HomeMy WebLinkAbout1987-07-16• • TOWN OF DRYDEN Planning Board Meeting Minutes Thursday, July 16, 1987 I The meeting was called to order at 8:05 p.m. by Barbara Caldwell, PRESENT: Rose Marie Bobnick, Ronald Chase, Mitchell Lavine, Julie Lee, Henry Slater, Barbara Caldwell, presiding ABSENT: Eugene Rotunda 1. PUBLIC HEARING - Rankin/Peterson (Subdivision on Beam Hill Rd) A public hearing to consider Mr. and Mrs. Peterson for a Town of Dryden. The lots ar Petersons. I I the applications from Mr. and Mrs. Rankin and'i two -lot subdivision on Beam Hill Road,in the e being purchased by the Rankins and j Mr. Rankin reported that the project involves two parcels that were bought from Mary and Stephen Carpenter. The parcels are such that there is a front and back parcel. The front lot has about 270 feet of road frontage, the back lot has access to Beam Hill Road by way of a strip of land that has been approved through a zoning variance that gives the person in the back lot access to Beam Hill Road with a 30 foot wide strip. The total acreage of the front lot is 4.68 acres; the back lot is 5.3 acres. Both lots have approved septic systems designed by the TC Health Department. We, the Rankins, own the back lot and that 30' strip that connects to Beam Hill Road is just for an 800 foot driveway going back to the house. The Petersons, who own the front lot, have been deeded a right -of -way off of that roadway and also in the deed I am to maintain the private driveway, j Beam Hill runs east and west; the two lots run north and south, the slope runs from west to east, so as we head in on that 800' driveway the slope runs from the left to the right. We will be building on the right hand side of the driveway - both of us right close to the driveway. The driveway is on the uphill side of both of these lots and acts as a diversion itself. It is made in such a way that it collects all the run- off from the hill and brings it to a creek in which we have put in a 30" culvert. A Sketch was presented to the Board for review. It was noted that it is possible for the Peterson's to have their own driveway off Beam Hill. Two public comments were made in support of this subdivision. There being no further comments, Chairman Caldwell declared the Public Hearing closed for the Petersons and Rankins. Closed Hearing •H. Slater moved to approve the two -lot subdivision on Beam Hill Road as submitted by Mr. and Mrs. Peterson and Mr. and Mrs. Rankin, R. Chase seconded. Carried. PB: 7 -16 -87 Page 2 2. PRELIMINARY HEARING - Robert Beech (Subdivision) •A preliminary hearing was held to consider the proposal by Robert Keech, 2 Knoll Wood Road, Dryden for a subdivision on Beam Hill Road. Mr. Keech reported that he does not have a preliminary sketch of the lots to present to the Board, but he did present a map of the property with tentative sketches of the proposed lots. This property would be divided into five lots. The back parcel could be designated as parcel C and would be listed as not approved for a residential lot. The Board expressed concern with the lot lines and the need for an Environmental Assessment Form and a Surveyor's map presented to the Board. 3. MINUTES OF PREVIOUS MEETINGS R. Chase moved that the minutes of June 18, 1987 be approved with the correction of 75 set -back on rear and side. H. Slater seconded. Carried. H. Slater moved that the minutes of July 9, 1987 be approved with the ,, addition of Mr. Peterson's name to the Rankin Subdivision, E. Rotunda seconded. Carried. 4. REZONING PRESENTATION TO THE TOWN BOARD Chairman Caldwell reported that she presented the RA Zone as outlined on the strips in black. I made notation that we will recommend the deletion •of multi - family in RB -1 zones. I noted that we were recommending deleting the CA category and I went over the map and at that point there were no significant questions. There was one question of was that all the allowed uses and I said "Yes" in a RA zone. They asked me where I felt this would be going from here since we had a rough map of the proposal, and I said I thought that the Planning Board wanted some feed back before more work is done on it as to what their impression was, before we did any detailed work. There was a lengthy discussion as to defining the uses within each proposed zone. It was decided that the CA zone be deleted and the only area presently zoned CA be rezoned RC. Allowed uses listed in the CA zone and the CB zone will be incorporated in the CB zone "Allowed Uses" and "Special Permit" sections, as modified below: Deletions: RB Zone, Item 1: "Multi- family dwellings" RB -1 Zone, Item 1: "Multi - family dwellings" RB -1 Zone, SP Section: "Gasoline Stations" -CB Zone: "One -, two- and multi - family - etc ", allowed in Item 1 of the CA zone by special permit in the CB zone. Additions: RB -1, SP Section, new item: "Home occupations and professional services with maximum of three outside employees at •RC Zone, new item: "Banks" one time. RC Zone, SP Section, Item 9: To "Mobile Home Parks" add- "Where municipal water and sewage facilities are available" • • .0 RB: 7 -16 -87 Page 3 RC Zone, SP Section, of new item: "Tourist Homes" CB Zone, SP Section: pm.
