NYS ROUTE 13 & BENNIE ROAD TAX MAP #105.00-01-22.200 A Public Hearing was held by the Town Board of the Town of Cortlandville at the Town Hall, 3577 Terrace Road, Cortland, New York, concerning an Aquifer Protection Permit permitting the construction of an 80 unit assisted living-, facility to be located at the north side of Bennie Road, approximately 500 feet east of NYS Route 13. Members present: Supervisor, Raymond Thorpe Councilman, Edwin O'Donnell Councilman, John Pilato Town Clerk, Karen Snyder Absent: Councilman, Ronal Rocco Councilman, Theodore Testa Others present were: Town Attorney, John Folmer; Tim Buhl from Resource Associates; Joe McEnte representing Wiegman Co.: and Realtor James Yaman. Supervisor Thorpe called the Public Hearing to order. The Town Clerk read aloud the Legal Notice as published, posted and filed. Supervisor Thorpe offered privilege of the floor to Tim Buhl from Resource Associates, the engineers for the applicant. Tim buhl stated his clienthas proposed an 80 unit, 44;500± SF rustic wood frame assisted living facility. The facility would be located north on Bennie Road and east from NYS Route 13. The facility would have four separate wings with twenty units in each. Three of the wings would consist of rooms with kitchen facilities. The fourth vying would not have kitchen facilities in the rooms, it would have a dining/lounge area: as it would house Alzheimer residents. Emergency exits- would be located at each end of the wings. Councilman O'Donnell asked of the target date for construction. Mr. Buhl anticipated October. Mr. Joe McEnte representing Wegman Companies, Inc. added the opening for the facility would be September 2000. No further questions or comments were heard. Councilman O'Donnell made amotion,. seconded by Councilman Pilato, to.close the Public Hearing. All voting aye, the motion was carried. SPECIALTOWN BOARD MEETING A Special Meeting of the Town Board of the Town of Cortlandville was held at the Town Hall, 3577 Terrace Road, Cortland, New York, with Supervisor Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Edwin O'Donnell Councilman, John Pilato. Town Clerk, Karen Snyder Absent: Councilman, Ronal Rocco Councilman, Theodore Testa. 'Others present were: Town, Attorney, John Folmer; Tim Buhl from Resource Associates; -Joe McEnte representing Wegman Coe and Realtor James Raman. Supervisor Thorpe called the meeting to order. A discussion occurred regarding the Cortland County Planning Department and Board recommendations of an approval of the Aquifer Permit. Their recommendation is subject to conditions. The Board reviewed the SEQRA application. submitted by Resource Associates for Wegman Companies, Inc. RES1LUTION#173 DECLARE. -NEGATIVE IMPACTTOR AQUIFER PERMIT #4 OF 1999 - WEGMAN COMPANIES, INC. FOR PROPERTY LOCATED AT NIS ROUTE 13 & BENNIE RD Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE. ADOPTED WHEREAS, an Aquifer Special Permit application was submitted by Wegman Companies, Inc., tax map #105.00-01-22.200, for property located at NYS Route 13 and Bennie Road, for the construction of an 80 unit assisted living facility, and WHEREAS, the Town Board, as Lead Agent, duly reviewed and completed the Full Environmental Assessment Form, therefore BE IT RESOLVED, the Town Board, as Lead Agent, does hereby declare the proposed project of Wegman Companies, Inc., Aquifer Permit #4 of 1999, shall have no significant environmental impact. - RESOLUTION #174 AUTHORIZE SUPERVISOR TO SIGN SEQRA AFMICAUON OF AQUIFER PERMIT #4 OF 1999 Motion by Councilman O'Donnell Seconded by Councilman Pilato VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Supervisor is hereby authorized and directed to sign the SEQRA application relating to Aquifer Permit #4 of 1999, submitted by Wegman Companies, Inc. 128, SEPrEMBER 28,1999 SPECIAL TOWN BOARD MEETTNG'- -PAGE -2 RESOLUTION #175 -APPROVE AQUIFER PERMIT #4, OF 1999 FOR WEGMAN COMPANIES INC. The tie into the water source being moved away from the Smith Corona driveway. 2). The driveway being'.moved back a'way from the property line to -keep,any:sno*reinoval=offthe neighboring.,.property.: 3). The applicant consider widening the entrance/exit to, and from the,. site to insure -easy access to the -site by emergency vehicles. 1 ,, 4). The Town's satisfaction that there is ample parking, on the site. 5). A stormwater pollution prevention plan being prepared for the site which is acceptable to the Town. 6). A'negative declaration�6foenvkonmliental impact under SEQRA, and it is further RESOLVED, the Supervisor is hereby authorized and directed to sign the permit. Councilman O'Donnell made a motion, seconded by Councilman Pilato, to adjourn the special meeting. All voting aye, the motion was carried.
