TOWN OF DRYDEN
PLANNING BOARD
OCTOBER 11, 1990

The October 11, 1990 meeting was called to order by Chairwoman
Barbara Caldwell.
The August and September minutes were approved after
amendments and corrections were made.
Mitchell Lavine provided the Board with STORMWATER
MANAGEMENT PLANNING NOTES which were taken from a thesis by
Ernie Bayles of Cornell.
Mr. Lavine suggested the Board study the portion of the
report supplied and Mr. Lavine's notes that he put together on
page 1 for future discussion and thought concerning this
subject.
Mr. Lavine noted that some of the Stormwater problems the
Board was trying to address. The new State proposal suggestion
for STORMWATER MANAGEMENT GUIDELINES from the DEC deal with all
of these categories as well (water pollution, flooding, erosion,
and stream channel preservation).
By including Storm Water Guidelines in our existing
ordinances we may be able to deal with the issues in a better
manner and able to give decisive direction to our Town Engineer
when reviewing a proposal.

procedures in
our Ordinances
in order
to deal with an

developer might
wish to
bring before the
Board.
General discussion ensued pertaining to stormwater planing,
flood - plains, detention structures and development in the Town
of Dryden in relationship to past problems and how the Board has
tried to solve the issues.
Mr. Lavine would like to see a STORMWATER PACKAGE either as
a whole or part of another package put together. It was
suggested that the Planning Board and the Town Board meet with
Ernie Bayles in the future for discussion and planning.

Barbara Caldwell submitted a publication called " THE
SUMMARY OF ISSUE TOPICS FROM REGIONAL LANDUSE ROUNDTABLE
MEETINGS ", and stated that apparently the State of New York
Legislative Commission on rural resources have been holding some
roundtables in different places around the State. They would
like some additional input about frustrating issues we may have
encountered, that they could address as they try to modify Town
and Municipal laws regarding Land Use Regulations,
The New York Planning Federation meeting held in Lake Placid
was noted.
There was discussion on the new regulations being
implemented by the State pertaining to septic system
installation.
