Staff Present: Dan K.wasnowski, Environmental Planner; Patty Millard, Recording Secretary, Town Officials: Mary Ann Sumner, Town Board Liaison. Meeting called to order at 7:04 pm February Minutes Motion to approve by .I LaQuatra, seconded by D Weinstein, all in favor, minutes approved. Public Review process by the Planning Board Chair Lalley asked everyone to keep in mind that reviews done at the Planning Board are done with an open mind. There are rules set for us to follow in the zoning ordinance and development guidelines as well as the comprehensive plan. The plan proposed for Varna could be a positive thing for Cornell, the residents of Varna, and the developer. Regardless of whether this project gets approved or not, all projects that come in front of the Planning Board need to be given ® review in the context of the rules we have. Review Agenda and Preparations for Public Input Session at Varna Scheduled for Monday, March 22 Keeping in mind that the evening is f:or presenting the proposed zoning and obtaining leedback, it is still possible to discuss the possible development for Varna. We can help everyone see how zoning will help guide projects like the proposal by 1_.ucente to the benefit of all involved. The presentation will be about the same as at the Town Hall in January. Answering the public's comments U Kwasnow7ski has been keeping a list of all of the public comments to date. Some have been posted on the website Behan maintains fior the Comprehensive Plan Implementation Project. Eventually, each comment will have a response based on decisions made in this process. That document will eventually be published as well so that it is very clear to the public that we not only heard them but also addressed everyone's comments. The Planning Board discussed opinion articles in the local newspapers. At least one article has been written by the Planning Board to help let the public know where they are in the process. In a month or so, it will be time to release another article with more information. 0 Zoning Law Task Force — Weinstein 1 C/1 t'13 03 -1 K -2010 Page 2 of 2 isThe ZLTF made a list for the Planning Board to look at, for example, the criteria for zoning a parcel to a specific zone. There have been members of the public present and involved in the last few meetings which is wonderful. Current Map and Zoning Law Changes - Kwasnowski D Kwasnowski presented the various zones and the criteria that had been established for each. Discussion ensued. Not only are these to be used to finish developing the proposed zoning map, but can also be used in the (suture during reviews if necessary. Discussion of use chart and various special permit uses that are currently allowed and some changes that are proposed. After Monday's meeting, there will be more feedback available. Starting with the April meeting, a new timeline will be suggested and a list of work to be completed. Big Box still needs to be addressed. "There are a couple of areas in the town where this concept. might work. Two that were suggested as possibilities are the NYSEG area where Route 13 and 366 overlap and near the intersection of l-lanshaw Road and Route 13 where there are already some commercial properties. Part of the process has been to pull information fro rn Building Permits and variance requests that have come before the Zoning Board of Appeals to see what issues have come up over the years since the last zoning was passed. The beginning proposal was created after D Kwasnowski and members of Behan reviewed this information. A final policy decision that needs to be made soon is whether Special Use Permits will be staying with the Town Board or moving to the Planning Board. if the number of Special Use Permits goes up, it could take over the Town Board meetings. While the "Town Board is accountable to the public more directly than the Planning Board, training is required of the Planning Board and not the Town Board, so there may need to be training required of Town Board members if they are to retain this power. Next Planning Board meeting will he April 22 "d. Dan will have material to the Planning Board by April 15'h for review prior to that meeting.
