HomeMy WebLinkAbout1984-03-15Town of Dryden March 15th, 1984 Planning Board The Planning Board met on March 15th, 1984 at 8:00 PM with Chairwoman Barbara Caldwell calling the meeting to order. Other members present were John Hunt, Ed Dolloway, Roger Beck, Buzz Lavine, representative from the Town Board Charles Evans, and Zoning Enforcement Officer Sibley .Stewart. There was a correction to the February 16th, 1984 minutes. Represent- ative from the Town Bd. Charles Evans name was omitted from members present at that meeting. There were no other corrections or additions to the minutes. B. Lavine moved they be accepted as corrected. Seconded by J. Hunt. vote- all yes. Motion carried. Correspondance- A copy of a letter of the Town Bd. from Mayor Michael Lane regarding the drainage pattern of the Dryden Enterprise Property on the north side of 38 across from existing Lewis Street, New Business- Martha Wolga of 103 Spring Lane was ,present to explain she owns 5 acres of land on the north side of Snyder Hill starting at the Ithaca /Dryden Town line. She wants to sell 4 parcels and has purchase offers on all four. The measurement of the lots are 1.17 acres, 1.21 acres, 1.18 acres, and 1.09 acres. Technically she is asking for an ok to sell lots 1 and 4 (lot numbers beginning at Town line). There is a deed restriction on the property limiting construction to a single family dwelling and one apart- ment on a parcel. A public hearing is scheduled for April 19th, 1984 at 8:00 PM. :.A comp- leted short EAF will need to be received by the time of the public hearing. Also, the Town of Ithaca will need to be notified of the public hearing by means of the notice in the Ithaca Journal. Miss Wolga will also need to bring a revised plot plan and contact the Health Department for approval. Old Business- At the last meeting members of the P1. Bd. made maps of the Town including present zones and wetlands. During the month, John Hunt made additional maps. Flood Hazard Zones- Showing general areas for the Township. Taken from 1974 maps. State Lands- Taken from 1974 County Planning maps. Included are old cemeteries taken from a 1973 study. Consideration on other helpful maps was discussed. Airport Hazard zones, water and sewer districts(not warranted), forested areas, and general pop- ulation density for the Town. From looking at the maps, Charles Evans commented that.they clearly show..there is not a lot of land left that doesn't fall in the Ag. District. B. Lavine in discussing slope areas said that something of interest is to look at slope orientation carefully. B. Lavine posed for consideration at-type of.floating zone, saying the Town has a capacity for so many units of a certain type and let the develop- ment pattern develop as it may. C. Evans said that's what exists now and it's,O.K. if it's "somewhere else". B. Lavine continued. It can work'by taking transfer of development rights. You have a given number of'rights'to develop and if you can buy .up those rights,`you can develop on any site.you like. In'theory everyone is happy because if you don't want a building, you make it'so he can't buy the right to develop in the area. One way-is there are x units of develop- ment rights and they are distributed acording to land ownership. If you own 1 /20 of the land in the Town, you get 1/10 of the development rights. By buying and .selling rights will determine if the land is developed. The one drawback is that there would not be a brochure and a finished site to show people interested in building. Town of Dryden Planning Board March 15th, 1984 Buzz Lavine said he would try to find articles on this concept. it was felt the next step in the procedure is for two or three members to look at the maps and come up with some suggestions on ways to proceed and or site to consider. The Industrial Development Committee had asked the P1. Bd. to come up with some recommended sites for commercial development. Charles Evans made a suggestion that the maps be shown to the committee and ask them to also make some proposals. it would bring another point of view to this meeting. Barbara Caldwell suggested inviting members from the Development Committee to the April meeting and have them give a presentation on where they would zone Commercial and Industrial.
