PRESENT: Ronald Chase, Mitchell Lavine, Henry Slater, Julie Lee, Barbara Caldwell, presiding ABSENT: Rose Marie Bobnick, Eugene Rotunda 1. PUBLIC HEARING - Bob Beech (Subdivision) A Public Hearing to consider the application from Robert Keech for a one - lot subdivision change off Route 38 on or about 130 Beam Hill Road in the Town of Dryden. Mr. Keech originally talked about this parcel being two lots but has decided on one. This change would modify a line on the previously approved subdivision. A hearing needs to be held because it was part of another parcel which had been divided. Mr. Keech reported that new drawings were made and perk tests were performed on the property by the TC Health Department which gave their approval. Both lots total about 8.6 acres. The primary reason that I am not going for a subdivision is that County's rules and Town's rules vary, but I would have to go through an Engineer to divide that into two lots. • No public comments were expressed. The Environmental Assessment Form was presented to the Board. M. Lavine moved to give a negative declaration regarding the Environmental Assessment form with the following specifics: a single house, an 8.6 acre lot, no real slope problems, no underground water problems, well drained soils, nothing showing up on the project information (Part one Part Two of the EAF). R. Chase seconded. Carried. Regarding the proposal itself, there being no further comments Chairman Caldwell declared the hearing closed. Closed Hearing or M. M. Lavine seconded. Carried. 3. PUBLIC HEARING - Doug Sutton (Subdivision) A public hearing to consider the application by Doug Sutton to go from the revised sketch at this time. A proposed sketch map was presented to the Board for review reflecting the 28 building lot division of 46.7 acres. Access to this subdivision would be from Ellis Hollow Road. Chairman Caldwell noted that this will remain a public hearing although the Board considers it a sketch review. Another public hearing will need • to be held at a later date. The Board expressed concern about the placement of the road near lot 11 and 13 because of the intermittent stream; a curb cut onto Ellis Hollow Road, if we are going to have the curb cut that it is a longer road than needed perhaps curb cut should be on Hurd Hill Road from lot 9 and 11, drainage within the sub - division, TC Health Department approval of the septic system and well layout plans. Public comments and concerns were expressed by several.concerned citizens. They were concerned with type of soil, well contamination, run -off, drainage, steam flow, environment, water supply, water table and neighborhood character. The Board expressed the need to review an Environmental Assessment Form, Chairman Caldwell declared the Public Hearing for Mr. Sutton be closed and that a continuation of the Public Hearing be held at a meeting to be held on Thursday, December 10, 1987 at 8:00 p.m. to review the requested materials. 4. PRELI%INARY DISCUSSION - Harris (Commercial Subdivision) A Preliminary Discussion was held regarding the proposal by Dwight Harris to develop a commercial subdivision for a storage mall off Route 13 and Hanshaw Road. Including in this proposal is a new road which will be • deeded over to the Town upon completion. We have been renting the Ithaca Storage Mall and using approximately four acres. When this was originally purchased a right of way twenty feet in width gave us access. Your requirements require a road, which we N PB: 11 -19 -87 Page 3 propose to develop, 50 feet in width as noted in a letter from the Highway • Department to the owner. Other Town specifications for a road would be met. The road would continue to a one -acre plot which has been contracted for construction. Eventually we would extend this road through the acreage to the remaining nine acres. Our immediate concern is getting a building permit for this one -acre parcel so construction can start by Gene Wilcox for a metal commercial building for storage and wholesaling plumbing supplies. L The Board expressed concern regarding traffic entering and exiting on Route 13 as well as the placement; it was noted that a standard road is 60 feet wide not the proposed 50 feet; buffer zones being met; drainage and runoff. It was the general consensus of the Board that the aforementioned items would need to be looked at more closely and a new application be prepared and presented to the Board for a Public Hearing to be held on December 10, 1987 at 8:00 p.m. 5. PRELIMINARY DISCUSSION - Glen Sizemore (Subdivision) A Preliminary Discussion was held regarding the proposal made by Glen Sizemore of 103 Hunt Hill Road, Dryden to develop a four -lot subdivision off Hunt Hill Road. Preliminary sketch information was presented at the last meeting but no one was available to explain it further. Mr. Sizemore reported that he has a 20 -acre parcel. My intention is to create four buildable lots along Hunt Hill Road and retain 16 acres, The short form of Environmental Assessment form was presented to the Board for review. The Board expressed concern about the site plan drawings and suggested that a new one (or topographical map) be prepared and lots numbered; the long Environmental Assessment Form be prepared, approval the TC Health Department for the one -acre lot sizes; a copy of the deed restrictions be presented; and the plans for drainage control. It was general consensus of the Board that the aforementioned items need to be addressed, prepared or presented in order to hold a Public Hearing on December 10, 1987 at 8:00 p.m. The next meeting of the Town of Dryden Planning Board will be held on Thursday, December 10, 1988 at 8:00 p. m. 7.
