HomeMy WebLinkAbout1988-04-21TOWN OF DRYDEN Planning Board Meeting Minutes is April 21, 1988 The meeting was called to order at 8:00 p.m. Present: Kenneth Freidman, Mitchell Lavine, Ronald Roberts, Eugene Rotunda, Barbara Caldwell, presiding Absent: Ron Chase, Henry Slater 1. PUBLIC HEARING - Larry & Claudia King (Subdivision) Larry King, 50 Upper Creek Road, Freeville - I would like to divide two building lots that are each approximately two and one -half acres off of my parcel of approximately 43 acres for the purpose of selling for residential use. The two lots would be located on Etna Road. The lots have already been surveyed. (The survey map was presented to the Board.) The lots we are speaking of is marked lot. 3.and 4, as the ones that I want to subdivide. The TC Health Department has certified both lots for sewer systems. (The Environmental Assessment Form was presented to the Board). In regards to the drainage it was noted that the lots were divided so that the natural drainage passage not be the boundry line between the two .parcels but would be located on one lot. (This was reflected on the current survey map.) The Environmental Assessment Form was reviewed. It was noted that there would be a minimal impact, but no significant environmental factors. There was no public comment. M. Lavine moved to give a negative declaration of the Environmental Assessment Form, G. Rotunda seconded. 5 Yes, 0 No. Carried. B. Caldwell - If there are no further questions, the public hearing was declared closed. Closed Hearing R. Roberts moved to approve the two lots as proposed. M. Lavine seconded. 5 Yes, 0 No. H. King discussed the possibilities of splitting the remaining land into two parcels of approximately 5.75 acres each, one with frontage as a potential building lot, the other to augment an existing lot. The Board saw no significant problems based on the preliminary sketch but would require further documentation through the subdivision process if Mr. and Mrs. King decide to pursue this possibility. 2. PUBLIC HEARING - Jay and Robyn Smith (Subdivision) Jay Smith, 1706 Hanshaw Road - This one -lot subdivision will be the backside of my property that will have 125' road frontage only on a new proposed road off Hanshaw Road near Route 13 (see minutes of 4 -5 months i I i I i 3 Page 2 ago). The proposed one -lot subdivision will be for residential use. This • proposed road will be going back into a commercial area. The Environmental Assessment Form was presented and reviewed, Minor adjusts were made in it. There were no significant environmental factors. There were no public comments or questions. M. Lavine moved to give a negative declaration on the Environmental Assessment Form. R. Roberts seconded. 5 Yes, 0 No. Carried. B. Caldwell - If there are no further questions, the public hearing was declared closed. Closed Hearing K. Freidman moved to approve the one lot as proposed subject to all necessary Tompkins County Health Department approvals and subject to the actual 125' road frontage on an approved and existing town road. 5 Yes, 0 No. Carried, 3. PUBLIC HEARING - Nark Stevens (Subdivision) A public hearing to consider the application of Mark Stevens for a subdivision off Route 366 near Shew Furniture to subdivide property into 11 lots. This is a continuation of that application. Barbara Caldwell - Additional material was received since the last meeting on this proposal including a copy of a letter from the Tompkins County Health Department expressing some limitations: clarifying that a stream which goes through the property is on the Classified List and noting that special attention will be needed with run -off and drainage plans. Several of the residents of the area again expressed substantial concerns over the potential drainage /run -off problems. The Environmental Assessment Form (EAF) was reviewed and several changes were made. Areas on the EAF of special concern, or where more technical information is needed, include amount of slope where steepness is over 15 %, amount of cleared area, time to completion (amount of time some or much of the ground will be disturbed), and run -off information. Mr. Stevens decided that he is making his application on the basis that the project will be served by public water and sewer (which he is investigating). The EAF was adjusted accordingly. He stated that he is aware that if these public services will not be available, that he will have to reapply to the Town of Dryden Planning Board, B. Caldwell - If there are no further questions, the public hearing was declared closed. Closed Hearing After reviewing and discussing the materials presented and the needed information, no determination was made on the EAF or project at this time. The Board instructed Mr. Stevens to obtain an engineer's report which would address, but not be limited to: detailed drainage /run -off plan during and after construction including plans for maintenance, percentage Page 3 of amount of site cleared, topsoil reclamation /replacement, treatment of classified stream, percentage of slope over 15 %, recommendations for minimum impact solutions with 0% increase in run -off as desirable. Mr. Stevens will try to obtain this information as soon as possible so the board can make EAF and project decisions. 4. ALTON REED Mr. Alton Reed of 327 Mt.
