PUBLIC HEARING NO. 1 COMMUNITY DEVELOPMENT BLOCK GRANT - 2007 TOWN -WIDE ELDERLY REHABILITATION PROGRAM A Public Hearing was held by the Town Board of the Town of Cortlandville at the Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, concerning the Community Development Block Grant application for a Town -Wide Elderly Rehabilitation Program in the Town of Cortlandville (outside the Village of McGraw). Members present: Supervisor, Richard C. Tupper Councilman, Theodore V. Testa Councilman, Edwin O'Donnell Councilman, Ronal L. Rocco Councilman, John C. Proud Town Clerk, Karen Q. Snyder Others present were: Highway Sup't. Carl Bush; Water & Sewer Sup't. Peter Alteri, Jr.; Supervisor's Secretary, Patty O'Mara; Ann Hotchkin from Thoma Development Consultants; Kay Zaharis, Director of the Cortland Free Library; Scott Smith from Clough Harbour & Associates, LLP.; and News Reporter, Evan Geibel from the Cortland Standard. Supervisor Tupper called the Public Hearing to order. Town Clerk Snyder read aloud the Legal Notice as published, posted, and filed. Supervisor Tupper offered privilege of the floor to those in attendance. Ann Hotchkin of Thoma Development Consultants apprised those in attendance that the purpose of the public hearing was to allow citizens to ask questions about the grant. The Town would be conducting a second public hearing regarding the grant in March of 2007. Mrs. Hotchkin mentioned that the Town has 3 economic development loans as well as the on -going Blodgett Mills Rehabilitation Grant. Councilman Testa thanked Councilman O'Donnell for his work with the Blodgett Mills Grant and his assistance to the residents of Blodgett Mills. Supervisor Tupper explained that the Town was applying for a $400,000 grant under the Town -Wide Elderly Rehabilitation Program. Unlike the Blodgett Mills Rehabilitation Grant, in which grant money was only available to residents of Blodgett Mills, the Town -Wide Elderly Rehabilitation Program grant money would benefit low-income senior citizens (65 years old+) who live in the Town of Cortlandville, outside the Village of McGraw. Mrs. Hotchkin commented that the grant would help approximately 15 to 17 households. Councilman Rocco reported that the grant for restoration of the Vogt Barn (old McGrawville College) was awarded to the Vogt's in the amount of $38,633.00. The Vogt's would have to pay 10% of the amount awarded. Councilman Rocco thanked Thoma Development and Evan Geibel from the Cortland Standard for their help obtaining the grant. No further comments or discussions were heard. Councilman Rocco made a motion, seconded by Councilman Testa, to close the Public Hearing. All voting aye, the motion was carried. The Public Hearing was closed at 8:10 a.m. 1 1 1 7-81 DECEMBER 18, 2006 8:10 A.M. TOWN BOARD MEETING The Regular Meeting of the Town Board of the Town of Cortlandville was held at the Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, with Supervisor Tupper presiding. Members present: Supervisor, Richard C. Tupper Councilman, Theodore V. Testa Councilman, Edwin O'Donnell Councilman, Ronal L. Rocco Councilman, John C. Proud Town Clerk, Karen Q. Snyder Others present were: Highway Sup't. Carl Bush; Water & Sewer Sup't. Peter Alteri, Jr.; Supervisor's Secretary, Patty O'Mara; Ann Hotchkin from Thoma Development Consultants; Kay Zaharis, Director of the Cortland Free Library; Scott Smith from Clough Harbour & Associates, LLP.; and News Reporter, Evan Geibel from the Cortland Standard. Supervisor Tupper called the meeting to order. Councilman Proud made a motion, seconded by Councilman O'Donnell, to receive and file the Cortlandville Zoning Board of Appeals Minutes of August 29, 2006. All voting aye, the motion was carried. Supervisor Tupper offered privilege of the floor to Kay Zaharis. Kay Zaharis, Director of the Cortland Free Library, thanked the Board for their continued support of the library. She updated the Board on the