HomeMy WebLinkAbout1988-02-18U TOWN OF DRYDEN Planning Board Meeting Minutes Thursday, February 18, 1988 The meeting was called to order at 8:01 p.m. Present: Mitchel Lavine, Eugene Rotunda, Henry Slater, Barbara Caldwell, presiding Absent. Rose Marie Bobnick, Ron Chase, Julie Lee Also Present: Cheryl L'Amoreaux 1. PUBLIC HEARING - SNILEY (Subdivision) A public hearing to consider the application made by Mr. Smiley to develop a four -lot subdivision off Route 13. Barbara Caldwell reported that the long Environmental Assessment Form was not issued but the short one was presented. The Board felt there were a few questions could have been addressed on the form but felt that it would not cause problems as all of the land is in the MA zone. M. Lavine reported at this stage there is no application and suggests that the Sight Review Committee be concerned about road cuts going on to Route 13. •There being no further comments, Chairman Caldwell delclared the Public Hearing closed. Closed Hearing G. Rotunda moved for a negative declaration of the Environmental Assessment form based upon findings presented and previous discussions. M. Lavine seconded. Carried. Yes 4; No 0 H. Slater moved to approved the four -lot subdivision as proposed. G. Rotunda seconded. Carried. Yes: 4; No: 0 2. CLOSED HEARING - Glen Sizemore (Subdivision) A Closed Hearing will be held to consider the application of Mr. Sizemore for a subdivision on Beam Hill Road. This subdivision will be four lots totalling about five acres. Closed Heaing G. Rotunda noted that he met with Henry Slater and George Schlect to look at the worse place a driveway could be placed and found that there were no obtructions on entering the main road with the removal of some additonal shrubbery. The run -off problems will be solved with the Sutton subdivision proposal. I I PB: 2 -18 -88 Page 2 M. Lavine moved for a negative declaration of the Environmental Assessment •form based upon findings discussed earlier regarding traffic and run -off. G. Rotunda seconded. Carried. Yes 4; No 04 G. Rotunda moved to approve the application of Glen Sizemore with the stipulation that a deed restriction be placed on the property next to the driveway that will go onto the'main road requiring the property owner to keep the brush trimmed; drainage problems will solved with the Sutton subdivison as per the Engineers report dated August 19, 1987, and that the TC Health Department approve the septic system. PUBLIC HEARING - Doug Sutton (Subdivision) A Public hearing to consider the application of Doug Sutton for a 24 lot subdivision on Ellis Hollow Road, Dave Harog, engineer, reported the ditches proposed in the subdivision will handle any normal water run -off problems. An easement on lot six will be made that will restrict any type of fill to be used to fill -in a section of the ditch in order to avoid any future problems with water run- off or water accumulation. The proposed ditches will also solve water run -off problems from the Sizemore proposal as well. The public expressed concern over the maintenance of these ditches and potential Hearing run -off problems for other area subdivisions. •After much public discussion and concern over potential run -off problems it was determined that Mr. Sutton's proposal would solve most of the concerns voiced by the public. Doug Sutton reported that a change will be made with the turnaround point to make provision for the ease of turning a snow plow around. There being no further comments Barbara Caldwell declared the Public Hearing for Mr. Sutton be closed. Closed Hearin' B. Caldwell reported that the Environmental Assessment Form was previously approved. Henry Slater moved that the Doug Sutton proposal for a subdivision,be approved with the following conditions or notations: 1. All Swalls or drainage problems to be constructed as proposed. 26 Easement to the Town of Dryden to enforce and maintain drainage structure. 3. All wells are to have well casings. 4. All septic tanks will be pumped. 50 Road completed or bond. 6. Deed restriction on lot 6 to maintain drainage basin. 70 Deed restriction on lots regarding tree cutting. G. Rotunda seconded. Carried. Yes 4, No 0. a I I i N PB: 2 -18 -88 Page 3 4. PRELIMINARY REVIEW - Dark Stevens (Subdivision) • A Preliminary Review to consider the application of Mark Stevens for a subdivision off Route 366. Mr. Stevens reported that this proposed subdivision will have 8 - 11 lots as determined by the TC Health Department and there will be road built recommendations that the following approximately 1500' long which will be deeded over to the Town upon pm. approval. These proposed lots will be off of the proposed road and be from 1 -5 acres in size. The road will have, in one small section a 10% grade, around a corner. The Board expressed concern over the road being too long and too steep. They went on to request that in order to set a public hearing or make recommendations that the following would need to be presented: 1. A contour map presented. 2. A scaled engineer's map reflecting proposed 39 A completed Environmental Assessment form. 4. A drainage plan. 5. Test holes be done, lot sizes and driveways. Mark Stevens expressed that he felt the above to be no problems and that he could have them completed for a public hearing. It was the general consensus of the Board that a Public Hearing for Mark Stevens would be held on March 17, 1988 at 8:00 p.m. • 5.
