Lampila, Lavine, Chr. B. Caldwell, R. Chase, H. Slater, Z.O.S. Stewart, and representative from the Town Board, G. Schlecht. Others present were B., Dolph, J. Hardesty,* & C. Hardesty. The Oct. 18th minutes were read and approved. The Nov. 15th minutes were corrected as follows - B. Lavine was added to the members present and G. Evans' was changed to the others present because he is not a member. George Miller was also added to others present in place of Ken Tillapaugh. In addition to the vote - -all yes with one abstention 'Bo Lavine. Minutes approved as ammended. Special Meeting Nov. 27th -- minutes read and approved. For the record - - Working session Nov..29th- No quorum - No action have notes - Chr. B. Caldwell did prepare a packet of information and took it to the Town Board as they requested. Mapping information not completed but did give Town Board a chance to see the direction in which we are workir G. Schlecht brought us up to date as to what Town Board suggested and. what their comments have been. Town Bd. discussed report dated 12- 11. -84 - - A sub committee met to make comments. G. Schlecht reporting the results of that meeting referring to report -- M A zone - possibilities of expanding area near Dryden Village - genera.l 1WPorto Question on expending Commercial area it's feasible. objections philosophically so Village of Freeville both M A zone & Commercial - general feeling - good thing to do. Area near airport - consider for both M A & Commercial use - High support Northwest part of town development needed there - Not much support - question if commercial if zoned commercial, what could be put there? Point made at Town Bd. Meeting by C. Evans - not certain if zoning or sub division ordinance - but discussed. Well received by Town Bd, in general - subdivision ordinance defines stricter terms than the state does - It was felt this has an effect of supressing development of subdivisions throughout the town. Everyone supports the plan review process - the problem is that if .someone makes a residential subdivision, a map must be drawn Vp & filed in county clerks office. They begin to assesSthe sub div. at full value of potential lot even though not finished. General feeling was - is there ome way subdivision in the town can be brought in line so it's no more trictive than the State - or make an � - 1ou>camce for not filing a map with e County Clerks office. B. Lavine asked for clarification on how state law reads about subdiv. Schlecht - State law defines a subdiv. as 5 lots - Town defines subdiv. Ptanning Board -2- *,3s any lot with a road on it, 1 -17 -85 Dolph said a major stumbling block forhim waso- didn't want to pu#" in a 0 cad & get nailed in taxes because the market happens to be down & lots n't selling fora few years - meanwhile the assessment goes way up - no entives - can't do it in sections - who's going to finish the road? General discussion - question - Is the assessment higher because the map is filed or because there is suddenly a road there? Town Board would like to define a commercial area or M A zones mapped out for certain, with additional areas if possible so it can be in place by Spring. If this is so - they would like to take action in March. Chr, B. Caldwell - We've started mapping - it's obviously going to take more than one session. Schlecht - Is_.,,it possible to just map M A zones - ( You've decided to kee the same designations? M A- C A- C B- R D. Caldwell - Yes - the same designations - the allowed uses will be spelled out more specifically. Schlecht - Is it possible to map out an area of Rte. 1.3 between the airport and NYSEG and an area north of Dryden as commercial - Town Bd, would like all areas if possible but the priority would be MA zones as they want to take action in Feb. or Mar. Caldwell - If we put down those two areas as first priority, with the eerstanding that we may offer you some other suggestions of additional as later, will that be alright? Schlecht - that's fine - Lets move ahead if we can, but take more time to look at entire area rather than trying to rush through something. Caldwell - idea of Feb. 12 special meeting too much - not two nights per week - John Hunt ill tonight, but will help with mapping when returns. Maybe some indivival members will have an opportunity to look at specific areas in question before next meeting. Remap M A zone - catagories - other non - resident - out of question to have all completed by Spring, Decided to have special meeting Jan. 22nd at 7:30 p.m. May be necessary to meet in court room - S. Stewart going to checl on that. Need professional help of engineer or surveyor etc.....f or sight plan. Copies of Dec. 4th meeting needed for all members. Nov. 15th. Are some missing? Check.
