Members Excused: done. Members Absent: Russell Beck. Others Present: Dan Kwasnowski, Frivironmental Planner; Henry Slater, Director of Code Enforcement; Patty Millard, Recording Secretary; Mary Ann Stunner, Town Board Liaison; Applicant, Brian Holleribeck. Meeting called to order at 7:10. Sketch flan Conference for Brian Hollenbeck — Subdivision .Mr. Hollenbeck discussed the map and divisions listed. With the last set of changes; it is not a subdivision as far as the Health Department is concerned. It is a subdivision as far as the Town is concerned. Would it be better if the owners of the other pieces of this property were included? Unfortunately, we don't have their names at this point in time in order to invite them to participate in this process, and their property can't be included for subdivision approval without their request/permission. 0Discussion of placement for well and septic; proximity to wetlands, flood plain(s), etc. Discussion of site line for existing homes. J Lalley commented that he .would love to recommend this for a Cluster Subdivision; but since we don't have them in our ordinance yet... I•l Slater reminded everyone that this area was a section where you had wanted lower density. General feeling was that things were pretty well laid out. J Laquatra — can we legally recommend a Cluster Subdivision? H Slater —No. A cluster subdivision without municipal services is something we don't want to net in to. J Lalley — If we were to approve this subdivision at some point, and now these people who own these other two lots come in, do they have to go through a subdivision approval process? 1-1 Slater — Unless we include them in this review; yes. J Lal ley — fNT the interest of protecting the town, 1 may want to try to encourage that. On the other hand, I don't want to necessarily burden you (the applicant) with that. It would be nice if we could do that in the context, because I don't think it adds any complexity to the approval process if you can do it, and it will save the town some pain, and maybe them some pain down the road. I don't know — it would be nice if ewe could somehow work it out so that could happen. 1013 Caldwell - It it could be made clear to the Health Department that we were not counting those as part of his plans. 3 o` v PB 0547 -2007 Page 2 of 2 H Slater — Which they apparently are not, either. B Caldwell — This would be my concern — that we didn't trigger a more expensive process for him based on our including those two lots. J Lalley — The other thing would be if we can say, if we can contact the new owners, out of enlightened self - interest they should try to partner with you to get this done. D Weinstein — Why would they need to partner? Can't we just do it and give them the benefit of not having to'? J Lalley — He can't do it on their behalf-'. They would have to be an applicant as well. Unfortunately, they have a nasty surprise when they come to get a building pen-nit because they have to go through the subdivision process. 11 Slater — We will contact them and at least make sure they are aware of the process they will have to go through before they can build. (Distributed letter from TG Miller that was received today.) Discussion of TG Miller's recommendation. In order to not have to do full stormwater plans, the developer would need to limit the amount of area disturbed. That means possibly shorter driveways and placing the houses so that the least amount of area is disturbed. B Caldwell asked CEO Slater to schedule the preliminary and final plat approval for as soon as i\9r. Hollenbeek turns in the rest of his information, including a formal map that includes the changes he wrote on the map that was shown to the board today. Handed out a letter from Debbie 'Teeter regarding a grant opportunity regarding farmland and development rights. Farmland Protection and Implementation Grant. Special Committee Update — J Lalley �9otlon by Joe Lalley, seconded by .toe Laquatra, to adjourn the meeting. All voted in favor. Motion passed. Meeting was adjourned at 9:15 pm.
