First meeting of the year 1967 held at the Town Hall 15 Terrace Road, in the Town of Cortlandville, Supervisor Frank K. Taylor presiding. Board members presents were Justices Donald Eaton & f'onald Fish , Councilmen Sherman Griswold and Henry Wadsworth, also presefit were R. Krau lie Book-keeper for Supervisor, Town Attorney John Gardner ,Fred Walker, Superintendent for Water & Sewer.;Installation and Floyd Colegrove, Superintendent of Highways. Motion was made by Mr. Eaton seconded by Mr. Griswold that the following salary schedules as set up by the Town Clerk for 1967 be adopted. This motion was carried. Motion was made by Mr. Griswold seconded by Mr. Eaton that any Town Officials as well as Book-keeper for Supervisor's account's be re-imbursed for necessary expenses for attendance to Association of Towns Meetings to be held Feb. 6,7, and 8 in New York City. This motion was passed unanimously. 2 Donald McKee appeared before the Board to see what the possibilities would be to get the water district extended to the lands owned by W.P.Stafford adjacent to Lamont Circle, this would be an extension of Pheasant Run. Mot",.,, was made by Mr. Eaton seconded by Mr. Griswold that the Supervisor be empowered to sign contract with Stearns & Wheler for Town Engineer service,this would cover one meeting with the ® Board each month, including services on the afternoon of the day of the Board meeting for a total of eight hours or equivalent service , at the option of the Town, at a different time. A copy of this aggreement will be on file in the Town Clerk's Office, this will include all other details, minimum fee schedule etc. This motion was carried all voting aye4 with exception of Mr. Fish. Eaton aye Fish Ajo, a - Griswold aye Wadsworth aye Taylor aye Mot�lnn was made by Mr. Eaton seconded by Mr. Wadsworth that William Bean be re -appointed for a term of 5 years to serve on the Planning Board. Motion carried. Motion was made by Mr. Wadsworth seconded by Mr. Fish that Dexter Paddock be re --appointed to serve on the Appeals Board for a term of 5 years. Motion by Mr. Eaton seconded by Mr. Fish that Mr. Gardner write a letter to William McKinney denying his application for a Trailer Park Permit for 4 Trailers and advising him to make application to the Appeals Board within 60 days or all Trailers be removed from the premises. }E'? en maXing-_c.1aplication to the Appeals Board he should ask for a re -zoning of this property, this application should. be presented to the Town Clerk, who in turn will contact the Appeals Board to schedule a hearing for this project. ® There being no further business at this time,meeting was adjourned. LLt,lan M. Brookins, Town Clerk E/ January 18, 1967 Town Board Meeting, held at 8 P.M., Town Hall , Terrace Road in the Town of Cortlandville,Supervisor Frank K. Taylor, pre- siding: Members present were: Sherman Griswold and Henry Wadsworth Councilmen, Justices, Ronald Fish and Donald Eaton. Also present were R. Krauklis, book-keeper, John Gardner, 'down Attorney,Bill Rowell, Town Engineer, Fred Walker, Water Department and Lelan Brookins, Town Clerk. Planning Board Members present were,Wm. Clemens, Willard Griswold and Gordon Hatheway. Town Clerk requested permission to order 12 Water Meters for the Water Department. Motion was made by Don Eaton seconded by Sherm. Griswold that the Town Clerk be authorized to purchase meters for use in the Water District # 1. This motion was passed unanimously by the Board. Attention of the Board was given -to a letter from William Pauldine owner of Cortland Floorcraft on N. Homer Ave. ext., in regard to having ABEgUkTE lighting for this area. Motion was made by Mr Eaton seconded by Mr. Wadsworth that this area have necessary light or lights installed. Motion was carried. The Town Clerk will inform Niagara Mohawk Power Co. Fred Walker reports use of 74,782,200 gal. water for 1966 averaging about 204,880 gals. per day. also states 33 new services installed. In regard to permission to extend water district to include lands owned by the Overhead Door Company, report was read by l from the State Water Commission. Motion was made that the Town accept the Deed of a road presented by George Glover, . this .T; wind be the west end of Fair- field