The final meeting of the Town Board for the year 1975 was held at
the Town Hall, 15 Terrace Rd., with Supervisor, Robert P. Blatchley presiding.
Other Board members present were: Justices, Donald Eaton and Ronald Fish; and
Councilmen, Sherman Griswold and Ray Miller. Others present were Town Clerk,
Christine Canestaro; Zoning Enforcement Officer, Don Fowler; Bookkeeper to
the Supervisor, Renee Bilodeau; Legislator, Shriley Fish.
The Town Clerk read the minutes of the last meeting. There were no
corrections or additions. Upon motion of Councilman Miller, seconded by
Justice Eaton, all voting aye, the minutes were approved as read.
Zoning Enforcement Officer, Don Fowler requested permission to attend
an eight week series of school sessions at Clay, N.Y. to be conducted by the
Housing and Building Codes Bureau. These sessions are free.
RESOLUTION #189: AUTHORIZATION FOR DON FOWLER TO ATTEND SCHOOL AT CLAY, N.Y.
Upon motion of Justice Eaton, seconded by Justice Fish, all voting aye
and adopted.
BE IT RESOLVED That Don Fowler be, and he hereby is authorized to
attend the eight week series of school sessions at Clay N.Y. which are
being conducted by the Housing and Building Codes Bureau of the
New York State Division of Housing and Community Renewal.
BE IT FURTHER RESOLVED, That all necessary expense incurred in connection
with same, be reimbursed, subject to audit by the Town Board.
Supervisor Blatchley read a letter he had received from Mrs. Brookins,
Secretary to the Cortlandville Planning Board, quoting a resolution passed
by the Planning Board on Nov. 3, 1975 recommending that the Town Board
rescind the action taken on 5/6/70 and "reinstate Section 2 of Northwood
Development as an R-2 District,/
There was some discussion. No action was taken until a formal request
is receeved from the Planning Board.
Supervisor Blatchley requested that the tax monies collected by the
tax collector be put into a day to day savings account rather than a checking
account.
RESOLUTION #190: AUTHORIZATION TO DEPOSIT TAX MONIES COLLECTED IN A DAY TO
DAY SAVINGS ACCOUNT
Upon motion of Councilman Miller, seconded by Justice Eaton, all voting
aye and adopted.
BE IT RESOLVED, That the Tax Collector be, and she hereby is authorized
and directed to deposit all tax monies collected in a day to day
savings account at the First National Bank of Cortland.
The Town Clerk read a copy of a letter sent to Walter Tennant, Cortland
County Supt. of Highways by Jos. M. Powers, Regional Director of Transportation
Region 3, acknowledging Cortlandville's request for speed limits on McLean Rd.
and Pendleton St. Ext. Mr. Powers advised that a formal investigation will be
conducted at the subject locations.
Upon motion of Councilman Miller, seconded by Justice Eaton, all voting
aye, the letter was ordered received and filed.
Justice Eaton requested that the motion he had.made in resolution #184
(appointing Linda Blanchard to C.A.P.D:O. Board of Directors) be rescinded;
stating' that he had been misinformed and would like to have this brought
back for further consideration.
RESOLUTION #191: RESCIND APPOINTMENT OF LINDA BLANCHARD RES.#184
Upon motion of Justice Eaton, seconded by Justice Fish, all voting aye
except Supervisor Blatchley who abstained. Motion carried. Resolution adopted.
BE IT RESOLVED That tha appointment of Linda Blanchard to C.A.P.C.O. Board
of Directors (Res.#184) be rescinded so that further consideration can
be given the appointment.

APPROPRIATIONS CONCERNING TOWN BUDGET FOR 1975
Upon motion by Councilman, Sherman Griswold, seconded by Justice,
Ronald Fish, all voting aye, the following amendments and supplemental
appropriations concerning the Town Budget for the year 1975 was adopted:

Total supplemental appropriations and modifications in the sum of
$7,722.4.3 shall be transferred from General Fund 1974 unexpended
balance - Whole Town.

Upon motion of Councilman Miller, seconded by Justice Eaton, audited
bills were ordered paid as follows:

There being no further business, upon motion of Councilman Miller,
seconded by Justice Eaton, all voting aye, the meeting was adjourned at
