Edward Smith Supervisor Robinson opened board meeting and recessed for Budget Hearing at 7:30 P.M. 7 :30 PM - Budget Hearing Notice published in Journal and Courier on October 21, 1987 Since no one was present from the public, Supervisor went over summary of budget including special districts. Reviewed Groton fire budget with Chief Ed Smith. General Fund is up a little over last year. Part Torn is up due to Ambulance and Zoning. DA Roads - Equipment is higher and DB is maintaining what we have now, not up much. Capital Fund - Put away for building fund only. Difference in rate over last year is $6.11 inside and $2.85 outside for $8.96/1000 or an increase of 470. Special Districts are up over last year as follows: McLean Fire - 1.697 up to 2.17 Groton Fire - 1.205 up to 1.26 McLean Lights - .759 up to .85 Peru Lights - 1.04 up to 1.10 There being no questions from the floor, Mr. Ed Smith made the motion to accept 'budget as presented, seconded by Leland Cornelius. Hearing closed at 8 #00 P.M. Town board meeting reconvened at 8:00 P.M. RESOLUTION NO. 28 - ENTER INTO AGREEMENT WITH VILLAGE OF GROTON • FOR RENTAL OF JUSTICE COURT SPACE Moved by Mr. Graham, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that the Town of Groton enter into Agreement between the Village of Groton ( "Village) and the Torn of Groton ( "Torn ") that: In consideration of rental of space for the purpose of holding Justice Court on property owned and operated by the Village, the Town agrees to pay the Village the sum of FOUR HUNDRED AND EIGHTY AND xx /100 DOLLARS ($480.00) for annual use of the aforementioned facilities. Such payment will be billed to the Town of the 1st day of May each year and due on or before the 31st of May. This agreement shall continue year to year until such time as the rental price is renogotiated or the Town discontinues use of the facilities. If the Town should use the Court Room for only a portion of the year (June 1 thru May 31), rent based on the sum of FORTY and xx /100 DOLLARS ($40.00) per month and shall be due and payable to the Village by the end of the following month the Town last used the facilities. 711 72 Discussed nuclear waste resolution. Clerk will look to see if such a resolution was passed by Town a couple years ago. Supervisor Robinson updated board members on :Pour hour landfill tour of sites in D2:"yden, Ehdfield and Landstroms. Also toured Munson's sludge site. Moved by Mr. VanBenschoten, seconded by Mr. Graham, that the Town continue to receive the New York State Register as in the past. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Moved by Mr. Sovocool, seconded.by Mr. VanBenschoten, that Thayer Key Service be authorized to change all locks and rekey all entrances to the Town Building as soon as possible for a fee not to exceed $3000.00. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Moved by Mr. VanBenschoten,seconded by Mr. Graham, to consult with Attorney's on personnel matters in the Town Office. Sovocool, that the Town Board give Colleen Pierson a full vote of confidence as Town Clerk/Tax Collector. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson Board reviewed budget figures. Rate is up about 5 %. Mr. Sovocool thought we were going to keep all salary increases the same at 4%. Highway Superintendents is 9 %• Board reworked salary figures. Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, to limit salary in house increases to 5%. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. RESOLUTION NO. 29 - ADOPT PRELIMINARY BUDGET AS 1988 TOWN BUDGET Moved by Air. Sovocool, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that the Groton Town Board adopt Preliminary Budget as presented at hearing held on October 27, 1987, with the exception of salary changes, as the Town Budget for 1988.
