Sovocool, to approve minutes of March 11 meeting as mailed. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Claim Nos. 66 to 104 of the Highway Fund in the Claim Nos. 118 to 146 of the. General Fund in th Claim No. 1 of the Federal Revenue Sharing Fund were presented for audit. Moved by Mr. Graham,. that the bills be approved for payment. Ayes - Cummings, Graham, Robinson. amount of $22,107.33 e amount of $3,247.81; and in the amount of $10,920.00 seconded by Mr. VanBenschoten, Sovocool, VanBenschoten, Monthly reports from the Town Clerk and Town Justice Heffron were reviewed. Correspondence consisted of: 1) Letter from Helen Lane regarding zoning violation at 618 West Groton Road; 2) Letter from Sam MacNeil notifying us of CHIPS increase to $43,306 -- an increase of $10,554; 3) Description of new programming services offered by American Community Cablevision Supervisor Robinson explained problems we are encountering with our current dog contract. A meeting was held with Robin Remick, Director of SPCA, Keith Hunter, Dog Control Officer, Robert Walpole, Town Justice, Colleen Pierson, Town Clerk and Teresa Robinson, Supervisor. Purpose of meeting was to discuss two incidents in particular where insufficient information was provided on Accusatory Instruments and the SPCA officer cannot give sworn statements based on hear say. Therefore, courts are unable to prosecute. The only way to eliminate this problem would be to amend our current contract with the SPCA to include routine dog patrols and the Dog Control Officer would talk to owner or pick dog up and have the evidence to take proper court action. The SPCA has offered to amend our contract to include routine patrol and talk to owner at a cost of $7800-to be prorated.. Our current contract is $5072.00 or $422.67 per month. If this added service were to start May 1, our additional cost would be $1,818.68 or an additional $227.33 per month for the remainder of the year. Judge Walpole stated that we are currently encountering numerous problems of dogs running at large because we no longer have routine patrols, which people are now aware of. He recommended the Town Board consider reinstating routine patrols to reduce current problems and allow sufficient evidence to be presented in court when necessary. Much discussion was held by board members on what the SPCA currently was or was not doing for.the compensation they now receive. Supervisor Robinson intends to turn all dog complaints over to Councilman Sovocool to handle.. No action to change current contract to alleviate existing problems was taken. Mr. Robert Walpole was present to bring to the Town Boards attention that the annexation of Valley View Trailer Park to the Village did not include 500 feet of roadway which subsequently remains in the Town. The road is currently a park road and-is maintained by the Park. (See ANN EXATION - WILSON & VANB EDISCHOTEN file folder for survey maps.) Discussed use of town buildings for Groton Festival Days. It was decided that excessive preparation time would be involved, too much equipment would be setting outside and liability insurance problems could be incurred. It was suggested that.the Town contribute a tent, possibly in-conjunction with the Village. Mr. Graham stated that a 30 x 100 tent costs $450 for 4 days. Annual road inspection was set for Wednesday, April 12, 1986, at 12 Noon, RESOLUTION NO, 8 - DESIGNATE POLLING PLACES FOR 1986 Moved by Mr. Sovocool, seconded by Mr. Graham Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that 1986 Polling Places 'be designated as follows: District #1 - West Groton Church District #2 - West side of Town Clerk's Office District #3 - East side of Town Clerk's Office District 0+ - McLean Fire Station Amended by RESOLUTION N0. 9 - COMBINE DISTRICTS 1, 2 AND 3 FOR REGISTRATION Resolution #12 Moved by Mr. Graham, seconded by Mr. Cummings Ayes - Sovocool, VariBenschoten, Cummings, Graham, Robinson RESOLVED, that Election Districts 1, 2 and 3 be combined for Registration Day at the Town Hall. Registration for District #4 will be at the McLean Fire Station. Discussed access to the handicapped at West Groton Church polling place. It was decided that cracks and rise in sidewalk and the threshold could be taken care of by placing blacktop over concrete sidewalk. Town Highway Department will take care of after permission to do so is obtained by the West Groton Church Trustees, RESOLUTION N0. 10 - PURCHASE DUMP TRUCK JOINTLY WITH VILLAGE Moved by Mr. VanBenschoten, seconded by Mr. Sovocool is Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that the Town Board of the Town of Groton purchase a 1954 Chevrolet Dump Truck from Duane Randall for a sum of $600 provided the Village of Groton by resolution agrees to contribute one -half of the cost and maintainance in return for cooperative use of Dump Truck, and FURTHER RESOLVED, that a contract between Village and Town be prepared as soon as possible. RESOLUTION N0. 11 - HENRIETTA K. STCEPPLER - 100th BIRTHDAY Moved by Mr. Cummings, seconded by Mr. Graham Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson RESOLVED, that the Groton Town Board wishes to honor Henrietta K. Stoeppler on her 100th birthday and the many years she has beer_ part of this community. The annual Town of Groton trash pick up day will be Monday, May 5th and Tuesday, Ray 6th. April has been proclaimed "Groton Beautification Month" P R O C L A M A T I O N WHEREAS, it is desirous to make our community an attractive and pleasant place to live, and WHEREAS, spring is the traditional time of year to clean up and improve our properties,'and WHEREAS, with a cooperative effort of all homeowners, landlords, and businesses, such beautification efforts will make Groton a more comfort- able environment for people to live and do business, and WHEREAS, it provides a basis to attract new homeowners and businesses, NOW, THEREFORE, we, Edward C. Westlake, Mayor of the Village of Groton and Teresa M. Robinson, Supervisor of the Town of Groton, do hereby proclaim the month of April, 1986, as "Groton Beautification Month ", and urge all home and business owners to engage in activities that will lead to the beautification of our Village and Town. Mx. Al Libious of McFarland and Johnson would like to meet with Town Board Members to explain his business and inquire if there is anything they can do for us. Board agreed .to invite him to come to Groton. • There will be a meeting of the Town Board, Village Board and IDU on April 30th at 70000 P.M. in the `C"own Hall to discuss potential and all aspects of growth , of Town, Village and industries. Board members discussed at length zoning violations and lack of enforcement. Consensus of board was that if we are going to have zoning it must be enforced and all pending cases should be followed up on. Thwn Attorney will meet with Gary Wood to see that proper action is taken. There being no further business, Mr. Sovocool moved to adjourn meeting, seconded by Mr. VanBenschoten, at 10.*45 P.M.