many changes that have occurred. The library became automated in September 2006, which allows people to access the library on-line. The library has 8 computers for public use and plans to hold computer classes at the library. The library also has a book sale room refurbished by the Eagle Scouts, for the sale of used books. Supervisor Tupper stated the Town was pleased to be able to support the library. He thanked Ms. Zaharis and the rest of the library staff for modernizing the library which is a big accomplishment. Monthly reports of the Town Justice, Supervisor, and Water & Sewer Department for the month of November 2006 were on the table for review and are filed in the Town Clerk's office. RESOLUTION #230 ESTABLISH SCHEDULE OF TOWN BOARD MEETINGS FOR THE YEAR OF 2007 Motion by Councilman Rocco Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the regular meetings of the Town Board of the Town of Cortlandville shall be held at the Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York on the first Wednesday of each month at 7:00 p.m., and the third Wednesday of each month at 5:00 p.m., with the exception of the months of January, February and March, in which the meetings will be held at 5:00 p.m. If such day should fall on a holiday, the meeting shall be held the next business day, and it is further RESOLVED, the May 2, 2007 meeting will be held at the Community Building in the Village of McGraw, and the June 6, 2007 meeting will be held at the Blodgett Mills Independent Baptist Church in Blodgett Mills, both held at 7:00 p.m., and it is further RESOLVED, the Town Clerk shall have the meeting schedule posted in the newspaper in Legal Notice form. za DECEMBER 18, 2006 TOWN BOARD MEETING PAGE 2 RESOLUTION #231 APPROVE HOLIDAY SCHEDULE 2007 Motion by Councilman O'Donnell Seconded by Councilman Proud VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Following Holiday Schedule for the year 2007 is hereby approved as follows: New Years Day Monday January 01, 2007 Martin Luther King Jr.'s Birthday Monday January 15, 2007 President's Day Monday February 19, 2007 Good Friday Friday April 06, 2007 Memorial Day Monday May 28, 2007 Independence Day Wednesday July 04, 2007 Labor Day Monday September 03, 2007 Columbus Day Monday October 08, 2007 Election Day Tuesday November 06, 2007 Veterans Day Monday November 12, 2007 Thanksgiving Day Thursday November 22, 2007 Friday November 23, 2007 Christmas Eve Monday December 24, 2007 Christmas Day Tuesday December 25, 2007 RESOLUTION 4232 ESTABLISH MILEAGE RATE FOR PERSONAL VEHICLES USED FOR TOWN BUSINESS FOR THE YEAR 2007 Motion by Councilman Proud Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the mileage rate to be paid by the Town, for personal vehicles used for Town business, is hereby established at the Federal IRS mileage rate of forty-eight and a half cents ($0.485) per mile for the year 2007, and is subject to audit by the Town Board, effective January 01, 2007. RESOLUTION #233 REFER AQUIFER PROTECTION PERMIT APPLICATION SUBMITTED BY SUIT-KOTE CORPORATION TO THE TOWN AND COUNTY PLANNING BOARDS FOR THEIR REVIEW AND RECOMMENDATIONS Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Aquifer Protection Permit application submitted by Suit-Kote Corporation for the Loring Crossing Facility located on Loring Crossing, tax map #77.00-01-22.000, shall be referred to the Town and County Planning Boards for their review and recommendations. RESOLUTION #234 RESCHEDULE PUBLIC HEARING FOR PROPOSED LOCAL LAW - REVISED ZONING ORDINANCE, TO DECEMBER 27, 2006 AT 9:00 A.M. Motion by Councilman O'Donnell Seconded by Councilman Testa VOTES: ALL AYE ADOPTED BE IT RESOLVED, the Public Hearing for a Proposed Local Law - Revised Zoning Ordinance, shall be rescheduled to December 27, 2006 at 9:00 a.m. at the Raymond G. Councilman O'Donnell made a motion, seconded by Councilman Testa, to adjourn the Regular Meeting. All voting aye, the motion was carried.
