Rose Marie Bobnick, Ron Chase, Julie Lee, Henry Slater, Barbara Caldwell, presiding Absent. Mitchell Lavine, Eugene Rotunda Also Present: Cheryl L'Amoreaux 1. PRELIXIHARY REVIEW - Dwight Harris (Commercial Subdivision) Mr. Harris submitted a proposal in Novmeber to develop a subdivision for a storage mall off Route 13 and Hanshaw Roads. At the meeting on December 10, 1987 we left it as a question to be resolved by this meeting on the entrance of the proposed road to Hanshaw and its proximity to Route 13. Henry Slater has checked with the county highway department and a letter was received from James Kasta, Professional Engineer and Senior Civil Engineer for the county Department of Public Works regarding Hanshaw Road, County Road 109 between NYS Route 13 and Lower Creek Road proposed town road intersection. Its file number is CR -109. This letter stated that he reviewed the referenced roadway segment and found conditions acceptable for upgrading existing curb cut to town standards. No problems are anticipated on Hanshaw Road as a result of the 17 -acre development. The increased traffic volume should not pose a problem. If development in this area continues there may be a need in the future to review upgrading Hanshaw Road and /or installing a traffic signal at the NYS Route 13 and Hanshaw Road intersection. The contractor performing the upgrade should be made aware of the need to submit plans to my office in order to obtain the necessary permits to work in the right of way of Hanshaw Road. A copy of this letter will be given to Mr. Harris. B. Caldwell - Are there any additional questions for the public hearing portion? If not, I declare the public hearing closed. Closed Hearing B. Caldwell reviewed the environmental issues and according to SEQUR this it would be an unlisted action. A sight plan has to be done to determine if we are lead agency. R. Chase moved that we consider this an unlisted action and make it a negative declaration. J. Lee seconded. Carried. R. Chase moved that since the road has been approved by Don Gilbert, Dryden Highway Supervisor, the buffer zone has been adhered to, agreed to buffer that portion of parcel C which would be adjacent to the RC zone, and willing to accept the buffering on the northside of the road adjacent to the RC as it applies to the MA zone regulations. Slater moved if the developer so wishes they may by whatever instrument be satisfactory by the Town attorney in whatever amount go ahead on the road situation and go ahead and do that Wilcox project, provided that whatever arrangement is made with the Town Attorney there is a June 30 cut off date. R. Bobnick seconded. Carried. 2. PRELIMINARY REVIEW - Doug Sutton (Subdivision) B. Caldwell reported that Doug Sutton called reporting that he is making modifications in light of the comments and suggestions from the public hearing held December 10, 1987. He is making modifications which would essentially bring his interior road in apparently below the tree line farther down the hill. As he is unable to attend the scheduled meeting in January, he would like to request that the regular meeting held in January be changed to the 14th by that time he would have the deep holes and know a lot more about the actual conditions along with fresh drawings for review. Mr. Sutton talked to Mr. Horn about a possible right of way for the children to walk coming down the hill. 3. HE %T MEETING It was the general consensus of the held on Thursday, January 14, 1988. 4.