Drive. This motion was made by Don Eaton seconded by Sherman Griswold and carried unanimously. February 22, 1967 is scheduled date for an "Informative Hearing" by the Cortlandville Planning Board. This Hearing will be for the Public and Town Boards that they may become acquainted with the new proposed Regulations affecting the development and growth of the Town. Clerk LMB:mb 0 1 February 1, 1967, 8 P.M. Regular meeting of the Town Board of the Town of Cortland- ville, held at the Town Hall, Terrace Road in the Town of Cort- landville, at 8. P.M. Members present were as follows: Sherman Griswold Councilman, acting Deputy Supervisor, (Supervisor Frank K. Taylor was unable to be present at this time), Councilmam Henry Wadsworth, Justices, Ronald Fish and Don Eaton. Others present at this Town Meeting were, R. Krauklis, Book-keeper for Supervisor, Highway Superin- tendent, Floyd Colegrove, Assessor, W.E. Becker , Superintendent of Water installations, Fred Walker. Motion was made by Mr. Eaton seconded by Mr. Wadsworth that the Trailer Permit of Charles Genson be renewed for 6 Mos. This motion was passed unanimously. Mr. Genson paid fee of $10.00 for renewal. Mr. Krauklis reported the following investment certificates of depositis, General Fund g35,000, Highway, $25,000, and Water District # 1 $10,000. Motion was made by Mr. Eaton and seconded by Mr. Wadsworth that all bills as read by the Town Clerk and audited by the Town Board: be paid with the exception of $30.00 to Peter Monaghan, Town Attorney is going to report whether this bill should be a Town Charge or County charge. Taylor presiding with Board members pre- sent as follows: Justices Donald Eaton and Ronald Fish, Councilmen Sherman Griswold and Henry Wadsworth, others pre- sent, Hgwy Sup't. Floyd Colegrove, William Rowell, Engineer from Stearns and Wheler, Book-keeper for Supervisor, R.Krau- klis, Town Attorney John Gardner and Fred Walker, Water Dep°t Sup°t. There was a general discussion in regard to the pay- ment of bills from Peter Monaghan, Hospital Lab. Technician or cai< .r�� U_o .:< te; is from drunken drivers at the request of a Police Officer. Motion was made by Justice Eton seconded by Council- man Griswold that any charges for chemical tests at the request of a police officer, for a, person charged with driving while in violation of Section 1192,V.& T. Lazar, brought before a Justice of the Peace of the Town of Cort- land.ville shall be a. Town charge from the General Fund. Tests would be made by a qualified Technician and the charge made on a proper voucher and presented to the Town Clerk for audit by the Town Board. This motion was carried. On motion therefore by Councilman Griswold seconded by Justice Fish that bills presented by Peter Monghan to the Town Clerk and audited by the Town Board February 1, 1967, in the amount of $.30.00 be paid. This motion was carried. Engineer Rowell reported on exhaust fumes in Town Garage, he will investigate further and obtain estimated cost to eliminate this problem. 232 The Town Clerk filed a performance Bond for $4000.00 from James Rogakus and on motion of Councilman Wadsworth sec- onded by Justice Fish, the Town Clerk is instructed to file a Deed to Alexandria Drive, a street in the Rogakus Tract. This motion was carried. Mr. Taylor gave a detailed report on the Interim Report of Special County Sewer District Committee. There being no further business at this time , meeting was adjourned. Regular Meeting of the Town Board/ Town of Cortlandville Meeting was held at 8 P.m. in the Town Hall, 1.5 Terrace Road, Cortlandville/ P.O.,Cortland, N.Y. 0 In the absence of Supervisor Frank K. Taylor , Deputy Supervisor, Councilman Sherman Griswold presided. Present were Justices Donald Eaton and Ronald Fish, Councilman Henry Wadsworth and Town Attorney John Gardner. Also present were Supervisor's Book-keeper, R.Krauklis, and Fred Walker of the Water Department. Motion_ was made by Mr. Eaton seconded by Mir. Wadsworth that Mr. Wm. McKinney be given a. 30 day extension from March 4th to give him time to Petition for a re -zoning of his property on the McGraw -Cortland Road. This motion was carried by the Board members. Fred Walker showed the Board a Map drawing of completed water lines, hydrants and valves as he has located them. The Town Clerk presented the bills from the General Fund, Water District 1, Sewer District 1 and Highway Department. There being no further business, meeting was adjourned. Lelan M. Brookins, Town Clerk/mb 3a Wed. March 15, 1967, Town Hall, Town of Cortlandville. 