H. 1t2 Robinson, Supervisor Sovocool, Councilman VanBenschoten, Councilman Cummings, Councilman Graham, Councilman gerald, Attorney Also present: Leland Cornelius, Robin Remick - Director of SPCA, Verl Rankin Moved by Mr. VanBenschoten, seconded by Mr. Sovocool, to approve minutes of August 12th meeting as mailed. Ayes - Sovocool, VanBenschoten, Cummings, Robinson. Claim Dios. 219 to 240 of the Highway Fund in the amount of $35,655.53; Claim Nos. 311 to 341 of the General Fund in the amount of $2, 996.12 including bill from All American Tent Rental in the amount of $518.00 with monies to be transferred from B1990.4 to B7110.2; and Claim Nos. 5 to 6 of the Federal revenue Sharing Fund in the amount of .$4,805.00 were presented for audit. Moved by Air. Cummings, seconded by Mr. Sovocool, that the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings, Robinson. Board members and Highway Superintendent discussed 19851986 unit cost per mile reimbursement by the County for snow removal and what they propose for a flat rate per mile snow removal contract for 1987. Consensus was that this is not a fair price - -two alternatives would be to go on with hourly rate or let the County do their own roads. No action taken until further information is available. Robin Remick, Director of the SPCA, explained proposed 1987 dog contract. Contract is basically the same as current contract accept it has a talk -to- ormer as a first response to the request for service. This initial contact will be made with the violator to resolve the dispute before an appearance ticket is issued. The 1987 contact for $5696.00 is a four per cent increase over last year for the same services. Supervisor Robinson received a call from Dr. Kline's son -in -law regarding "No Parking" sign in front of Dr. Klines office in McLean that had been there for years. Someone hit it and knocked it down. The County would not put it up without authorization from the Town of Groton. Dr. Kline doesn't want apartment people parking in front of his home. RESOLUTION? N0. 5 - AUTHORIZATION TO REPLACE NO PARKING SIGN Moved by Mr. VanBenschoten, seconded by Mr. Sovocool Ayes - Sovocool, VanBenschoten, Cummings, Robinson (Graham - Absent) RESOLVED, that the Tovm Board of the Town of Groton does hereby authorize replacement of 'W o Parking" sign in front of Dr. Kline's residence in the Hamlet of McLean, Discussed briefly no parking in the Square at McLean. Originally, this was done for Fire Department trucks to exit and enter Fire Station. Since Mr. Graham was absent, the board will discuss further at the next meeting. RESOLUTION N0. 26 - AUTHORIZE SUPERVISOR TO SIGN ATC FRANCHISE BOND TERMINATION Moved by Air. Sovocool, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Robinson (Absent - Graham) RESOLVED, that Supervisor Robinson is hereby authorized to sign request for termination of American Television and Communications Franchise Bond which is no longer required per current Franchise Agreement. Correspondence consisted of: 1) Copy of letter from Zoning Officer to Attorney Fitzgerald regarding MVE Homes being in violation of Zoning Ordinance by not obtaining building permits; 2) Letter from McFarland - Johnson regarding delay in preparation of building alterations and /or additions. 24 Cortland Overhead. Highway negotiations were set for Monday, September 22, 1986, at 3:30 P *14 Moved by Mr. VanBenschoten, -seconded by Mr. Cummings, to authorize Leland Cornelius to attend the 57th Annual Conference of Highway Superintendents at Swan Lake on Sept. 23rd to 26th. Ayes - Sovocool, VanBenschoten, Cummings, Robinson. Supervisor Robinson will notify board members of budget work session dates. • Leland Cornelius reported that permit for 10,000 gallon fuel tank is due December 31. The $250.00 permit is good for five years. The fuel tank has to be monitored on a daily basis. Supervisor Robinson received letter from Department of State returning our financial aid application for code enforcement activities as incomplete. Will have to check with Town Attorney to see what additional information is required. Mr. Verl Rankin was present to ask the Town Board to consider budgeting some compensation for time and /or mileage for George Totman as Chairman of the Planning Board, Supervisor Robinson spoke with Gary Evans of the Tompkins County Planning Department about assisting us in combining all of our zoning ordinances into one Land Use and Development Code, Mr. Evans will assist us in doing this as soon as we mail him all current ordinances. Highway employees asked for 500 per hour increase to one per month.
