HomeMy WebLinkAbout1984-11-15r 1a S _0. _ a Town of Dryden Planning Board November 15th, 1984 The Planning Board met on November 15th at 7:30 P.M. with members R. Beck J. Hunt, Chr. B. Caldwell, C. Evans, R. Lampila, and Z.O. S. Stewart. Others present- Cayler Page, Susan McCormick, Ken Tillapaugh. Gary Evans suggested to continue working on zoning in two steps: 1. Decide what you want (zones) 2. Figure out procedures and who does what At the informational meeting at Ellis Hollow it was felt single family dwellings rather than multi family dwellings were desired due to water, sewer, soil .types, and the type of homes there presently. On multi housing- Chr. Caldwell asked if four or more units,; that they must have public water and sewer. Three units was suggested as'reasonable as the health dept. only concern is health, where zoning is concerned with the general well being, health.--.and safety, so that more than the minimum could be required. Ag uses- Can they be limited. Areas outside of Ag districts. C. Evans said the Town Bd. feels what is needed is a newly defined zone not requiring a public permit process but, with restricitons so it can't be abused. our zoning is lacking on both ends. The IDC has a corridor picked out for industrial and commercial develop- ment. C. Evans pointed out'tha.t presently our zoning is lacking on both ends. B. Caldwell We need to define the purpose of such a zone, put down a list of allowed uses in it and quantifying it'and putting it on a geographical map.. The public hearing for Daniel.Bailey opened. B. Caldwell read a letter from the Health Dept. Mr. Bailey is going to build on one lot and hold the one next to it for 3 yrs. before selling it. Z.O. S. Stewart said if he had a road built he could sell 2 lots before subdividing. The land could be dold but until the road meets Town specs, no building permits can be issued. Mr. Bailey brought maps from NYSEG for power line right of way. No contours were on the map which the Pl. Bd. had asked for . R. Lampila.said he has looked over the area nad believes the area is relativily flat and feels Mr. Bailey should not be held up but the contours should be on a map for the record. B. Lavine agreed with this and that it show proper lot lines, on the existing parcel where the house is to -the East and north lot lines of the parcel should be erased. The road name needs to be on the final map also. The hearing closed. J. Hunt moved that we grant conditional approval of the subdivision with the recommendations mentioned. Seconded by R. Lampila. Vote- all yes. He should come-back with 10 ft. contours on his map, the road be approved by the Town Bd., Greg Humprey's approval, and correct lot lines. Cotterill Town of Dryden Town Hall Dryden, New York Dear Mr. Cotterill: On November 15, 1984 the Dryden Planning Board reviewed the proposed expansion of Mr. Ray's mobile home park in Varna which the Town Board had referred to use Using the criteria in the ordinance we recommend approval of this proposal with one condition, that an additional emergency access route to the upper loop be put in and maintained by the park. This would not be intended for use by the residents but would be intended for use by fire and other emergency vehicles. Some questions were raised regarding the pond area and its recreation potential. We did, however, have no specific recommendations on its use or control.
