TOWN BOARD MEETING The Regular Meeting of the Town Board of the Town of Cortlandville was held at the Town Hall, 3577 Terrace Road, Cortland, New York, with Supervisor Raymond Thorpe presiding. Members present: Supervisor, Raymond Thorpe Councilman, Theodore Testa Councilman, Edwin O'Donnell Councilman, John Pilato Town Clerk, Pauline Parker Absent: Councilman, Ronal Rocco Others present were: Town Attorney, John Folmer; Highway Superintendent, Carl Bush; Town Typist, Edna Puzo; and Newsreporter, Lisa Hutcherson. Supervisor Raymond Thorpe called the Meeting to order at 5:00 p.m. Councilman O'Donnell made a motion, seconded by Councilman Pilato, to approve as written, the Town Board Minutes of September 21, 1994, October 05, 1994, October 19, 1994 and November 02, 1994. All voting aye, the motion was carried. Councilman Pilato made a motion, seconded by Councilman O'Donnell, to receive and file the Planning Board Minutes of October 25, 1994 and November 29, 1994. All voting aye, the motion was carried. RESOLUTION #197 AUTHORIZE PAYMENT OF VOUCHERS DECEMBER Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, that the vouchers submitted have been audited and shall be paid as follows: General Fund A vouchers #483 - 518 $ 40,607.78 General fund B 97 - 104 $ 11,351.16 Highway Fund 450 - 473 $144,044.57 Water Fund 290 - 300 $ 4,541.66 Sewer Fund 147 - 152 $ 546.45 Privilege of the floor was granted to Councilman Edwin O'Donnell. He distributed copies of a letter he wrote to Terry Haines and John Brown, who reside on the Loope Road. The letter was to inform them of the meeting recently held relating to concerns with the railroad crossings on Loope Road. He apprised Town Board members that he and Highway Supt., Carl Bush met with representatives of Cortland County, NYS DOT and the Railroad to discuss the concerns. The Railroad has agreed to temporarily widen the south end area with cold patch to make the tracks more passable and easier for winter plowing. The County will draft new plans to improve the intersection where Loope Road and Kellogg Road meet. A discussion was held concerning the problems of &-� DECEMBER 21, 1994 TOWN BOARD MEETING PAGE 2 the area. It was mentioned that it was the intent of the Town Board to make application for review concerning the north end closing. Federal Funding could be available to upgrade the rail road crossings in the future. Supervisor Thorpe reported that he and Carl Bush recently attended a meeting with involved County Departments, fireman, ambulance and those involved concerning the house numbering system used by 911 for emergency situations. The County Legislature adopted this program several years ago. Recently an emergency situation occurred on Lamont Circle whereby the ambulance could not locate the caller. Because of this, Mr. Harry Chapin has written a letter stating his concerns of the house numbering system in the Lamont Circle area. The 911 system is based on a grid system. Streets running parallel will have the same number. When a call is received by 911, the telephone number where the call comes from also appears at 911 to assist in identifying the emergency location. Many residents of the Lamont Circle area are still using the two digit house numbers, which were changed to three digits several years ago. Supervisor Thorpe stated that Public Safety is the most important factor. He stressed the importance of town residents knowing and using the correct 911 number at their residence. A discussion of the 911 program was held. RESOLUTION #198 AUTHORIZE ADDITIONAL STREET LIGHTING ON THE SOUTH SIDE OF THE PORT WATSON STREET BRIDGE IN THE TOWN Motion by Councilman Pilato Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, Highway Superintendent, Carl Bush recommends that 4 street lights be placed on the south side of Port Watson bridge and extend to ETL Testing Labs, therefore BE IT RESOLVED, Carl Bush is hereby authorized to to draft the necessary paperwork to request Niagara Mohawk to install 4 street lights on the South side of the Port Watson Street bridge and extend to ETL Testing Labs in the Town of Cortlandville. RESOLUTION #199 ESTABLISH DECEMBER 28, 1994 AS CUT OFF DATE FOR SUBMITTING VOUCHERS FOR PAYMENT FOR THE YEAR OF 1994 Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, December 28, 1994 shall be the last day for department heads to submit vouchers for payment from the 1994 budget, to allow the bookkeeper the necessary time to finalize the accounts for the year. Attorney Folmer reported: Letters have been sent to residents in the Polkville area regarding the truck idling problem in the truck stop areas. No response has been received. �DG DECEMBER 21, 1994 TOWN BOARD MEETING PAGE 3 RESOLUTION #200 AUTHORIZE MCGRAW CENTRAL SCHOOL DISTRICT TO USE TOWNS VOTING MACHINE FOR A SCHEDULED SPECIAL VOTE ON WEDNESDAY, JANUARY 11 1995 Motion by Councilman Testa Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, that McGraw Central School District is hereby authorized to use the Towns voting machines for a scheduled special vote on Wednesday, January 11, 1995. Supervisor Thorpe apprised Town Board members of an error that occurred when water meters were read the last quarter. The reading showed 30,000 gallons had been used, when it should have been 3,000. Reading of meters now has confirmed that an error occurred. The normal procedure would have the credit remain on the books until used. The customer requested that they be issued a refund, being holiday time. Supervisor Thorpe advised the Water and Sewer Dept. to refund the over billed payment in the amount of $110.26, and this has been done. RESOLUTION #201 APPROVE WATER AND SEWER PLUMBERS APPLICATION FOR HARRIS A. DAYTON Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED WHEREAS, an application was submitted by Harris A. Dayton, 30 Johnson St., Box 67, Freeville, NY, for approval to install water and sewer services in the Town, and WHEREAS, such application included references and previous experience, as required, therefore BE IT RESOLVED, the application is hereby approved, subject to review and approval by Water and Sewer Superintendent, Carl Bush. Supervisor Thorpe announced that the organizational meeting for 1995 will be held on Wednesday, January 04, 1995 at 7:00 p.m. at the Cortlandville Town Hall, 3577 Terrace Road, Cortland, New York. Councilman Pilato made a motion, seconded by Councilman Testa, to adjourn the regular meeting. All voting aye, the motion was carried.
