HomeMy WebLinkAbout1988-03-17TOWN OF DRYDEN Planning Board Meeting Minutes Thursday, March 17, 1988 The meeting was called to order at 8:00 p.m. by Barbara Caldwell, Present: Ken Freidman, Mitchell Lavine, Eugene Rotunda, Henry Slater, Barbara Caldwell, presiding Absent: Ron Chase, Ronald Roberts Also Present. PRELIMINARY SUBDIVISION REVIEW - Mark Stevens A public hearing to consider the application of Mark Stevens for a Preliminary Subdivision off Route 366 on or about 1135 Dryden Road, Ithaca, New York near Shew Furniture. This subdivision would create 11 new residential lots. A subdivision map was presented to each Board member, Mark Stevens - reported that he has received the contours on the property •and the Tompkins County Health Department did the deep hole test on the 15th. On lot seven and eight there was a rock problem that was quite shallow. Monday they will take the perk test holes and will be the final thing on his decision on the gallons and the size of.the septic systems. There will be 11 new lots plus the one that I just built on. The New York State Electric and Gas has completed their tests. There will be no problem with utilities as they will have underground gas and electric. There will be a ditch along the upper side of the road which will cut 80% of the water coming down the hill. Any lots towards Route 366 has only a five acre of water shed. The ditches will be seeded. The road will have about a 10% grade and be about 1200 feet long. Don Gilbert, Dryden Highway Superintendent, reported that reviewed and approved the proposed road work and expects no problems. There was considerable amount of public concerns with: run -off, erosion control, ditches and drainage, and the cutting of area trees. The Environmental Assessment Form was presented to the Board and reviewed. M. Lavine expressed a concern regarding the cutting of trees and suggested that an Engineer's report be presented to the Board for review reflecting these concerns. No listed action will be taken regarding the Environmental Assessment Form. •After much discussion regarding the clearing of trees on the property and the inability to reach an agreeable solution, B. Caldwell suggested that the Board recess and reconvene at 8:00 p.m. on April 21, 19880 So moved and carried. 0 i 3 -17 -88 Page 2 A sketch conference was held to consider the application of Larry King, 50 Upper Creek Road, Etna, New York for a subdivision for property on Etna road. A map was presented to the Board. Larry King - This piece of land is part of a survey map done in 1985 of the old Tompkins County Fair Grounds in Etna, of 45 acres. I have sold two lots off of it, one about 1 1/2 acres and the other about 1 1/3 acres. What I would like to know is how involved it would be to get permission to sell two more lots of under ten acres from this parcel. Both of the lots have road frontage on Etna and Hanshaw Roads of less than 5 acres. I would cut it half or would divide them following the existing drainage ditch that runs down through between them. Any remaining land I would be selling off would be over ten acres. I would not be landlocking anything. The Board expressed concern with the division of the lots using the drainage ditch. B. Caldwell reported that the Board would need to review the Environmental Assessment form, survey map of the two proposed lots, and a new decision as to the division of the lots. G. Rotunda moved to give a "public hearing" go ahead. H. Slater seconded. Carried. A public hearing will be conducted on April 21, 1988 at 8:00 pm to review this proposal. 3. SKETCH COHFEREHCE - Jay Smith A Sketch Conference was held to consider the application of Jay Smith of 1706 Hanshaw Road to subdivide a one -lot parcel into two lots. Each lot will have the required 125 feet of road frontage. The lot on the backside of my property will have the road frontage on a new proposed road off Hanshaw Road near Route 13. This proposed new lot will be for residential use. This lot would be in an RC zoned area. The Board expressed concern regarding the lot that would have a long driveway back to a home with road frontage of 60 feet. Mr. Smith expressed that he would like to have two lots from the parcel but would be happy to settle for one. E. Rotunda moved to give a "public hearing" go ahead. M. Lavine seconded. Carried. A public hearing will be conducted on April 21, 1988 at 8 #00 pm to review this proposal. • 4. MINUTES OF PREVIOUS MEETINGS No minutes of previous meetings were approved. I • 5 . ADJ OUPJ MEHT H.
