HomeMy WebLinkAbout2012-01-26PB 1 -26 -2012 Page 1 of 2 TOWN OF DRYDEN Planning Board Minutes January 26, 2012 Members Present: Joseph Lalley, Chair; David Weinstein; Joseph Laquatra, Jr.; Martin Hatch; Wendy Martin; Craig Anderson; Tom Hatfield. Elected Officials: Supervisor Sumner. Staff Present: Jane Nicholson, Planner; Patty Millard, Recording Secretary. Meeting called to order at 7:00 p.m. December Minutes approval J Laquatra made a motion to accept the December minutes, D Weinstein seconded, all in favor, motion passed. Varna Master Plan Update - Jane Nicholson Significant progress has been made. A new copy has been distributed. With comments received, staff is looking to have an updated version by late February. Jane has asked that the PB have comments back to staff by February 100,1 Introductions With a new board member, Chair Lalley asked everyone to introduce themselves. Vice Chair J Laquatra was nominated for Vice Chair by J Lalley, seconded by T Hatfield, all in favor, motion passed. Meeting night Due to the Town Board moving their meetings to Thursday nights, it was proposed to move the PB meeting night to the 40, Thursday of every month on a permanent basis. Since there were no objections, Chair Lal]ey asked P Millard to update the meeting calendar and the Town Clerk for media notification. Charge from the Supervisor - Mary Ann Sumner The TB does not have any new assignments for the PB for 2012. However, the subdivision ordinance will be ready for review soon. That will be forwarded to the PB for review prior to its adoption. The PB asked what the status of the new Zoning Law is. Due to the lawsuit, the old ordinance cannot be repealed at this time. The existing ordinance is being updated to repeal everything except the gas drilling language that is the subject: of the lawsuit and replaced with the new law, language - but it has to be an ordinance for now. There are some items that cannot be introduced in ordinance format. The PB would like to help the TB move this process forward in any way they can. Goals for 2012 C6 Support the Town Board to facilitate adoption of the new zoning ordinance and subdivision law. Assist with completion of the Varna Community Development Plan and incorporation into the Town's Comprehensive Plan and into the town zoning. ' Start work on updating the Comprehensive Plan. Work on needs assessment task assigned to us by the TB. PB 1 -26 -2012 Page 2 of 2 Announcement There is an upcoming meeting that may be of interest: Tompkins County Agricultural Summit on Friday, February 24 from 9 -4 at the Dryden VFW. Ag Committee Supervisor Sumner said they have had several requests recently for the reactivation of an Ag Committee for input in to the Planning Board and the Town Board and several people willing to serve on that, including Evan Carpenter and Brian McGee. She suggested the energy for reactivating that committee could come from the Planning Board if there were members interested in serving. Chair Lalley asked what action the PB might take to encourage this committee. Supv Sumner thought it may end up being a staff function, but thought the PB could help with the discussion of what function that committee might: serve and what kinds of people we would like to recruit, what criteria we might look at in members. T Hatfield said this would be a good way to get farmers involved in decisions that would affect them earlier in the process rather than as a reactionary measure, which is what has happened in the past. if we want to preserve the backdrop of Dryden, we want to make sure we're taking all sides into consideration. Goals for 2012 - continuation Chair Lalley suggested adding a goal for 2012 to try to stand up an Agricultural Advisory Committee. D Weinstein made a motion to adopt the above goals for 2012, seconded by J Laquatra, all voted in favor.
