SPECIAL TOWN BOARD MEETING
9:01 A.M.
The Special Meeting of the Town Board of the Town of Cortlandville was held at the
Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, with
Supervisor Tupper presiding.
Members present: Supervisor, Richard Tupper
Councilman, Theodore Testa
Councilman, John Proud
Councilman, Gregory Leach
Deputy Town Clerk, Chavonne LaPlant
Absent: Councilman, Ronal L. Rocco
Town Clerk, Karen Q. Snyder, RMC
Others present were: Town Highway Sup't. Carl Bush; and News Reporter, Tom
Wanamaker from the Cortland Standard.
Supervisor Tupper called the special meeting to order, which was scheduled for the purpose
of submitting the 2010 Tentative Budget to the Town Board.
Supervisor Tupper explained that the 2010 tentative tax rate increased 3% from the 2009
rate, which would result in an increase of $0.11 per $100,000 of assessed property value.
Contributing factors to the increase included the following: the Town's sales tax revenue was
approximately $200,000 less than what was projected for 2009, so far this year adding the 4th
quarter has not been submitted to the Town; there was a projected increase of 12% for the cost of
health insurance for the Town. Supervisor Tupper mentioned that the cost of New York State
Retirement would remain at 9.10%.
Councilman Testa suggested the Board revisit the idea of allowing installment payments
for the Town and County tax bill. The Board would discuss the issue with the County
Legislature once again, as it is a decision that must be made by the County.
Members of the Board would meet with Department Heads prior to submission of the
Preliminary Budget, to discuss further budget cuts. No date was set for a workshop at this time.
RESOLUTION #148 ACKNOWLEDGE RECEIVING 2010 TENTATIVE BUDGET
Motion by Councilman Testa
Seconded by Councilman Proud
VOTES: ALL AYE ADOPTED
BE IT RESOLVED, the Town Clerk received the 2010 Tentative Budget on October 5, 2009,
and has presented it to Town Board members, in accordance with Town Law.
No further comments or discussion were heard.
Councilman Leach made a motion, seconded by Councilman Testa, to adjourn the
Special Meeting. All voting aye, the motion was carried.
The meeting was adjourned at 9:10 a.m.
