The Regular Meeting of the Town Board of the Town of
Cortlandville was held at the Tows. Hall, 3577 Terrace Road,
Cortland, New York, with Supervisor Thorpe presiding.
Members present:

Other's presents were: Town Attorney, John Folmer;
Highway Supt, Carl Bush; Keyboard Specialist, Patty O'Mara;
and Hick Renzi of 1149 Davinci Drive.
Supervisor Thorpe called the meeting to order.
Councilman O'Donnell made a motion, seconded by
Councilman Rocco, to approve the Town Board YLinutes of
September 2, 1998. All voting aye, the motion was carried.
Councilman O'Donnell made a motion, seconded by Councilman
Rocco, to receive and file the Planning Board Minutes of
August 25, 1998. All voting aye, the motion was carried.
Supervisor Thorpe offered privilege of the floor to
those in attendance.
Councilman O'Donnell apprised the Board of a car
accident at the cemetery near Smith Corona. The stone wall
and wooden fence need to be repaired. There were no
injuries. He is working with the Bailey Agency to accomplish
this, as they also represent the driver.
The Town Clerk stated the State Police contacted her to
identify the owner of the cemetery and provided a copy of the
accident report. She reported and forwarded all information
to both the Bailey Agency and Councilman O'Donnell.

RESOLUTION 0171 SCHEDULE DATE TO ADOPT 1999 PRELIMINARY
BUDGET AS THE 1999 ADOPTED BUDGET

BE IT RESOLVED, the Town Board shall adopt the 1999
Preliminary Budget as the 1999 Adopted Budget on November 18,
1998 at 5:00 p.m.
Councilman O'Donnell made a motion, seconded by
Councilman Rocco, to receive and file a copy of a traffic
report dated October 10, 1998 from NYS Trooper Terry Sullivan
sent to the NYS DOT. All voting aye, the motion was carried.
The traffic report was requesting additional stop signs
and traffic control lines in the Groton Ave. Shopping Plaza,
to better control the traffic in that area.
Supervisor Thorpe commented on the several activity
reports received from the Cortland County Coordinated Review
Committee of their meeting on October 5, 1998. This is the
first time we have received these. This committee consists of
a representative of several County Departments, who also
review these zoning requests. They send their recommendations
to the County Planing Dept., to assist them in their
decision.
A discussion was held concerning their report relating
to the Zone Change request from Cortland Diagnostic Imaging
Assoc. Attorney Fo_1_mer explained that the Town Planning
Board will receive the recommendation from. the County
Planning Board. They, and this Board, have received a copy of
the recor endations of the County Planning Dept. Because of
this, the Town Planning Bd. has scheduled a Public nearing
for October 26, 1998 concerning this. Then, they will provide
their recommendations to us. If this Town Board chooses to
adopt this, contrary to the recommendations of the County
Planning Board, it must be adopted by the majority of this
Board, plus one. No date has been set for a Public hearing
by this Board.
Councilman OfDonnell asked about the committee formed to
look at other areas within the Town that might be more
suitable for a High Tech Park.
Supervisor Thorpe stated nothing has been reported yet.
Councilman. Rocco stated Ithaca has four High Tech
Centers and they have not been able to attract the necessary
technical engineers.
A disci ssion was held between Board members and Mr.
Renzi about his concerns with the location of the proposed
High Tech Park and past expaz±ances of similar projects -
Attorney Folmer reported:
Bell Dr. flooding: He spoke with Attorney Rick Shafer this
afternoon about the progress of obtaining the required
authorization from. the Country Club to allow the Town to
proceed with a drainage ditch on their property. This was
recomir_ended for the Renaissance area flooding. He reported
no further action has occurred.
Attorney Folmer expressed our concerns regarding this
delay, as wa hoped to have accomplished this in the fall.
Time is important.
There appears to be a difference of opinion as to
whether a permanent or temporary easement is required.

Councilman O'Donnell reported a resident of Blodcrett

the Craft residence. He also stated, Mr. Craft' s warrant has
not been served.
Attorney Folmes recently spoke with the Realtor for this
property and they, i ncL r_.ate the property is still for sale.

warrant.
Councilman Rocco made a moti-on, seconded by Councilman
J)f Donnell, to adjourn the regular i-cee`C_ing. UI voting aye,
the motion was carried.