2nd Meeting of' the month/ o Y.M. Sug�ervisor Frank K. Taylor presided at this meeting with members present as follows: Justices Donald Eaton and Ronald Fish, touneilmen Sherman Griswold and Henry Wadsworth, also present were Town Attorney John Gardner,R. Krauklis,Book-keeper for Supervisor,Highwa.y Sup't. F. Colegrove,Superintendent of Water and Sewer Installation, F. Walker and Town Engineer, W. Rowell (Firm of Stearns and Wheler) . Town Clerk read the minutes of the last meeting and they were approved. The Clerk read a letter from Clare Carlin (Cortland Country Club) requesting a gtreet light to be installed at the intersection of 281 and the road in to the Country Club. Motion was then made by Mr. Eaton seconded by Mr. Fish that a light be installed at this intersection, this motion was carried. Motion was made by Mr. Eaton seconded by Mr. Griswold that the 6 month extension of a House Trailer Permit be granted to Mrs. Anna Hillard on payment of $10.00 to the Town Clerk. This motion was carried unanimously. Supervisor Taylor reported on County Assessments and explained what should be done in order for each Town to be brought*to equal assessment. County Assessor's are having a meeting on this night also. Motion by Mr. Eaton seconded by Mr. Griswold that the equipment �for exhaust system for the Town Garage as offered by Engwald Corporation in the amount of $697.50 F.O.B. be accepted if State Labor Department accepts. This motion was carried. Motion was made by Mr. Eaton seconded by Mr. Fish that the Supervisor be empowered to sign Contract with Xerox Corporation in regard to the 813 copier. This motion was carried. Motion was made by Mr. Eaton seconded by Mr. Fish that a Public Hearing be held April 5, 1967 at 7:30 P.M. relative to reduction of taxes for people 236 over 65 years of age who can qualify. This motion was carried. Motion was made by Mr. Eaton seconded by Mr. Wadsworth that the Town Clerk be empowered to buy two metal storage units not to exceed $150.00 in cost. This motion was carried. Taylor presiding. members present were Sherman Griswold, Henry Wadsworth and Hon Fish. Present also were Town Attorney J. Gardner and Highway Sup°t. Floyd Colegrove. Relative to Highway Equipment: Motion was made by Mr. Griswold seconded by Mr. Fish that the Highway Superintendent be empowered to adver- tize for Bids on a new 4 to 6 Ton Tandem Roller. Brookins, Town Clerk • • 1 April 5, 1967 WIEFIM FIND Regular meeting of the Town Board was held at the Town Full, Supervisor Frank K. Taylor presiding. Other Board members present were Councilmen Sherman Griswold and Henry Wadsworth; Justices Donald Eaton and Ronald Fish; also Town Attorney John Gardner, Highway Superintendent Flpyd,Colegrove, Assessor W. E. Becker, and Book- keeper for Supervisor, Rudolph Krauklis. 7:30 P.M. 'Toin Clerk read notice of Public Hearing for tax exemption for people over 65, as advertized in the Cortland Standard. Eighteen people were present interested in tax exemption. Supervisor read rules and regulations to those present. Hearing closed, 8:05 P;M. WHEREAS, a public hearing has been held by the Town Board of the.Town of Cortlandville, at the Town Hall, at 7:30 o'clock P.M., in the matter of the adoption of a resolution exempting real property from taxation pursuant to the provisions of Section 467 of the Real Property Tax Law: Upon motion of Mr. Fish and seconded by Mr. Wadsworth and unanimously ,:'carried, be it RESOLVED,, That the assessor of the Town of Cortlandville shall exempt from taxation real property owhed"by one or more persons, each of whom is 65 years of age or over, to the extent of fifty percentum (50%) of the assessed valuation thereof upon the 1967 Assessment Roll of the Town -of Cortlandville for taxes payable in 1968 pursuant to the provisions of Section 467 of the Real Property Tax Law. Regular meeting called to order by Supervisor F.K. Taylor. Town Clerk read minutes of last meeting