HomeMy WebLinkAbout1985-04-18O le lvwN el uryuen April Id, rj.9g,5° Planning Board The Planning Board, met on April 1891985 at 8 : 00 PM9 with members R. La.mpila., R. Chase, R..Beck, B. Lavine, J. Hunt, Chr.B. Caldwell ,Zoning Officer S.Stewart present. Minutes of the Feb.21st, Feb. 28th, and March 21st meetings were reviewed along with minutes of the Town Board meetings of 1 March 5th, March 12th, and April 9th. The meeting was called to order by Chr. B.Caldwell at 8:15 PM. Application of Mr. A Mrs Aist for a subdivision on Snyder Hill Road., namely three parcels---Parcel A- -with no intention of any building on it and having specific restriction as such and parcel B and C lots along the road.'I At our previous meeting we received notice that the Health Dept, will treat these as individual lots. B. Caldwell- ... have a report from Soil Conservation Service which we had requested. We had a question on parcel A regarding terminology of use and we checked with the Aist's attorney, Mr. Buyoucos and to our attorney, Mr.Perkins. Mrs Aist is here -- -does the Planning Board have any questions? Are there any questions from the public? J.HUNT MADE MOTION THAT THE SUBDIVISION PLANS BE APPROVED AS SUBMITTED SECONDED BY B.LAVINE CARRIED UNANII'1OUjLY • B.Caldwell---- "Wha.t we need to do now Mrs. Aist is sign Your map with a restriction on that back Parcel A- -not approved for building lot- - and you have more maps to be signed? The original must be filed with the County." B.Caldwell---- "Crandel and Gardner Clark bought some land from Fred May and are wishing to divide it UP into four lots. They showed sketch plans. Questions I have at this point relates to drainage and runoff." C.Clark ....... lij spoke to Mr. Park from Highway Dept. and he went up there and we looked at sites for culverts. He said he didn't foresee any problems installing 3 culverts for driveways along that stream (30" would be enough.11) J.Hunt------ - -Ili question 30" being large enough to cover the usual Spring runoff." B.Lavine--- - -- "There's no question that 30" culverts are not large enough. You need to talk to Greg Humphrey." B.Caldwell -- Also some questions about how much more clearing will be done. If they do a lot of it, it will change the runoff pattern." C.Clark------ - "On Lot 4 I would like to see the building put on lower part where it is a more gentle slope, away from the ravine. 11 B.Caldwell ... - "We're going to want an S C S report. Any other questions at this point? lie should also have a letter from the Health Dept, saying these lots will be treated on an individual basis." R. Lampila--- -- "We need something in writing from Greg Humphrey on culverts - -their size, etc." General discussion of driveways followed. B.Caldwell---- "Your proposal for Lot # 2- -will you come in off Genung Road rather than try to'go through that intersection on Ellis Hollow Road ?" C. Clark------- "Yes. " B.Caldwell---- "Any more questions? (NONE) The set date for the Public Hearing will be on Thursday May 16th at 8:00 PM." General discussion followed. B. Ca.ldwell---- "We do need to make a decision on establishing multiple residence. Do you want to talk about It tonight or wait until we've had more time to go over it ?" J.Hunt=-- - -- It I think we'd be more productive if we waited. I would. like to suggest a more restrictive zone to preserve ground cover on some of the steeper sections where building would not be particularly easy. Is there any- one else interested in pursuing this along these lines ?" B. Caldwell - - -- "Yes--I think this is one area. of general concern that has come out in other meetings." B. La.vi he--- -- "I think there should be a. set standard for drainage and that sort of thing." 3. �r R.Lampila-- IlI support John's suggestion that we have specific zones based on slopes. Should. we • look at our existing zones or start tackling something brand new ?" J.Hunt----- -___ "This would. be a part of our thinking on the present zone. We're pretty much committed ' to redefining our present zone." B.Caldwell- - ~ - "We certainly don't want to rule out development on slopes for a variety of reasons. There should be something written so Sib could say it's over so much o slope, therefore tht applies,etc." J.Hunt-- -- ."There must ,be foresters readily available for that sort of thing." Re Beck--- .. "Are you also talking about certain wild areas where you don't want any development, or aren't you trying to restrict that?" B.Caldwell-- "Are there any good ways to do that ?" General discussion-- suggestions of Floating Zone---- • B.Caldwell- "Essentially it would be an overlay zone that isn't specifically mapped." J.Hunt---- "Basically we need to define slopes. (ghat % or if slope is greater than it falls into this catagory.") B. Lavine--- ttI suggest that a place to go for help with this would be Gary LaM ont (S.C.S.) or County Planning Board." B.Caldwell-- Ilj will try to get some information together before May 16th meeting on slope issues. Multiple residences will also be a'concern for next time. I think we have lots on that in ordinances right now." B.Lavine ~--- "I suggest Gary Evans be invited to the next meeting to give an over -view of options available. It may be helpful." R.Chase--_____ "I question the handicap residence on • Beam Hill, Is that a. concern for the Planning Board?" �I Be Ca.ldIwell -.. f?Tha.t is State regulated. If the Town Board is not satisfied with that location, they :must offer up to 5 substitute sites, but it will not be a concern for the Planning Board." Chr. B.
