consideration.
MEMBERS PRESENT: CHAIR BARBARA CALDWELL, MICHAEL KELLEHER,
MITCHELL LAVINE AND ROBERT FLETCHER.

The meeting was called to order by Chair. Be Caldwell. M.
Lavine moved to approve the September 03, 1993 minutes with the
corrections marked on the official copy. Second by R. Fletcher
and approved by all members present. A copy of the minutes were
then provided to Mr. R. Varn,

Mr. and Mrs. Moore presented their alternatives to the
subdivision for lots #10 and #11. A copy of their plan and
their reasons are reproduced as pages 0 and 3.

TOWN OF DRYDEN, NY.
REASONS FOR NOT CONSTRUCTING "TRILIUM WAY"
1) FINANCIAL - (This was the primary reason for reevaluating the need for
Trilium Way)r.
• The cost of Trilium Way could be $100,000.
• It stretche our resources which could be better spent somewhere else
on the project.
* It would mean that we won't build both roads right away until we get
enough money to do both at the same time i It slows down the project.
It may even mean we may not be able to do it at all since the profit,
margin is significantly lower This in turn would ;.educe the town
tax base. i
* Of the two roads "Trilium Way" would be the more expensive road since
it is longer and steeper than "Primrose Lane ".

2) LESS ROAD FOR TOWN TO MAINTAIN
* If "Trilium Way" is not constructed less tax money would be spent on
maintenance for a redundant road.
3) MORE PRIVACY FOR THE " MOORE WOODS" RESIDENTS
*-Tho cixeular "Trilium Way" would have more traffic going past indivi
dual homeowners property.

* A circular road invites non - residents to use "Trilium Way" as a turn]
around or for the curious to drive by.
4) ENVIRONMENTAL IMPACT
* "Trilium Way" would be a steeper incline then "Primrose Lane" and
therefore would have possible embankments..
* "Trilium Way" is a redundant road and Consequently it would need-
lessly cut trees and remove flora.
• * "Trilium Way" adds more runoff to the
water shed.

Mr. Moore inquired if it would be possible to sell off lots #6
and #10 before the road was built, providing the revision was
approved.

As this was a technical question the Town Attorney would have to
render a decision. The concern being when the subdivision was
approved the road had to be built first. If the revision is
approved there is the concern that when the first lot closes the

The Board did review with the agent if the material submitted
would meet requirements as his understanding was he only had to
appear- this evening with the paper work complete.
To schedule a preliminary /final Public Hearing for next month if
all the paper work has been submitted to the Zoning Officer in a
timely fashion.

PEREGRINE HOLLOW CLUSTER DEVELOPMENT
DRAFT ENVIRONMENTAL IMPACT STATEMENT
The
Chair.

revised DEIS and

Dave
Putnam
to

the
Board.
Mr. Putnam stated he had not reviewed the minutes however
according to his notes which he took at the last meeting the
revised DEIS addressed those requirements.
The Board members present noted they have had a chance to review
the new material and as requested by the Chair. reviewed pages 7
and 8 of last months minutes along with the Eng. as Mr. Putnam
noted the following:
1. There now is an executive summary in the report.
2. Design and Layout was satisfactory.
3. There is now a tabular scenario on page 7 in the report.
4. Erosion control and storm water have been referred to in
reference to where they are in the reports, SPDES permit has
been added where it was applicable.
5. Human Resources: concerns are now found on page 20 of the
revised document. Number 5. on page 26 address the County
concerns as requested.

DRAFT ENVIRONMENTAL IMPACT STATEMENT DATED JUNE 1993 ON THE
PEREGRINE HOLLOW CLUSTER DEVELOPMENT.

LUCENTE SUBDIVISION - FUTURE PLANS
George Gesslein was introduced and spoke to the Board concerning
development of the Lucente lands.
There has been concern from the public and the Board how the
lands abutting Hanshaw Road would have controlled development.
The Lucentes have been able to reached an agreement with
Cornell, (a hand shake at this point) to acquire additional land
that Cornell owns adjacent to as well as the needed land for a
curb cut on Rt. 13.