and they were approved. Town Clerk read letter from R. G. Parsons, Chairman of Appeals Board, recom- mending the change of zoning of Gutchess property. Mr. John Fitzgerald appeared and spoke for Olive Gutchess, one of the owners. Mr. Fitzgerald said a theatre will be built on this site if it is rezoned to commercial. Mr. Ed Hoffman spoke in behalf of Clair Gutchess. Mr. Fitzgerald presented a petition in favor with 27 signatures. Mr. Wm. Heaslip spoke in rebuttal of the rezoning of the property and presented a petition against rezoning. Lester Moss spoke against the rezoning of the property. Mr. Bernstein talked about building a theatre and showed plans and a picture of proposed theatre. Mr. Griswold asked Mr. Bernstein if a theatre would be built if it is re- zoned. Mr. Bernstein said he planned to build a theatre on this site. Motion by Mr. Eaton, seconded by Mr. Wadsworth, that the recommendation of the Appeals Board be accepted and the Gutchess Property be re -zoned from Residential and Agricultural to Commercial. Mr. Robert Harding of the Conservation Department explained the program about the regulations. Motion by Mr. Griswold, seconded by Mr. Eaton, that the Highway Superintendent be empowered to sign agreement with Conservation Department. Motion carried. Motion by Mr. Griswold, seconded by Mr. Fish, that the bid of the Central New York Equipment Company for a new Roller in the amount of $5900.00 with 2 brakes be accepted and that the Supervisor be empowered to sign purchase agreement. Motion carried. April 5, 1967 (cont'd) Motion by Mr. Wadsworth, seconded by Mr. Griswold, that the trailer permit of Fred Spencer be extended 6 months. Motion carried. Motion by Mr. Eaton, seconded by Mr. Wadsworth, that the Town Dump agreement with Robert Space for 2 years, be accepted. Motion.carried. Mr. Taylor appointed a committee of Ron Fish and Sherman Griswold to look :for a new site for a Town Dump,. Motion by Mr. Fish, seconded by Mr. Griswold, that all bills be.paid as,.audited by the Town Board and read by the Town Clerk. April 19, 1967, 8 P.M. 2nd. Regular meeting of the month held at the. Town Hall 15 Terrace Road. Members present at this meeting were, Super- visor, Frank K. Taylor presiding, Justices Don. 18 Eaton and Ron'. Fish, Councilmen Sherman Griswold and Henry Wadsworth, Town Attorney John Gardner, Town Engineer, W. Rowell, Supervisor's book- keeper, R. Krauklis and Fred Walker, supervisor of Water and Sewer installations. The minutes of the last meeting were read by the Town Clerk and approved. The Town Clerk read a letter from Clare Carlin representing the Country Club thanking the Town Board for their prompt attention in regard to their request for a street light on West Road at entrance of Club grounds.Another letter was read by the Clerk from Mrs. Frances Allen thanking the Board for flowers sent on the death of her mother, Mrs. H.S. Rowe. Supervisor Taylor reported that the County HGWY Department is making a survey of County Roads within the Town that need repair, namely, at this time, are. Kinney Gulf Road, McLean Road, Page Green Road, Holl- ow Road,North Road out of McGraw. REGARDING PETITION TO BOARD OF SUPERVISORS: WHEREAS, the executive officers of the City of Cortland, Villages of Homer and McGraw, and Towns of Homer and Cortlandville, have executed and presented a petition to the Board of Supervisors of the County of Cortland, requesting that certain areas in each of said minicipali.ties be established a's a County Sewer District; to NOW, on motion by Mr. Eaton seconded by Mr. Griswold and carried unanimously; BE IT RESOLVED, That the Board of Supervisors of the County of Cortland are requested to cause to be prepared at the expense of the County, maps and plans, together with a report and recommendations for establishing certain areas as a County Sewer Dist- rict pursuant to the provisions of Article 5-A of the County Law, said area to include only that portion of the Town of Cortlandville lying outside the confines of the City of Cortland and Villages of Homer and McGraw and included in the limits of the Cortland New York, Region, as shown in the final report of the Comprehensive Sewerage Investigation dated December 1965. 