HomeMy WebLinkAbout2002-07-18' TOWN OF DRYDEN PLANNING BOARD niURSDAY, JULY 183t 2002 MEMBERS PRESENT: Chairperson Barbara Caldwell, Joseph Layuatra, Jr., Natan Huffman, Tom Hatfield ALSO PRESENT: George Franz, Deb Grantham, Penny Lisi AGENDA: None B. Caldwell: Called meeting to order at 6:40 pm and stated Natan had brought up some proposed road and bridge projects that the County Highway people are considering where they might get federal aid and several of these are in the Town of Dryden. She asked George Franz if he was familiar with any of these projects. G. Franz: Stated some of the bridges such as Red Mill is going forward and was not sure about Freese Road. B. Caldwell: Noted they were talking about changing the angle of Freese Road and making it a two lane bridge which would change the traffic considerably. J. Layuatra, Jr.: Stated there was concern about Freese Road and Route 366 as it is already a dangerous intersection. Asked if the Planning Board had any obligation or right to provide input on these situations'? B. Caldwell: Noted the Planning Board has a right to comment on anything they wish but there is not an obligation. J. Layuatra, Jr.: Stated obligation was not what he meant rather wanted to know if they had to listen to the Planning Board's input or was the County roads under their complete control. B. Caldwell: Suspected that if the Board wanted to make a formal input the Planning Board may want to do it via the Town Board. G. Franz: Stated Freese Road is a Town Road. B. Caldwell: But the bridge is longer than so many feet that it becomes a County bridge. G. Franz: Stated over 25 feet. J. Layuatra, Jr.: Suggested the Planning Board make a recommendation to the Town Board that Freese Road remain a one -lane bridge and that it is there for a reason as a traffic calming. G. Franz: Knows that they came up with an.overall solution that the traffic in Varna on Freese Road that it should remain a one lane bridge. B. Caldwell: Noted they should do what's necessary to stabilize the bridge as there are some issues on the Route 366 side bank. u cA 0 r •I l� �J G. Franz: Stabilize it or again it may very well need to be rebuilt. "There is precedent for rebuilding it a one -lane bridge. B. Caldwell: They did some work on it after the flood in the 1970's. G. Franz: The flood of 197E where it took out the one end of the abutment. Stated he is familiar with the intersection. N. Huffman: Stated our perspective of planning and land use within the town, does not feel this is complimentary. G. Franz: Feels the process before any work makes any list for federal funding they need to make it to the Tompkins County Transportation Board and feels at this point, the Planning Board needs to put together a response to go to the Transportation Board. B. Caldwell: Asked Tom Hatfield if it would be best to make a recommendation to the Town Board so they can pass on their comments. She stated she feels reluctant as a Planning Board to pass the comments directly to the Transportation Board. T. Hatfield: Stated that would be the appropriate avenue to take and noted they may direct the Planning Board to take the issues directly to the Transportation Board.
