TOWN OF DRYDEN Planning Board February 23, 2012 Members Present: Joseph Lalley, Chair; David Weinstein; Joseph Laquatra, Jr.; Craig Anderson; Torn Hatfield (7:30 arrival). Absent: Martin Hatch; Wendy Martin. Staff Present: Dan Kwasnowski, Director of Planning; batty Millard, Recording Secretary; Meeting called to order at: 7:00 p.m. Minutes J Laquatra moved the January minutes, D Weinstein seconded, all in favor. Conservation Board Liaison Charlie Smith, Chair of the Conservation Board, requested the Planning Board send a liaison to Conservation Board meetings. He would like to increase communication between the boards. C Anderson was nominated by D Weinstein, J Laquatra seconded, all in favor. D Kwasnowski said the Planning Department is working on a process to help all boards keep up with each other. The idea is to send out a notice after each meeting letting everyone know the minutes have been posted for that meeting. They would also include a bullet list summary of the minutes. Discussion items PB letter to TB At Supervisor Sumner's request, J Lalley sent a letter to the `Cowen Board from the Planning Board last week. it was a request to make progress on the new zoning and subdivision regulations and offer the PB's assistance.. Timeline for zoning ordinance amendment D Kwasnowski said they did introduce the zoning amendments. The amendment and new map have been posted on the websit:e. It was introduced this month at the last TB meeting. Timeline for subdivision law D Kwasnowski said the TB is anticipating having it ready to introduce in April. D Kwasnowski is working with Attorney Perkins on a final draft before distributing it again. It also needs to be sent to Tompkins County Planning 9,vith 30 days for them to review it. It is possible to introduce this at the March meeting if the county reviews the law and has their comments back in time to hold the public, hearing in March. Otherwise, it can't be held until April. D Kwasnowski said the only real changes in the major subdivision law are procedural changes to make it consistent with state law. Conservation Subdivision won't change in substance; just the same type of procedural changes. The Minor Subdivision - where we were trying to do the conceptual plan approval - Attorney Perkins doesn't think we can do that by state law. The procedure has to include a final plat. The PB can review that now and try to make it work; we can continue with administrative approval and reexamine the subdivision law after it's adopted. The PB wants review it when it is available and discuss it at the March meeting. D Kwasnowski said he should have a final copy from Attorney Perkins by March Is'. He will forward- it. to the PB when it is available. PB 2-23 -2012 Page 2 of 2 Virtual attendance If the technology was available, can members attend virtually? P Millard will check with Town Clerk Avery and see what the current: regulations are. Varna Plan Comments have been received from some of the PB members. The next big piece Dan and Jane will be working on is the implementation section. The P13 discussed the need for a traffic control device to allow breaks in traffic to make it safer for people entering 366 at Mount Pleasant and Freese road for traffic calming. A traffic circle, although there is room for one, won't allow for the breaks in traffic needed. A four way stop, a blinking light, or a regular traffic light would create breaks and make for easier pedestrian crossing at this intersection. There was a question in the correspondence to the Planning Board asking if they thought an affordable housing section should be included. The PB agrees this is a necessary topic. J Laquatra suggested talking to Better Housing for some ideas. Training D Kwasnowski announced two upcoming trainings, one of which had been sent out to the PB via email earlier in the week. Gas Drilling Lawsuit The decision has come down in the Town's favor. T Hatfield suggested the P13 make a recommendation to the Town Board supporting counsel and encouraging them to keep the current counsel. Attorney Perkins has an excellent record in regards to municipal law and defending the town against law suits. Discussion ensued with varying opinions.