1 Town Engineer, William Rowell reported on his survey of proposed Water Line for the Overhead Door 6ompany on West Road and recommended that this be installed by qualified contractors. Motion was made by Mr. Eaton, seconded by Mr. Wadsworth that the Town Engineer prepare Bids for this project of installation of 1200 ft, water line and cut under the Railroad which will provide service to the Overhead Door Company. Regular meeting of the Town Board of the Town of Cortlandville held at 8 P.M., Supervisor Frank K. Taylor ® presiding: Members present were, Justices Ron. Fish and Don. Eaton, Councilmen Sherman Griswold and Henry Wads- worth. Also present were Supervisors book-keeper, R. Krauklis, Town Engineer, W' Rowell, Town Attorney John Gardner, Town Assessor, j�-.ELBeoker, Hgwy Sup't. F. Colegrove and Supervisor of Water & Sewer installation, F. Walker. Mr. & Mrs. Albert Gallagher and Attorney John Folmer, and Mr. R. Bacon was also present at this meeting. Town'Clerk read minutes of last meeting and they were approved. Town Clerk read letter from Russell Parsons,Chairman of the Appeals Board advising the Town Board of their decision to re=zone lands of Albert Gallagher from Residential and Agricultural to Commercial. Now on motion of Mr. Eaton seconded by Mr. Fish a Resolution was passed by the Town Board to accept the resolution of the Appeals Board to rezone the lands of Albert & Mary Gallagher from Residential and Agri. to wholly Commercial. A pole vote by the Town Clerk as follows: Eaton ----- yes Fish -----yes ® Griswold --yes Wadsworth -yes ti. _;,Taylor ---yes carried unanimously. ; 'Mr. Robert Bacon appeased before the Board requesting that the new street developma�nt be renamed. Mr. Taylor asked Justice Eaton to contact Mr. Leon Mallery in regard to this and report at next meeting. Ch z44 Motion was made by Mr. Griswold seconded by Mr. Wadsworth that the Supervisor be empowered to renew and sign a contract with Turner & Peterson to care for dogs picked up in the Town of Cortlandville; beginning June 1, 1967 for one year, all con- ditions to remain the same as the present agreement. This motion was carried. Town Engineer Howell reported that he had plans and specifications ready for the water line and the out under the Railroad for service to Overhead Door Company on West Road. Motion was made by Mr. Eaton seconded by Mr. Griswold • that the Town Clerk be empowered and authorized to advertize for Bids on the above Project. Bids to be opened May 17, 1967 at 2 P.-M. at Town Clerk's Office, Terrace Road, in�the Town of Cortlandville. This motion was carried. Motion was maM� b-Y Mr.Wadsworth seconded by Mr. Fish that the new Ruleg and Regulations•regarding Sub -Divisions as recommended by the Planning Board be accepted. This motion was carried•unanimously. Motion was made by Mr. Eaton seconded by Mr. Wadsworth that the Supervisor be empowered to make application #4199 for acceptance of the Lamont Circle addition to the Water District # 1, This motion was carried. Town Assessor, Becker reported that he had 30 persons who made applkcations and could qualify for Tax exemtion on Town Tax. The assessed valuation amounting to $113,050,00, Motion was made by Mr. Griswold seconded by Mr. Eaton that all bills in General Fund, Highway Fund, Water District #1 and SewerDistrict # 1 as pr-sent.ed by the Town Clerk and audited by the Town Board in the amounts as follows ®- be paid. Motion was made by Mr. Wadsworth that the bill from State Department of Finance in the amount of $4155.70 be paid, this motion was seconded by Mr. Fish and passed unanimously by the Town Board Mr. Rowell reported on the bids for water line to be installed on Test Road to supply new Overhead Door location. The Bids were opened at 2 P.M. in the Town Clerk's office, low bidder was Bill Auble Construction Corp. of Trumansburg for $12,450. Mr. Rowell recOommended to the Town Board that this bid be accepted. (See following pages) Motion was made by Mr. Eaton seconded by Mr. Griswold that the Bid of Bill Auble Construction Corp. for the 10" water line Contract be accepted (lowest bidder), this motion was carried. Supervisor Taylor recommended that Fred Walker be designated as Clerk of the Works for Water Contract, this was seconded by Mr. Eaton and