Moved by Mr. Graham, seconded by Mr. VanBenschoten, to .approve minutes of
January 13th meeting as mailed. Ayes - VanBenschoten, Graham, Robinson
(Absent - Cummings land. Sovocool).
® Claim Nos. 14 to 40 of the Highway Fund in the amount of $19,196.51 and
Claim Nos. 29 to 53 of the General Fund in the amount of $112,481.99 were
presented for audit. Moved by Mr. VanBenschoten, seconded by Mr. Cummings,
that the bills be approved for payment. Ayes - Sovocool, VanBenschoten,
Cummings, Graham, Robinson.
Gary Lane presented a petition
with approximately 350
signatures
of Groton
residents opposing a
landfill
site in West Groton or
anywhere else in the
Town of Groton. Mr.
Lane cited
the increase in traffic
with 50 -

garbage trucks a day,
danger to
children riding bikes
or walking
along
highway, water pollution, and
a decrease in land value.
He said,
"We want
you, the Torn Board,
to go on
record saying we don't
want it."

Ed Scheffler asked the board to pass a resolution opposing landfill anywhere
in the Town of Groton. He
stated
that no
amount of compensation
would offset
negative effects of a dump
in the
Torn.

water sources, facts about property that no one

Phil Shurtleff - I make my money in real estate and I'm the last person
that wants to see land values depreciate in my territory. I talked. with
Frank Proto- -- First and foremost there has been no determination made
at all *.There dump will go. Twenty to thirty geographical locations have
been selected. No actual sites will be selected before about the first
of June. Every landowner has a right to grant the County an option and
sell their interest in it and we don't have any control over that option.
Frank said he spoke to Teresa back about in December about having a public
hearing in Groton but not for about 4 or 5 weeks. Leave your names and
addresses to receive information that the Solid Waste Committee has. Final
location determination will. be made by DEC and only DEC. I'll never vote,
for any landfill if there isn't a baling station made in conjunction with
it. If the stuff is baled, there is a 'lot less leachate. It saves room.
There is a lot of County land up by the airport where a baling station
Ocould be centrally located in the county.
Lyle Raymond - Ed, I like your idea about having a local hearing here.
I'm on a committee of the Extension Service and we want local meetings.
You folks are thinking in the right direction.......
Teresa Robinson - I believe they are naming several geographical sites by
the end of February. Bassically, what youl=e asking for, Ed, is a resolution
from the board. A resolution from the board won't do anything as far as the
County is concerned, but it will show you we are behind you. Ed - "It will
show the County that we mean business."
David Dunning discussed briefly his pre survey of water well project in
the Town of Groton. He started project in late August as a senior at
Cornell. He has selected sections of West Groton, Groton City and McLean
to participate in project. After tabulating survey information he will
prepare a summary of information obtained.

Supervisor Robinson thanked all for coming and proceeded with board meeting.
RESOLUTION NO. _ - OPPOSITION TO LANDFILL BEING LOCATED IN THE
TOWN OF GROTON
Moved by Mr. Sovocool, seconded by Mr. Cummings
....Ayes.- ,Sovocool, VanBenschoten, Cummings, Graham, Robinson
WHEREAS, a petition has been presented to the Town Board., signed by
over 350 residents of the Town apposing any plan by the Tompkins
County Legislature to locate a new landfill dump in West Groton or
anywhere else in the Town of Groton,
RESOLVED, that the Town Board record its unalterable opposition to
the location of any such landfill dump within the boundaries of the
Town of Groton because of its deleterious affect on the health, safety
and welfare of the residents of Groton with specific regard to increased
water pollution, increased highway maintenance costs, depression of real
property values and the disasterous affect it would have in future
development in a Town which is already one of the most depressed Towns
in the County of Tompkins, and
FURTHER RESOLVED, that a copy of this resolution be distributed to
each member of the Tompkins County Legislature.
Monthly reports from the Town Clerk and Town Justice Heffron were reviewed.
Moved by Mr. Sovocool, seconded by Mr. Cummings to approve Town Clerk's
appointment of Donna M. English as Deputy Town Clerk. Ayes - Sovocool,
VanBenschoten, Cummings, Graham, Robinson.
Discussed increasing intone limits for aged exemption. The School is ,
going to $10,000, Village is still at $8,000. The Town should go o
$10,000 since we haven't increased limit in several years.
Moved by Mr. Sovocool, seconded by Mr. VanBenschoten, to schedule hearing
for proposed Local Law No. 1 for the year 1987 amending Local Law No. 1 for
the year 1966 as amended by Local Law No. 3 for the year 1984, which
provided for a partial tax exemption of real property owned by certain
persons with limited income sixty -five (65) years of age or older to be
held on Tuesday, March 10, 1987 at 8:00 P.M. at the Town Hall. Ayes -
Sovocool, VanBenschoten, Cummings, Graham, Robinson.
Discussed proposed 1987 snow removal contract. County wants to delete a
portion of paragraph 2, "The County agrees to rent to the Town and the
Town agrees to rent to the County Highway Department, tools or equipment
for such purposes ". Discussed insurance in Item 5 - We have insurance to
cover our men and equipment on the road. We can't insure to indemnify the
County a limit of $500,000 bodily injury /property damage. Consensus of
board was to delete Item 5 from the proposed 1987 snow removal contract.
Mr. Robert Dempsey went over Town's insurance polity and noted additional
items in policy and the current aggregate of one million which the Town
can increase to two million for an additional $1815. No action taken.
Discussed zoning violations - Attorney Fitzgerald will take care of John
Anderson who has violated an order from Judge Bryant in accumulating junk
at his residence at 101 Brown.Road. Gary Wood will cite Joseph Wilbur for
living in a 5th wheeler; take care of ,junk cars on Davis Road and junk cars
at Robert Williams on Clark St. Extension.
Discussed sewer plant problems that the Village of Groton is having.
They need more land and might want to annex on Town property. Their
current facility should have lasted for years had it been properly
taken care of.
Moved by Mr. Sovocool, seconded by Mr. Graham, to authorize the following
Town Officials to attend Annual Association of Towns School in N.Y.C. from
Feb. 15 - 18: Teresa Robinson, Colleen Pierson, Robert Walpole, Arland
Heffron, George Totman, Monica Carey, Nancy Ostrander, Vert Rankin, Mary
Decker and David Ofner. Also, Town will share cost of Margaret Palmer,
Court Clerk, with Village. Ayes - Sovocool, VanBenschoten, Cummings,
Graham, Robinson.

Mr. Cornelius would like to purchase a 1957 Fora 840 Cab Char sas
fxom Penn Can Materials.
Moved by Mr. VanBensehoten, seconded by Mr. Graham, to authorize Highway
Superintendent to purchase a used 1957 Ford 800 Chassis and Cab from Penn.
Can for a total prase of $4500. Ayes , _Sovocool, VanBenschoten., Cummings,
Graham, Robinson .
Mr. Corneli4s stated his pickup has 65,000 railes on it and wanted to know
if the board wanted to trade it in for a nera one. Board, told Mr. Cornelius
to look around.
Supervisor discussed the closing of the
Soca_al ec�sity Contact Station at
the Village Office. Reason being, they only had an avexage of three people
per month which is not enough to be cost effeetive.

Jack Fitzgerald and Gary Wood stated that we have been
requested to revise the flood protection law - deadline
April 1, 1987. If we don't take action, we could
jeopardize National Flood Insurance in this area.
Local Law No. 2 for the year 1987 - "Flood Damage
