Meeting called to order at 7:12.

Subdivision Preliminary Plat Approval
B Caldwell opened the public hearing by reading the notice into the record.
B Cornelius presented an updated map with the changes the Planning Board had requested.
Those changes included the labeling of a section of road frontage to state there was at least 125
feet of road frontage for one of the parcels. Another change included identifying the septic and
• wells. The map is stamped Revised 08/13/2006, The Health Department letter of September 15,
2006, references topsoil depth being inadequate. This had been addressed.
No others present wished to make comments.
David Weinstein made a motion to close the public hearing. Tom Hatfield seconded the motion.
All members present voted in favor of approval. The public hearing was closed.
Joseph Laquatra made a motion to give preliminary approval based on the following conditions:
l.Obtain Health Department soil depth and percolation test certification and lot size approval.
2.Pile Erosion and Sediment Control Plan and Storrnwater Management Plan with DEC.
3.Deed documentation of the proposed road satisfactory to the town's attorney.
4.File copy of DEC Permit, Health Department Pentnit, and road approval with the town.
Tom Hatfield seconded the motion.
All members present voted in favor of approval. Tile motion was carried.

Subdivision Sketch Plan Review
C Guthman stated that this was the final phase of the development, with five (5) lots. Tine five
lots being shown tonight each have over 5 acres. They all have adequate frontage, to comply
with zoning. For lots 28, 29 & 30, the driveways are actually going to come off Hollister Road.
From a practical point of view, that is more convenient. Lots 31 & 32 are going to access off
' Midline Road.

T Hatfield was a little concerned about the length of a couple of driveways, specifically 30 and
31. hot 30 because it will conic out on Hollister, and lot 31 because it of the wet area on that lot.
C Guttman reported that there are 22 lots total. Some of them have already built single family
homes. There are a few of them where people bought multiple lots and put one house on it.
Technically there are 32 lots. There could be a maximum of 32 houses, but since some people
decided to purchase multiple lots, there aren't that many. This last section, due to the natural
geography of the area and the wetlands, it doesn't afford itself to smaller lots. That's why all of
the lots for this section are over 5 acres apiece.
T Hatfield pointed out that there were no private drives, multiple access points to some lots.
B Caldwell asked if the required road frontage was addressed.
C Guttman answered
in the affirmative and pointed out the

for Lots 28 and 30 on
Hollister and Midline
roads, respectively, to give them the
required road
frontage.
D Weinstein stated that he understands why he did this while this was legal, lie would like to see
something in our zoning code that didn't allow this. He can see where this could raise issues in
the future in respect to confusion and encroaching.
The Board would like the marshy areas more clearly delineated to make sure it is clear to
potential buyers that there is a wetland on one of these lots and marshy areas on multiple lots.
To do items:
C Guttman to have changes made suggested by G Wood and make the plans into bigger, more
readable format and in to a Mylar copy. He will give Mylar to lq Slater.
H Slater to submit for 239 l and m review once Mylar is received.
Note: No Health Department approval is needed since all of the lots are over 5 acres apiece.
if all of this can be done in time, this can be scheduled for October for preliminary approval of
the subdivision. It may have to wait until November due to timing issues.
Meeting was adjourned at 8:35 pm.

neighbor impact from visual to safety. We have tried to model this
after the tall structures existing legislation with the consideration
of biomass, geothermal, solar and wsind.
J. Lalley moved that the Planning Board applaud the efforts to
codify the issues around installation of wind turbines around the
town and we have certainly raised some concerns that we think are
addressable as part of this process and that it is something we
want to encourage provided that there is the right balance between
the planning objectives of the town and the other interests we are
trying to serve by encouraging these kinds of alternative energy. J.
Laquatra added that it is also because of the positive economic
impact on the community.
