B. Caldwell, E Dollaway, rep. from the Town Bd. C. Evans, R. Beck, and Z.O. S. Stewart. Chr. Caldwell passed out to members State Zoning and the Comprehensive Plan to look over. Correspondance- A letter from Mayer Michael Lane, to J. Hunt, with re= gards to a letter J. Hunt had in the Ithaca Journal concerning sensitive areas tp be considered for an environmental critical list, adding that the raidroad right -of -way between the Village of Dryden and the Dryden Lake is a sensitive resourse area for recreational use and access to it. A letter from Diane McFall for the Dryden Business Development Committee, suggesting that a 5,000 ft. corridor be designated along Rt. 13 from Ithaca to Cortland and Rt. 38 from Groton to Harford as commercial and industrial. These routes are the least developed and have the best access to main high- ways. This letter will be considered later in the meeting. J. Hunt reported that Michael Lane's letter was the only correspondance to his article in the paper concerning sensitive environmental areas. B. Caldwell listed and..ideritified,;as an outcome of the Nov. 17th meet- ing, areas of concerns. 1. A new and or different business and manufacturing commercial area. Per- haps land in a new place. The permit function taken out of the political spectrum. A mechanism allready proven legal. Would a site development review process take care of .'.special permit procedure? 2. More specific criteria ie. fewer possibilities of the special permit • procedure. 3. Tighter restrictive and or definitions for existing Rb or a new category. Look at zone intentions. 4. SEQR implementation, site plan review procedure for multi residences 5. Co -ops and condominiums- provision.for. 6. Environmentally sensitive areas. 7. Other- Ag.. districts- help in protection. Areas of concern in a general sense- Solar access required to be considered along with drainage, lot size requirements, transportation planning with the Co., highways, vari- ous modes of travel, effects of additional sewarded areas such as Free - ville expansion, bikeways, recreational concerns, concerns schools might have, transportation, policy for one or two houses on a new road- expli- cit policy, re- examine gutters, street lights, the old recommended float- ing zone, RA watershed protection zone, definitions of terms- light industrial, airport hazard zone, Fall Ck. watershed, flood plane- define it dividion of tasks: J.