carried by the Town Board. Motion was made by Mr. Eaton , seconded by Mr. Wadsworth that the Supervisor or in his absence the Deputy Supervisor be em- powered to sign contract for the above water line after approval by the Town Engineer, W. Griswold acting as Deputy Supervisor be empowered to sign checks for the Water District is This motion was carried. Motion was made by Mr. Eaton seconded by Mr. Wadsworth that the name of Willard Griswold be presented to the County Board of Supervisors for appointment to new County Sewer Board. This motion was carried. On request of Mr. Bacon, motion was made by Mr. Griswold, seconded by Mr. Eaton that the street called Ridge Road be changed to Sunset View Terrace. This motion was carried. Morgan Brown from Blodgett Mills was present to inquire what could be done about the Halstead family cleaning up their property, stating also that the Health Department had been informed hbout,-,, th- _.h�ea.lt �.?a >za.rd in regard to the fact that there are no toilet facilities and no water in the home etc. The Health Department feels there is nothing anyone can do about this situation. The Town Board passed a resolution that Town Attorney Gardner write a letter to these people in regard to cleaning up their property. This motion was made by Donald Eaton seconded by S. Griswold and carried unanimou^.ly. A letter was read from Plant Manager Roy Kee for Corsair asking the Townes permission to burn waste or refuse at their plant off McGraw - Cortland road. Motion was made by Don Eaton seconded by Henry Wadsworth that Their request be granted and that the Town Clerk be authorized to inform them by letter, This motion was carried. Effective September 1, 1967, the title of Justice of the Peace will be changed to Town Justice, also money must be set up in the Budget for 1968 to cover fees for paying for jury duty. Mr. Fish is going to give further information at a later date. Mr. Eaton informed the Board that both Justicelneed a Town Seal , he will order the Seal's for both offices. Taylor presiding: present were Justice Donald Eaton and Ronald Fish,Councilmen, Sherman Griswold and Henry Wadsworth. Others present were Town Engineer Wm. The Town Clerk read the decision of the Appeals_, Board denying the request of Robert Bean in regard to re -zoning of his land recently purchased from Harriett French at 345 thru 349 Tompkins St. Ext.,Route 13. After discussion,on motion of Justice Fish, seconded by Councilman Griswold resolution was passed to accept the recommendation of the Appeals Board that the application of Robert Bean for re -zoning of his land, be denied. This motion was passed unanimously, at this time. Mr. Denniston and Mr. Dyer discussed insurance coverage and on motion of Justice Eaton, seconded by Councilman Wadsworth, a special meeting will be held on July 25, 1967 at 7:30 P.M. so that the Board can review the policies as they are at present. This motion was carried. Mr. Auble appeared before the Board to ask for an extension of time to put the Water Line in for the Overhead Door Company. On motion of Justice Eaton, seconded by Justice Fish,Mr Auble"s request for an extension up to August 1, 1967, was granted, by the Town Board. 26 Town Engineer Rowell reported that the Compagni Construction job -- was doing an excellent *f putting the new Sewer line on Glenwood to service the proposed Theatre which is to be built in this area. Motion was made at this time by Councilman Griswold, Seconded by Justice Eaton and passed unanimously by the Board that Compagni Construction be allowed to tap Water Main to bring water service to i the new Theatre. Motion was _ode by Justice Eaton seconded by Councilman Wadsworth that Mr. Rowell be authorized to draw specifications for putting an 8" water line under or thru State Highway 90 at or near Owego ext.