Excused: Martin I-latch, Joseph Laquatra, Jr.; Staff Present: Dan Kwasnowski, Planning Director; Jane Nicholson; Planner; Patty Millard, Recording Secretary. Town Officials: Joseph Solomon, Town Board Liaison, Mary Ann Sumner, Town Supervisor. Meeting called to order at 7:02 pm. Minutes postponed to August meeting. Gas drilling agenda item from Town Board meeting on 7/20/11. Report on Town Board meeting attendance last night and the opinions presented which were for, against, and everywhere in between. ODA Public Way application - Planning Board review. if.'you have a lot that connects to a public road by way of an easement, and you want to build a . building on it, there is a special procedure you have to go through. The application goes to the Town Board. They can establish an open development area (ODA) with conditions. Then the ZBA has to get involved to get a frontage variance. The Planning Board is being asked to consider this and recom-mend whether or not the Town Board should approve the ODA and, if so, possible conditions for the To%vn Hoard to place on the approval. It's a 32 acre parcel of land. Zoning is RB 1. He has built a 60 foot wide road/driveway to DEC specs. On a motion made by D Weinstein and seconded by T Ilatfield, the Planning Board supports the ODA as presented in the context of the existing zoning and proposed zoning and the fact that this parcel will be zoned Conservation District. All voted in favor, motion carries. Varna Plan Varna Public Workshop results and Varna Plan Initial Outline were given to the PB. They had maps and buildings and broke people up in to two hours and they got. to visualize different scenarios in the hamlet area to see what looked and felt like developments they would like to see. Discussed some of the comments that came out of this workshop. Reviewed the outline. The goal is to have a recommendation to the Town Board by September. Next meeting Tuesday, August 16`', 11.1, at the Town Hall. Training There are a couple of trainings coming up. There is money in the budget. if anyone is interested, let Dan know. Is there a TC3 training corning up'? Yes, but we haven't gotten the date yet. IQ 1 .A PB 07 -21 -2011 Page 2 of 2 Planning Strategy for next year Next year, we should start the update of the Comprehensive Plan. There were a few items that weren't wrapped up when the original Comprehensive Plan was completed. The initial topics we7re looking at are: Sustainability, Transportation, Affordable Housing, and Consolidation of Municipal Services. The Consolidation topic should include the Village Planning Boards as well. The Local Government Efficiency Program has funding to help with researching the topic of Consolidation. In addition to multiple villages, the number of water and sewer districts in the town could potentially be reduced as well. Proposed Zoning Update from Town Board last night The following questions were asked in regards to Section 903 Signs. The section has been reorganized to read more easily. Attorney Perkins had a few questions and asked for clarification from the Planning Board as to what they intended. Signs on windows are not allowed. Please clarify that is indeed the case or change to be allowed. f. Gasoline stations — This section States two advertising signs are allowed but not to exceed 10 sq It. Is this 10 sq ft each or 10 sq ft total? 10 feet each. 5. Signs advertising the sale, lease or rental of premises upon which the sign is located. One sign, not to exceed 10 sq ft if not located on the building and one sign not to exceed 50 sq ft if located on the building. it said fagade in one place and it said on the building in another place. Which should it be? This should be anywhere on the exterior of the building. D.2. Signs shall not be illuminated from within, but shall be illuminated by a shielded light ® source or sources to restrict the area illuminated to the sign face and downward. Some of the office signs in the area are lit from within. These are allowed now. Internally lit. Leave as is. D.1. intermittent lighting. These aren't allowed now and it's not intended for them to be allowed. LEI) lights might be allowed by special permit with the technology of signs available now.
