A motion was made by David Weinsein to approve August 16th, 2001 minutes as amended. A second was made by Gordon Deibler. Chair Caldwell read public notice for Bestrun Subdivision hearing into record. Henry Slater noted new correspondence from John Andersen to Himself and to Ted Louve. David Weinstein raised questions about stormwater. 7:45PM SEQR review: Section (A): Site Description: Okay 8. Change to 1.5 -feet. Section (B): 25. County Health Department should be yes only. Section (C): Okay with footnotes, Health Department considers this a 10 list subdivision. Footnotes (C -y). The following are highlighted potenlialy large impacts that the Board feels can he mitigated. It is not a completed SEQR evaluation: IMPACT ON LAND: Construction on land where the depth to the water table is less than 3 feet: Impact can be mitigated by project change: There will be sufficient stormwater drainage through the project - including ditches on each side of the road as well as appropriate {ill - so that any high water should be effectively diverted off of each property. IMPACT ON WATER: 5. Construction or operation causing any contamination of a water supply system: Impact is potentially Large but can be mitigated by project: With proper design of septic systems the potential impact can be mitigated. • 6. The proposed action would irreversibly convert more than 10 acres of agricultural land or, it' located in an Agricultural District, more than 2.5 acres of agricultural land: Small to moderate impact: This land has not been used for agricultural purposes for 20 +/ years. 8:50 PNI: Negative Declaration on SEQR. review based on the mitigation's attached to the form.
