Schl'e'cht ,.stated that there had been no formal drainage studies thus far, however he felt that the information available thus far relating, to general soil types and their characteristics:;.and'.geneX7a'l gradient markings expanded from SCS maps, we,�e °relatively fw accurate. Mr. Lavine asked if there was any 'i. fat on'..a a�'labl`e regarding wells in the area . Mr. Schlecht haa.nbu;. N4, Driscoll said his well was 150 with 2.3gpm and Mr'. Rich`ar$`;. -: Dunn (373 Hunt Hill) stated that his_ well was 150'r `Huth <i`•5gpm.'_ ;. There was discussion on possible ways of handling runoff to management and drainage specifications around houses, possibly in the deed restrictions. Mr. Schlecht discussed the soils and slopes., Site is fairly wet with tight soils. Presumably will need fill systems for septic systems but have had no Health : Department investigation as yet. Houses will probably be somewhat built up, minimizing possible basement problems. I..,reviewing the EAF the-following-points were questioned and ,adjusted: p.2 #4 which had been left'b.lank (referring to depth to rock) -no tests have been made. Word. "unknown" inserted:.' p.3 #8 water .table 2 -3' seasonal. Actual unknown - there are lenses ofrsurface water apparently. P3 #11 endangered species - questioned source (TCDP "Environmental Inv. ") as being somewhat limited "but felt that no specific technical field .studies were needed in this instance. #17; (public utilities) - questioned interpretation,' - referred to 'roads, electricity, phone. Additional power_ poles may be needed but impact is minor: D.lf: (off- street parking.) discussed, adequate.'P.4 (solid waste) changed name-of landfill froin",Landstroms . to Tompkins County Landfill, Page 5,C- 3.(Estimated maximum number of units under zoning) Questioned the 103 units e:stimated.by Mr. Schlecht, reduced it to 75 units multifamily. Again discussed storm water runoff with possible addition to deed restrictions to the effect that runoff from each lot cannot be channelled, or be :allowed to channel onto another lot. Since Planning Board members and members of the public had not had an opportunity to study the proposed deed restrictions, Moved, 2nd, Carried to recess the Public.Hearing until Dec. 15, 1988 at 8:00 P.M. Mr. Schlecht stated that the Blocks would have no objection to the Planning Board members walking the property. • 20 .Don Gilbert, Town Highway Supt. stated that he plans to change road specifications at the beginning of the year. There was a discussion of the sequence of road building, Planning Board approvals, road construction checking, damage during construction, lengths of roads, types of turnarounds, etc. The Planning Board asked to be kept informed as to what ways they could help. The Planning Board will try to get some additional information for Mr. Gilbert. 3. Mr. Friedman asked about status of Mark Stevens project. B. Caldwell reported that she has received the requested letter from Mr. Herrick regarding drainage. The road, however, is still in question. Atty. Perkins will keep us informed regarding the road. Mr. Lavine noted .that Mr. Stevens was apparently trying'to market some of the additional land_.up in the area which may change some of the future'plans for the area. 4. Mr. Friedman brought up the workshops on planning to be held in Cortland in late November and early December. Members were encouraged to attend as many as possible of the sessions.
