Robinson, Supervisor Sovocool, Councilman VanBenschoten, Councilman Cummings, Councilman gerald, Attorney for Town Graham, Councilman Also present; Gary Wood, Zoning Officer ASoved by Mr. Sovocool, seconded by Mr. VanBenschoten, to approve the minutes of May 13th as mailed. Ayes - Sovocool, VanBenschoten, Cummings, Robinson. Claim Nos. 138 to 161 of the Highway Fund in the amount of $27,828.58 and ® Claim Nos. 190 to 215 of the General Fund in the amount of $11,440.88.were presented for audit. Moved by Mr. Sovocool, seconded by Mr. Cummings, that the bills be approved for payment. Ayes - Sovocool, VanBenschoten, Cummings, Robinson. U Monthly reports from the Town Clerk and Town Justice Heffron were reviewed. Also, year -to -date report of the Zoning Officer was reviewed. Correspondence consisted of: 1) Info from Social Security Agency on new Semi - Monthly Reporting Forms and those hired after. April 1 will have to contribute to Medicare as will the Town; 2 Summer Youth Program will pick four people, 1 coordinator and 3 students; 3 Mortgage Tax received was $7,433.15 4) Feasibility Study Proposal for Town Hall from McFarland - Johnson Ehgineers. Michael and Audry Murphy inquired if it would be permissible to place a 28 x 40 doublewide instead of a 14 x 70 mobile home on the Silcox lot which was granted a variance of the lot size requirements by the Town Board on May 13, 1986 (See Resolution No. 16). This request was reviewed by the Town Board and they found no problem with a 28 x 40 doublewide in conformity with the variance. Board members, Town Attorney and Zoning Officer reviewed job specifications for Code /Fire Enforcement Officer as submitted by the Tompkins County Personnel Department. It was felt that the following should be added to the.specificatinse "Initiate civil and /or criminal complaints for continued non - compliance with the Uniform Fire Protection and Building Code." Mr. Wood's comments were that the Counties Qualifications are not necessarily pertinent -- it's more necessary to have State certification. Discussed having a Self -Help Support System Workshop for Local Goverment Officials to be coordinated by the Tompkins County Municipal Officials Association. 'T'he consensus of the Board was that this workshop would be very beneficial in view of the-fact that the Town of Groton will be needing Industrial areas in the Township-that-require water and sewer districts. RESOLUTION NO. 17 - APPOTNTMENT OFfLECTION INSPECTORS FOR 1986 -1987 Moved. by Mr. VanBenschoten, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Robinson RESOLVED, that the following Election Inspectors be appointed: REPUBLICANS DEMOCRATS District #1 Charlotte Rankin Patricia Senecal Loretta Sherman Mary Adams District #2 District #3 Merle Tichenor Grace Ann French Myra Hathaway Ruth Bell Donna Wilson Victoria Stevenson Barbara Greene Rita Walpole Helen Collier Betty L. Rumgay Norma Neville Rose Hammond District #4 Betty Brown Helen Graham Georgie Tillotson Mary Parker 12 Discussed McFarland- Johnson Engineer, Inc. proposal to provide engineering services for a feasibility study of the Groton Town Hall to determine Towns' needs for additional space for 1) Court Room, Town Justice Office, Conference Room off Court Room, Town Board Meeting Room (Possibly combine with Courtroom), Supervisor's Office, Town Clerk's Office; 2) Handicapped Accessibility; 3) Possible Future Consolidtation of Town and Village Facilities; 4) Possible Use of One Bay of Adjacent Garage. The scope of services to be provided under this proposal are: 1) Interview Town personnel to determine specific needs and desires; 2) Based upon informa- tion obtained during these processes, prepare preliminary floor plan(s); 3) Prepare preliminary construction cost estimates for selected alternative; 4) Meet with Town Officials to discuss the results of the study. McFarland- Johnson proposes to provide the engineering services outlined above for a lump sum fee of $2,000 which is to include all labor, overhead and profit. RESOLUTION N0. 18 - ACCEPT MCFARLAN D- JOHNSON ENGINEERS PROPOSAL FOR FEASIBILITY STUDY OF THE GROTON T014N HALL Moved by Mr. Sovocool, seconded by Mr. VanBenschoten Ayes - Sovocool, VanBenschoten, Cummings, Robinson RESOLVED, that the Town Board of the Town of Groton hereby accepts McFarland - Johnson Engineers, Inc. proposal to provide engineering services for a Feasibility Study of the Groton To`m Hall as outlined in proposal for a lump sum fee of $2000. Mr. VanBenschoten stated that the Highway Department Superintendent would like to replace a dump box on our Ford 9,000 that is too high. RESOLUTION N0. 19 - AUTHORIZE HIGHWAY SUPERIN TEND&NT 7U PURCHASE NEW DUMP BOX Moved by Mr. VanBenschoten, seconded by Mr. Cummings Ayes - Sovocool, VanBenschoten, Cummings, Robinson RESOLVED, that the Highway Superintendent be authorized to purchase a new 17 foot Value steel dump box from Cayuga Leasing Company at a cost of $5000 with an allowance for a 19' dump box of $1,500 or a net cost of $3,500. Leland Cornelius, Highway Superintendent, would also like the boards feelings on purchasing a disc mower for roadside mowing. Since the board was not familiar with this type of mower, Mr. VanBenschoten moved to table until Mr. Cornelius was present. Discussed the need for someone to do paperwork for Zoning Officer to expedite processing of applications and permits. Also need help with paperwork for Planning and Appeals Boards. Supervisor will meet with Zoning Officer and Town Clerk to see what can be done to expedite process.
