A Public Hearing was held by the Town Board of the Town of Cortlandville at the
Town Hall, 3577 Terrace Road, Cortland, New York, concerning a zone change
application, amending the Zoning Law of the Town of Cortlandville to reclassify and
redesignate tax map parcel #86.09-01-38.000 consisting of .232 acre located north of
Crestwood Court from residential to business.
Members present:
Supervisor, Raymond Thorpe
Councilman, Theodore Testa
Councilman, Edwin O'Donnell
Councilman, Ronal Rocco
Councilman, John Pilato
Town Clerk, Karen Q. Snyder
Others present were: Town Attorney, John Folmer; Highway Sup't., Carl Bush;
Water & Sewer Sup't. Peter Alteri; Zone Change applicant representative, Dave McNeil;
News Reporter, Chris Nolan.
Supervisor Thorpe called the Public Hearing to order.
The Town Clerk read aloud the Legal Notice, as published, posted and filed.
Supervisor Thorpe offered privilege of the floor to those in attendance.
Dave McNeil, representing his father, explained the exact location of the vacant lot
being considered for rezoning is south of Gabriel's Automotive and on the eastside of
Route 28t. This request is consistent with present zones in the surrounding area. At the
present time there are no plans for the property.
Mr. McNeil continued by explaining his family owns other property in the
immediate area. This property was purchased several years ago to protect neighbors from
undesired projects. His father spoke with a group of the neighbors, no problems with the
proposed zone change were expressed.
Councilman Testa commented the McNeils would putthe property to good use.
No further comments or discussions were heard.
Councilman Rocco made a motion, seconded by Councilman O'Donnell, to close
the Public Hearing. All voting aye, the motion was carried.
The Public Hearing was closed at 7:05 p.m.

A Public Hearing was held by the Town Board of the Town of Cortlandville at the
Town Hall, 3577 Terrace Road, Cortland, New York, concerning an Aquifer Protection
Permit permitting the construction of a temporary storage bin for salt required for parking
lot deicing at Cortlandville Crossing.
Members present: Supervisor, Raymond Thorpe

Supervisor Thorpe called the Public Hearing to order.
No representative from Century Group I, LLC. was in attendance at the scheduled
Public Hearing to speak on behalf of the Aquifer Protection Permit application. The Board
decided to recess the Public Hearing until January 17, 2001 to be held at 5:00 p.m.
The Town Clerk did not read aloud the published, posted and filed legal notice.
Councilman Pilat.o made a motion, seconded by Councilman O'Donnell, to recess
the Public Hearing and reconvene to the Regular Meeting. All voting aye, the motion was
carried.
The Public Hearing was recessed at 7:26 p.m.

Supervisor Thorpe called the Organizational Meeting to order following a Public
Hearing for a Zone Change.
RESOLUTION #01 DECLARE NEGATIVE IMPACT FOR ZONE CHANGE

WHEREAS, a Zone Change request was submitted by Daniel F. McNeil for property
located north of Crestwood Court, tax map #86.09-01-38.000, and
WHEREAS, the Town Board as Lead Agent, duly reviewed and completed the Short
Environmental Assessment Form, therefore
BE IT RESOLVED, the Town Board, as Lead Agent, does hereby declare the proposed
Zone Change request, shall have no significant environmental impact.

WHEREAS, a resolution was duly adopted by the Town Board of the Town of
Coi-ttandville for a Public Hearing to be held by said Board to hear all interested parties on
a proposed Local Law amending the Zoning Ordinance of the Town of Cortlandville to

reclassify tax parcel #86.09-01-38.000 from its present Residential classification to a
Business classification, and
WHEREAS, notice of said public hearing g was duty published in the Cortland Standard,
the official newspaper of the said Town, and posted at Town Hall. 3577 Terrace Road,
Cortland, New York, as required by law and

WHEREAS, said public hearing was duly held and all parties in attendance were permitted
an opportunity to speak on behalf of or in opposition to said proposed Local Law, or any
part thereof, and
WHEREAS, pursuant. to Part. 617 of the implementing regulations pertaining to Article 8
(State Environmental Quality Review Act) of the Environmental Conservation Law it has
been determined by the said Town Board that adoption of said proposed Local Law
would not have a significant effect upon the environment and could be processed by their
applicable governmental agencies without further regard to SEQRA, and
WHEREAS, the Town Board of the Town of Cortlandville, after due deliberation, finds it
in the best interest of the Town to adopt said Local Law,
NOW, THEREFORE, the Town. Board of the Town Cortlandville hereby adopts said
Local Law as Local Law No.l — 2001, a copy of which is attached hereto and made a part
hereof, and the Town Clerk be and she hereby is directed to enter said Local Law in the
minutes of this meeting and in the Local Lavv Book of the Town of Cortlandville, and to
give due notice of the adoption of said Local Law to the Secretary of State.

Attorney Folmer apprised the Board he has reviewed the contracts for the town for
2001. He found all to be consistent with previous years.

BE IT RESOLVED, the Cortland Standard is hereby designated as the official newspaper
for the Town of Cortlandville for the year 2001.
Councilman Rocco and Town Clerk, Karen Snyder opened a discussion regarding
increasing the hourly rate for the town's election inspectors. Cortlandville's inspectors are
among the lowest paid in the county. The inspectors work hard and had difficulty last
election getti nlg additional inspectors to work.
Mrs. Snyder apprised the Board there is money in the budget available for the
increase.

RESOLUTION #15 AUTHORIZE EXTENSION OF TIME FOR THE 2000
ANNUAL REPORT OF THE SUPERVISOR

BE IT RESOLVED, the Town Board does hereby authorize the Town Clerk to accept the
Supervisor's Annual Financial Report to the State Comptroller 60 days after the close of
the fiscal year of 2000, and

within ten (10) days after receipt thereof, stating that. a copy of such reportis on file in the
Town Clerk's Office and available for public inspection and copying, in accordance with

Attorney Folmer reminded the Board of the two scheduled public hearings for
Crestwood Court and Page Green Road Sewer Projects to be held on January 176' Town
Board meeting.
PTM:
Attorney Folmer has received correspondence from Wes Sandman concerning their
meeting. Attorney Folmer suggested meeting with Mr. Sandman next week.
A discussion was held concerning the Public Hearing for Century Group I, LLC.
Attorney Folmer recommended opening and recessing the Public Hearing as no one
representing Century Group I, LLC. are in attendance.
Councilman O'Donnell made a motion, seconded by Councilman Testa, to recess
the regular meeting to open a Public Hearing for Century Group I, LLC. All voting aye,
the motion was carried.
The Town Board meeting was recessed at 7:25 p.m.

the regular meeting. All voting aye, the motion was carried.
