Staff Present: Dan Kwasnowski, Environmental Planner; Patty Millard, Recording Secretary; Jack Bush, Highway & DPW Superintendent; Henry Slater, Director of Planning, Building & Zoning. Others Present, Town Residents: Wayne Matteson, Fred Mellberg, Marie McRae, and Jon Erikson; Nancy Munkenbeck, Conservation Board Chair; Mary Ann Sumner, Town Supervisor. Meeting called to order at 7:15. Palmear Road Jon Erickson — resident of Dryden living on Palmear Road — neighborhood has formed committee as a result of traffic issues that intensified when the McLean was bridge closed for construction. Subject: "Traffic on Palmear Road, Freeville Sponsor: Palmear Neighborhood Council I. We respectfully ask the Town of Dryden to post mph for the length of Palmear Road in the Haml traffic regards Palmear Rd. as a cutoff for SR 38 subject to automobile traffic often exceeding 50 single car accidents each year, and enforce a reduced speed li►nit of 30 et of Freeville. Currently, commuting and as such, this residential byway is miles / per hr resulting in numerous 2. In addition, because of the acute turning angle at the corner of SR 38 and West Dryden Rd. (when approaching from the North), many oversized vehicles, including tractor trailers, currently use Palmear Rd. as part of their main route when traveling from Cortland to Ithaca. We respectRilly ask that the Town. of Dryden post and enforce a mmvinru ►n allowable vehicle weight for Palmear Rd. with the goal of reducing the tractor trailer traffic and the accompanying damage caused to the roads and underlying culverts by these oversized vehicles. Submitted to the Town of Dryden Planning Board 2/25/2009 by the residents of Palmear Road, Freeville, NY, J Erickson relayed his and his neighbors concerns with the traffic in the area and requested the Planning Board's support and guidance on the process involved with requesting a reduced speed limit. J Lalley asked if a possible resolution might be to mark the traffic for Local Traffic Only. Is it possible to change the intersection so that it is navigable by bigger trucks, which would cut dowel their need to travel Palmear Road? J Lalley made a motion to endorse the request of the residents of Pali-near Road and request that the 'town Board give their concerns merit. The Planning Board agrees with their concerns. J Laquatra seconded the motion. All voted aye. Motion passed. Sketch Plan — Wayne Matteson for Bernie Cornelius (Manhattan Estates) There are 6 lots proposed in this phase: this is an increase over previous plans. It would still use private water and sewer. There's a stormwater detention pond that hasn't been specifically sized yet. The fire department has requested that the stormwater detention pond have a minimum capacity of 100,000 gallons for fire protection purposes. The pond will be designed to contain that as well as the usual functions of a stormwater detention pond. This is the first phase of potentially 4 phases. Applicant asked to supply information on the 'N1YSEG easement and voltage in the power lines. At the last sketch plan, the Health Department had stated that soil needed to be added if the lots were to be as small as proposed. Soil has been added to the areas of concern. How will it be seined once this phase of the There is o se � st 5 s p subdivision is complete? "There is an existing driveway listed on the plans but it seems to be part of Phase 1i. It's listed as Asphalt Drive on the map. The house would have a driveway off Phantom Road that is listed as part of Phase 1I. If this parcel will eventually be divided, it does need to be listed as part of the subdivision plans even if it isn't in Phase 1. Discussing regarding the 60 acre parcel as well. In light of the new Design Guidelines, more infornation is needed about potential plans for the 60 acre parcel. There are apartments listed as one of the dwellings on this 60 -acre parcel. Howe does that fit in to the process? What if the houses aren't single family dwellings but are dual family dwellings? The original approval will not be used because they've upped the number of lots from 3 to 6 and changed the subdivision altogether. Issues to consider: 1. Roads — do they meet town specs and driveway access to some lights 2. Density — previous subdivision — PB wasn't sure that could be supported, how will this higher density be support? 3. Voltage in power lines and NYSEG easement conditions 4. Final lot to be deeded may need to be considered now to avoid future approval problems 5. Soil density requirement from the Health Department O 6. This is now a Realty Subdivision, due to it being >5 lots, so it's a different Health Department application than before. PB 02 -25 -2004 Page 3 of 3 Zoning update We should have new material by March 12U' so that we have time to review it before our March meeting. The new document will have editing marks so that we can see what changes have been made since we reviewed it last. Please send the document out in a hard copy to Barbara, Tom and David, and in electronic format to the rest. Town Board update At the last board meeting, the Town did adopt the two amendments sent to them. A new procedure needs to be worked out to incorporate the new amendments in to the process. H Slater gave an overview of how he sees the new process working. The PB would like to make sure that any roads have an easement big enough to convert the private road to a town road, should the need arise, and that a homeoi vner's association agreement be worked out. Discussion of roads and other safety factors that are part of the town code. Training update Everyone who serves on a Planning Board or Zoning Board of Appeals has to have 4 hours of training annually that has been approved by the Town Board. N4 Sumner and H Slater have been working on a way to make that easier to accomplish for the Dryden Boards. Cortland County has hosted a State training the last few years, but will be unable to do so this next year. Initially, a library is being put together ofthe documents used at those trainings. home study will be allowed.
