Robinson, Supervisor Sovocool, Councilman VanBenschoten, Councilman Cummings, Councilmen gerald, Attorney Graham, Councilman Also present: Leland Cornelius, Robert Totman Barbara Ebert - Historic McLean Ithaca & Tompkins County Moved by Air. VanBenschoten, seconded. by Mr. Sovocool, to approve minutes of July 14th meeting as mailed. Ayes - Sovocool, VanBenschoten, Cummings, Robinson. Claim Nos. 202 to 224 of the Highway Fund in the amount of $21,772.40 and Claim Nos. 282 -313 of the General Fund in the amount of $4,321.81 were presented for audit. Moved by Air. Sovocool, seconded by Mr. Cummings, that the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings, Robinson. All officials will meet with McLean residents on Monday, August 24th, at the McLean Fire Station. Reviewed monthly reports from Town Clerk, Town Justice Heffron and Zoning Officer. Discussed and reviewed plans for Village water tower on Elm Street Ext. Our concern is the water line crossing Lick Street. Town would want road put back in original condition. Discussed Motorola radios for highway department. Tom Drake will be here tomorrow to resolve problems. Once radios are working to the satisfaction of the Highway Superintendent., the radios will be paid for from Federal Revenue Sharing monies. Federal Revenue Sharing funds are to be allocated by September 30. Would like to get two overhead doors on shop before winter. Twenty windows were broken 'by vandals in the end and, back of the Highway Garage, 8:30: Petition for Variance - Robert Totman was present to request a variance to replace existing mobile home with a conforming mobile home on a non - conforming lot. fir. Totman presented deed to board indicating his mother deeded. property over to him, however, deed has not yet been recorded. Lot is 110' x 75'. Gerald Cornell has life use of garage and right -of -way of 25' around it. Totman owns 11 acres around parcel. Can't get 90 more feet without crossing right-of-way. RESOLUTION NO. 18 - GRANT VARIANCE TO ROBERT H. TOINAN Moved by Mr. VanBenschoten, seconded by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Robinson WHEREAS, a request for a variance of Section 15.8.1 of the Town of Groton Mobile Home Ordinance was filed on July 15, 1987, and WHEREAS, said application requests a variance to permit replacement of an existing non - conforming mobile home with a conforming mobile on property owned by Robert H. Totman at 244 Cortland -McLean Road being located on Tax Map Parcel No. 39 -1 -23.32 and containing 110' frontage, 150' depth, and 75' across the back, and WHEREAS, the Town Board on August 11, 1987, at 8:30 P.M. heard testimony and reviewed. Environmental Impact Statement (EIS) form and determined that it is an unlisted action and will have no significant impact. NOW, THEREFORE BE IT RESOLVED, that Pursuant to the authority granted by Article XVIII of the Mobile Horne Ordinance of the Town of Groton, the Town Board hereby grants a vaziance to Robert H. Totrian to replace a previously existing mobile home on Parcel No. 39 -1 -23.32 with a conforming mobile home contingent upon complying with all set back requirements in Section 15.8.1; Health Department approval per Section 15.3.4 of the Mobile Home Ordinance; recording deed from mother to Robert H. Totman; and lot being expanded to 110' in the :near. • .• 0 Barbara Ebert, Executive Director of Historic Ithaca & Tompkins County was present to request 'Town Boards endorsement of their 1987 funding application to the N.Y.S. Affordable Housing Corporation to improve quality of rural housing and also certification addressing matters of geographic eligibility, use of municipal funds and the need for this program. RESOLUTION N0. 19 - ENDORSE HISTORIC ITHACA & TOMPKINS COUNTY'S 1987 FUNDING APPLICATTON TO NYS AFFORDABLE HOUSING CORPORATION Moved 'by Mr. Sovocool, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Graham RESOLVED, that the Town of Groton, Ibmpkins County, New York, hereby assures and certifies that it will comply with the regulations, policies, guidelines, and requirements of the New York State Afford- able Housing Corporation as it pertains to Historic Ithaca & Tompkins County'Ns.application,,for Affordable Home Ownership Development Program funds. Also, the Town gives assurances and certifies with respect to said application that: (1} The Town of Groton is an eligible program axea since there are deteriorating housing conditions, an aged housing stock, and other factors indicating an inability or unwillingness of the private sector, unaided, to invest in homes for the area; (2) The Town of Groton is an eligible area for the purposes of the Affordable Housing Corporation regulations since it is included. in Historic Ithaca & Tompkins County's rural preservation program service area; (3) Due to the presence of deteriorating housing conditions, and the inability or unwillingness of the private sector to facilitate affordable housing for persons of low to moderate income, the need exists in this town to carry out activities of the application; and (4) The Town of Groton, within which the activities of the applica- tion will be undertaken, will not substitute funds provided by the Affordable Housing Corporation for monies which the Town would have spent in the absence of the Affordable Home Ownership Development Program and that such monies will enable the Town to expand its commitment to increase the supply and improve the condition of low and moderate income owner occupies housing to levels greater than would have been possible without such a program. Discussed Court Room - Town Justice Heffron suggested Town look into using Mr. Chatterton's office which is currently available for $200/mo. Discussed gas pumps - 1 diesel and 1 gas - New pumps would cost $1200/ea., State bid price. Discussed overhead doors - Have budgeted monies for two doors in shop. Present doors are rotten and need replacing. Discussed air conditioner This summer office was extremely uncomfortable - need to do something. Moved by Mrs. Robinson, seconded by Mr. Sovocool, to go into executive session to discuss personnel. Unanimous.
