Cummings, Councilman Gordon C. VanBenschoten, Councilman Joseph H. Graham, Councilman Jack Fitzgerald, Attorney Also Present: Leland Cornelius, Lyle Raymond Moved by Air. Sovocool, seconded by Mr. VanBenschoten, to approve minutes of December 10 and 30 as mailed. Ayes - Sovocool, Cummings, VanBenschoten, OGraham, Robinson. Claim Nos. 1 to 7 of the Highway Fund in the amount of $1,557.14 and Claim Nos. 1 to 17 of the General Fund in the amount of $6,138.14 were presented for audit. Moved by Air. Cummings, seconded by Mr. Graham, that the bills be approved for payment. Ayes - Sovocool, Cummings, VanBenschoten, Graham, Robinson. Discussed Insurances for Toti.m. PENCO policy has been approved with premium being approximately $57,000. Utica Mutual'Insurance extension cost will have to be worked out. The State Insurance Fund which provides Town's Workmans' Compensation does not cover Elected or Appointed Officials. It was felt that the Highway Superintendent, Town Clerk, Supervisor, Deputy Clerk and Zoning Officer should be covered plus possibly Planning Board Members and Appeals Board Members. Supervisor will request a dollar amount for Elected Officials and also an amount for entire staff. ?Monthly reports from Town Clerk and Town Justice Heffron were reviewed. Also, Town Clerk's Annual Report was reviewed. Correspondence was reviewed. A letter of congratulations on Festival Activities Award from Tompkins County Arts Council and notification of awards presentation on January 22 was received. RESOLUTION NO, 1 - 1986 ORGANIZATIONAL ITEMS Moved by Mr. VanBenschoten, seconded by Air. Cummings Ayes - Sovocool, Cummings, VanBenschoten, Graham, Robinson RESOLVED, that the First National Bank of Groton be designated as the depository for all monies coming in the hands of the ,Supervisor and Town Clerk of the Town of Groton. RESOLVED, that the Groton Journal and Courier be designated as the official newspaper of the Town of Groton. RESOLVED, that the Law Firm of Fitzgerald, Taylor, Pomeroy and Armstrong be retained as Attorneys for the Torn of Groton. RESOLVED, that Gary Wood be appointed as Zoning Officer and Building and Fire Code Inspector for the Town of Groton. • RESOLVED, that Richard French be appointed as Constable for the Town of Groton. RESOLVED, that Gordon VanBenschoten be appointed Deputy Supervisor for the Town of Groton. RESOLVED, that Harold Cargill be appointed as Deputy Highway Superintendent for the Town of Groton. RESOLVED, that Josephine Hill be appointed Deputy Town Clerk for the Town of Groton. RESOLVED, that Henry Sincerbeaux be appointed as Town Historian for the Town of Groton. . I 2 RESOLVED, that Leonard Proper and Gordon Lockwood be appointed as Election Custodians for the Town of Groton. RESOLVED, that small tool expenditures of up to $500.00 by the Highway Superintendent be authorized. RESOLVED, that Blue Cross -Blue Shield Health Insurance for Supervisor Teresa Robinson, be paid by the Town of Groton. Moved by Mr. Cummings, seconded by Mr. VanBenschoten, to appoint Teresa M. Robinson as Delegate to the Annual Association of Towns Meeting held February 16 -19, 1986, and to appoint Colleen D. Pierson as an alternate. Ayes - Sovocool, Cummings, VanBenschoten, Graham, Robinson. Air. VanBenschoten will contact Barry Ballard to see if he is interested in serving on the Planning Board. Discussed 1986 Dog Contract and services that are to be provided by the SPCA. Attorney Fitzgerald verified that the SPCA will not be doing routine patrols but must answer all complaints. Lyle Raymond reported on activities of Environmental Management Council which includes groundwater levels in Tompkins County, Hazardous Waste sites, Dog -Deer problems and gas drilling within the County. He asked Board if they hand any concerns to be brought up at County Meetings. A couple concerns were Caswell Road Dump site, Town dump site on Stevens Road and having a speaker from the Extension Service to enlighten Groton residents on gas drilling. Town Clerk will check into most economical phone system for Town, Discussed use of Town Barns for Festival Days, Highway Superintendent and Board Members felt it wouldn't be practical to clean out entire Highway Barns. Possibly could use Storage Building out back. Tabled for future consideration. There being no further business, Mr. Sovocool moved to adjourn meeting, seconded by Mr. Cummings, at 9:30 P.M. Ayes - Sovocool, VanBenschoten, Cummings, Graham, Robinson. Claim Nos. 13 to 39 of the Highway Fund in Claim Nos. 30 to 49 of the General Fund in • presented for audit. Moved by Mr. Graham, the bills be approved for payment. Ayes - Cummings, Graham, Robinson. the amount of $31,787.67 and the amount of $3,761.97 were seconded by Mr. Cummings that Sovocool,,VanB enschoten, Monthly reports from Town Clerk and Town Justice Heffron were reviewed. Reviewed correspondence: 1) Letter to Insurance Companies from Gary Wood, Zoning Officer, regarding inspections of existing wood.stove installations as new insurance is written. It is not the responsibility of the Building and Fire Code Inspector of Municipalities to .perform these inspections; 2) Letter from Judith Egar of Stauber Road regarding dangerous situation at Webster Creek including no bridge abutments and erosion of road and edges. They request our assitance in getting the�Town of Summerhill to correct situation. Supervisor Robinson will talk with Summerhill Supervisor. Town of Groton portion of Stauber Road is paved and Summerhill is not. They just want road and bridge made safe; 3) Report from Lyle Raymond on EMC activities; 4) Correspondence from S. Boehlert and S. MacNeil on Legislative activities including projected population of Groton of S700 people in 1910.
