The meeting was called to order at 8:05 pm.
Present: Berry, Rose Marie Bobnick, Mitchell Lavine, Julie Lee,
Henry Slater, Eugene Rotunda, Barbara Caldwell, presiding
Absent:
Ronald Chase
B. Caldwell reported that there were three items on the agenda for the
evening:
1. PRELIMINARY HEARING OF DOUG SUTTON'S PROPOSAL FOR APPROVAL OF A
SUBDIVISION BETVEEN HUNT HILL AND HURD ROAD
A continuation of the hearing for Doug Sutton's proposal for a subdivision
between Hunt Hill Road and Hurd Road,
Mr. Sutton reported that the deep holes have been dug to study the soil
conditions. The holes were 8 1/2 to ? Feet deep and in only one *ease did
we find any water in the hole. We found some along the creek and along
the road near the main stream. We have moved the road down so it has
flatter access, we have increased/ decreased the number of lots along the
road making the total number of lots 24. The perk tests results are not
in. One concern is the wash from the road. We have modified our
deed restrictions by decreasing the number of driveways going on to Hunt
Hill.
There is quite a bit of run -off, not only from my side of the road, but
from the northern portion of Hunt Hill Road too. There is a possibility
of putting in a culvert on Hunt Hill Road to pick up a portion of'the
northern run -off to help run it to Cascadilla Creek. This would help
alleviate the run -off to the corner of Hunt Hill and Ellis Hollow Roads.
We are also looking at detailed drainage plans that might route run -offs
from Hunt Hill over to Cascadilla Creek. In reality I am proposing to
reduce the run -off and am going for a negative figure. We are accepting
all of the run -off that is coming off the hill and diverting it. If the
layout is acceptable we will go ahead with a final drainage plan.
H. Slater reported that he talked to the Town Attorney regarding a
pedestrian easement. The town recognizes the need of an easement
involving a walkway but would the town consume the liability and
maintenance of such? The town could do it on the following conditions: A
sidewalk district would have to be adopted and that district would be a
user district; it would only be relative to levy taxes against the
properties that used it, fronted it and served to gain benefit from its
existence. At this time the town attorney has no idea what that levy
might be, but without a sidewalk district the Town can not get involved.
The Environmental Assessment Form <EAF> was presented and a change was
made in association with the water run -off. The only concern left is

whether or not the the surface drainage resulting from the proposal will
be a significant impact.
• H. Slater moved for conditional approval of the D. E. Sutton Subdivision
for 24 lots as submitted on January 14, 1988 conditions being such:
1. A Run -off and Drainage Handling Engineer Plan be submitted providing
a zero increase in run -off for the entire site and that this also satisfy
the conditions of the negative declaration on the Environmental Assessment
Form,
2. We have have the traditional TC Health Department approval of
private septic plans for the entire 24 sites.
3. That the proposed deed restrictions be submitted and incorporated in
the plan.
4. That no building permits be issued on internal roads to be developed
until such time as the roads are either accepted by the Town of
Dryden Highway Department or the traditional methods of bonding I
obtained guaranteeing completion of the roads that have been
recorded with the Town.
5. A letter of intent is received from Mr. Gilbert as to what the Town
of Dryden will do with the current water problems involving both
Hurd Road and Mr. Sutton's properties.
6. There is an intent that an Easement or a path be further explored
and established if reasonable.

2. PUBLIC HEARING - Sizemore (Subdivision)
A Public Hearing was held to consider the application of Mr. Sizemore for
a approval for a subdivision and respresenting Mr. Sizemore is Mr.
Schleck,
Mr. Schlect reported that this subdivision will be a four -lot subdivision
on Hunt Hill Road. Presented to the Board was the final site plan. The
total subdivision will comprise of about five acres. Other concerns were
addressed such as driveways. This four -acre site will only have a 1%
impact on downstream drainage.
The Environmental Assessment Form (EAF) was reviewed by the Board. The
primary concern of the Board was the run -off that will be created by the
subdivision and the solution to any run -off.
3. PUBLIC HEARING - Smiley (subdivision)
A public hearing to consider the proposal made by Mr. Smiley for a four lot
subdivision on Route 13 for an industrial park. This subdivsion will be

18, 1988 at 8:00 p.m.
