HomeMy WebLinkAbout1988-09-29I �C� UA0A& Planning Board - Town of Dryden 9 /29/88 Caldwell, Friedman, Chase, Rotunda 1Public Hearing - application'of Stephen White /Charles Dollaway for a 13 lot subdivision at Wood and.Etna•Rd. Engineer D. Herric appeared for developers. Lots are minimum of 1 ac. Health Dept rept. reviewed. Engineer's rept. received. The proposed name of Spruce Lane is now Spruce Ridge Lane since we had some concern over possible duplication of name causing confusion. The Enat fire dept, finds no problem with the proposed roadway. We had some concerns over certain drainage issues specifically Lots 7,8,9. The 18" culvert at the SW corner has had about 72Ac of the watershed area going through it. This has often been closed off because of apparent problems further downstream. The developer suggests that this culvert be blocked to divert the water to larger culverts in other areas. Ken Tillapaugh asked for clarification of the drainage plan which was given. The hearing was closed.(-The EAF was reviewed and appeared satisfactory. Moved, 2nd Carried that a Negative Declaration be issued. Moved, 2nd, Carried to grant preliminary- 'approval.subject to Health,.Dept, approval, a satisfactory drainage plan, road completion and acceptance, and Highway Dept. approval in writing of an acceptable solution to the issue of the 18" culvert. 2. Minutes of 8/18/88 approved as submitted(M,2nd, Carried) 3. Sketch conference for Mark Stevens. New proposal - Mr. Herrick representing Mr. Stevens. ..EAF submitted with maps. Drainage had been a major concern with this property. A perimeter ditch will be installed behind the homes which will alleviate the problems. A question had been raised in the previous proposal regarding a possible designated stream which will not be part of this proposal. The matter is before the.Health Dept. now so no report is ready yet. Lot #1 well has 35gpm and there appears to be no prcblem in supply. Road length will be enough for current proposal with additional length proposed for later building with possibility of public water. Areas of concern raised with Mr. Herrick are water availability, drainage with both its impact on the immediate neighborhood and possibly on a classified stream, the need for a report from Mr. Anderson, and road information', Public Hearing set for 10/20/88. 8:00PM. 4. Sketch conference for Mr. Heath for lot line change on Cricket Lane subdivision: Wishes to adjust his lot line to make his lot approx. 5 ac. The issue was raised as to whether the remaining lot would then become a sub - standard lot. Mr. Heath will arrange to buy both parcels (Mr. Smith, the owner is his.father -in -law) The Planning Board felt this was reasonable but felt that a hearing would be required as it is.a modification of an existing subdivision. Mr. Heath will contact us about a hearing date after seeing Mr. Anderson and will prepare an EAF. 5. Lott /Lim (Howser Meadows). Members discussed the proposed deed restrictions and access to the common land by easements (not rights of way). Bylaws of Concord MA homeowner's group will be used as model and will be given to.Mr. Schlecht for preparation. Material from Atty. Patte has been furnished to Town Atty, and we have had no comment. Homeowners group would have right to sell the common area to the Town or some other conservation group such as the Audobon Soc'y. Heath Dept, final approval pending. M,2nd,C to grant final approval contingent upon Health Dept. approval and incorporation of the deed restrictions and homeowners association bylaws in completed form.similar to the ones presented, sketch of some possibilities for the next phase.
