HomeMy WebLinkAbout1983-09-15Planning Board Town of Dryden September 15th, 1983 The Planning Board met on September 15th, 1983 at 8:00 PM at the Dryden Town Hall. Members present were Roger Lampila, John Hunt, Ron Beck,Ed Dolla- way, Buzz Lavine, Rep. from the Town Bd.C. Evans, and Z.O. Sibley Stewart. B. Lavine chaired this meeting in Barbara Caldwell's absence. B. Lavine called the meeting to order and asked for corrections or add- itions to the July minutes.. J. Hunt moved that they be approved as submitted. Seconded by R. Lampila. Vote- all yes. Motion carried. New Business Clyde Cotterill, President of Dryden Enterprise was present with a pro- posal for a road to be built, connecting onto route 38 and would be directly opposite Lewis Street in the Village. Maps of the proposal were presented and it was explained that Dryden Enterprises owns 30 acres of land zoned commercial in a CB zone and the proposal is to develop the land commercial. Mr. Cot - terill has talked with Greg Humphrey, Highway Superintendant and has the plans from the State of New York. The proposed road would run between J.P.'s Restaurant and the Ellis property and onto Route 13. It would be a straight road from 38 with a right angle. If approved, plans are to put the base down this fall, let it set over winter, and then put the top on in the spring or summer. Mr. Cotterill said he does have approval from DOT in Ithaca and their plan and what they want for connecting onto a state highway. Included in the bid is specifications for the Town of Dryden from the Town. J. Hunt questioned if this proposal is in an Ag. District, explaining that an Envinmental Impact Statement is needed if it is. A review of maps showed this project is not in an A.g. District. Mr. Cotterill submitted an Envirnmental Assessment Form. B. Lavine had a question as to whether (connecting to a state road) State Envirnmental Quality Review procedures require that the DOT be involved in the review process. Mr. .Cotterill said he had talked to Roger Yonkin to file for a permit and he would receive the permit next week and that Mr. Yonkin was satisfied and knew that the EAF was on file in die Town Hall. J. Hunt said this Bd. can proceed with a negative declaration and in- form the DOT of the negative declaration and the reasons for it. Mr. Cotterill said the intended use is commercial and they won't go for a variance. This group does not intend to develop the land and is build- ing the road to facilitate the sale of the land. J. Hunt.asked about the Town's requirement for a 60 ft. right of way. A letter from the Highway Superintendant was read allowing a 50 ft. right of way. The 50 ft. right of way was also acceptable by the State. J. Hunt moved that the Planning.Board make a negative declaration on the EAF for the following reasons: 1) That the area is already zoned commercial and 2 that that there are no show up on the EAF.. all yes. Second by R. Lampila. Vote- all -yes. Motion carried. his I 0 Old Business Chr. Caldwell did not get legal questions on the site plan review to the Town Attorney for consideration. B. Lavine said he had no further bus- iness to come before this board. Zoning Officer Sibley Stewart brought to the attention of the Planning Board that just past the railroad tracks on Kimberly Drive, zoned RB, resi- dent's are petAning to make the zone more restrictive or to be re- zoned. There is a dog kennel that some of the residents are upset about. J. Hunt said that re- zoning would involve major changes and he would like to know how the Town Board feels about this and the direction they would like to take before the Planning Board spends a lot of time revising it. J. Hunt reminded members of his appeal for areas of concern for the envirnmental critical list in the town. So far the list includes Ringwood Swamp, Fall Creek Corridor, Dryden Lake, and the Old,Mill Creek Pond in Freeville. The meeting adjourned at 9:15 PM. J Respectfully submitted Jane Koelsch l • l