-Virgil rd. and intersection of Starr Rd. This motion was carried. Motion was made by Justice Fish seconded by Mr. Griswold that the Tom accept the recommendation of Engineer Rowell that a pipe be driven under the road on Owego Extension in order to give service to a new house being built by Rex. and Anna Farnham, according to the building permitg issued by the Town Clerk. Letter was read by the Town Clerk from Gordon Hatheway Chairman of.the "ZONING COMMISSION" regarding the completion of the new proposed Zoning Ordinance Books. Each member of the Town Board and Town Attorney was given a copy for further study. Attorney Morris Fitts appeared before the Board re- presenting Donald Morton and the Pinehurst Development Corp. Mr. Morton has 22 acres of land which the Pinehurst Develop - meat Corp. wish to purchase for multiple dwellings, contin- gent on obtaining water and sewer for this area. The,Development Corp. was advised that they must make application to the Town as to the number of families per unit • in each dwelling that will be using the sewer. The Town will In turn (OAi;ult with the City as to whether they will permit the use of the Sewer for this land. The Town Engineer, William Rowell explained procedures regarding the extension of the Water District which must be approved by the Water Resources Commission. When plans have been worked out by the Engineer for Pinehurst Development Corp., he will get in touch with Mr. Rowell.. Supervisor Frank Taylor explained to the Board about the problems of Patrick Hayes and his need for 5 year contracts in order to furnish Towns with Ambulance service. Mr. Hayes expects to have a special type ambulance with cardio-equipment and ® trained personnel, this will give him three ambulances to serve the needs of this area. The Town toard agreed that having; a five year contract for this service was a very acceptable plan. Mr. & Mrs. Wickwire were here to express their objections to advertising signs in some area's of Cortlandville, there followed some discussion on this subject, one sign in particular was objected to,belonging to Stukey's located on the hill off Locust Ave. Town Clerk read a letter to the Board from the County Health Department requesting that they be permitted to have a key to Pump House and enclosures for Water Supply in Water District for inspec- tion purposes or other emergency. Councilman Wadsworth made the motion that if they had occasion to want to get into the Pump House, they should contact the Water Superintendent. Councilman Griswold seconded this motion, motion carried. Town Clerk presented several bills to be paid. Motion was made by Councilman Griswold and seconded by Councilman Wadsworth that all bills as presented by the Town Clerk and audited by the Town Board be paid. This motion was carried. Dec. 6, 1967, 8 P.M. ;Regular meeting of the Town Board of the Town of Cortlandville held at the Town Hal!, 15 Terrace Road, Supervisor F.K.Taylor, presiding: Members present were Councilmen Sherman Griswold and Henry Wadsworth, Justice Don Eaton, Justice Fish was unable to be present at this time. Also present were Town Attorney John J. Gardner Supervisor's Book-keeper, R. Krauklis, W.E.Becker Assessor, Floyd Colegrove ,Highway Sup't. Fred Walker, Water Department and the in- comimg Highway Sup't. Harry Cooper Town Clerk read minutes of the last meeting and they were approved. Motion was made by Mr. Eaton seconded by Mr. Wadsworth that the Town Clerk be authorized by Resolution, that authorized persons be admitted to inspect the Water Supply station when necessary. This has been a customery procedure since formation of the dater District in 1957 and a key has been available at the Clerk's office. A request by Harwood Spaulding, Mrs. Harold Peck and Mr. Joseph Basile for the installation of a street light at the bend of Hill- side Drive was presented to the Town Board. This request will be considered at the next meeting. The Town Clerk read a de_tallad report from Victor Metcalf,P.E. 6.nd member of the Planning Board regarding a Planning Conference which he attended October 15 thru 17 at Monticello, N.Y. Motion was made by Mr. Wadsworth, seconded by Mr. Griswold that the report be accepted and. filed. This motion was carried. Motion was made by Mr. Eaton seconded by Mr. Wadsworth that the employee's of the Highway Department be given a $.10 per hour raise effective January 1, 1968, also that the starting salary 0 for laborers be $2.00 per hour. This motion was carried. • Motion was made by Mr. Eaton seconded by Mr. Wadsworth that specifications be drawn for a new Backhoe & Trailer and that the TownClerk be authorized to advertize for bids.
