Members Absent: Russell Beck, Others Present: Mary Ann Sumner, "Town Board Liaison; Dan Kwasnowski, Environmental Planner; I-Ienry Slater, Director of Code Enforcement; Patty Millard, Recording Secretary; Charles & Ann Leonard; Richard Patterson. Meeting called to order at 7:03. Charles & Ann Leonard — Preliminary / Final Approval for a 4 lot subdivision at 1670- 1724 Ellis Hollow Road — Barbara Caldwell read the Legal Notice for the record. Public Hearing called to order at 7:04. Ann Leonard stated that there were no changes since the sketch plan hearing. The board reviewed the documentation received from Tompkins County regarding the 239 review. There was no public comment. ® Motion to close the public hearing by David Weinstein and seconded by Joseph Laquatra. All voted in favor. Motion passed. Public hearing was closed at 7:08 pm. Short form SEAR — read by David Weinstein. Changed #5 from Expansion to New. Motion for negative declaration made by David Weinstein, seconded by Tom Hatfield. All voted in favor. Motion passed. Motion to approve the subdivision by . loseph Laquatra. Seconded by David Weinstein. All voted in favor. Motion passed. A suggestion was made from Barbara Caldwell to the Leonards. Give a copy of the Ellis Hollow Gazette to new residents. Richard Patterson for May Campbell - Preliminary / Final Plat Approval for a proposed 5M lot subdivision between 106 Pinckney and 250 Lower Creek Road, Ithaca, in the Town of Dryden. Barbara Caldwell read the Legal Notice for the record. Public hearing called to order at 7:16. Asked for information on any changes between the sketch plan hearing and tonight. There were none. The map was reviewed. . Motion to close the public hearing by Tom Hat. -field and seconded by .lim Crawford. All voted in favor. Motion passed. Route 13 / 366 Corridor Study commissioned by Tompkins County David Weinstein, Barb Caldwell, and Dan Kwasnowski presented maps they were given at the Route 13 / 366 Corridor Study meetings they've attended. The engineers identified all of the developable land along the Routel3 /366 corridor. They used the percentage of land that we stated we saw being developed over the next 20 -30 years. "Then: Map 1: They randomly selected out parcels to be developed along that corridor and used information from our comprehensive plan to detenninc how these parcels might be developed. This is more of a nodal pattern. Map 2: They repeated the process and used the existing land use regulations instead. What is the purpose of this exercise? In theory, the next step is for them (the engineers) to tell us, ® "Here are a bunch of regulations that you could think about implementing would help to create that (pattern of development)." Proposed local law commission Dan Kwasnowski answered questions regarding the upcoming meeting of all of the Town's Boards to discuss this proposal. Discussion of timeline for the next year and what topics will be covered. Discussed subdivisions briefly and possible parks and IIomeowner's Associations.
