Town of Dryden
Planning Board
June 16th, 9183
The Planning Board met on June 16th, 1983 at 8:00 pm with members R.
Lampila, J. Hunt. Chr -. B. Caldwell, E. Dollaway, C. Evans, and Z.O. S.Stew-
art present.
The minutes from May 19th, 1983 meeting were amended, striking the words
in paragraph two, the first sentence, on regulations for condominiums' and
adding to include that B. Caldwell h4s_Lspent considerable time assembling
background information on condominiums for all of the Bd. members, to be
used for future discussions.. It was moved by R. Lampila to accept the min-
utes as amended. Seconded by J. Hunt. Vote- all yes. Motion carried.
B. Caldwell reported on miscellanious meetings. There is a Housing
Forum at Cornell showing displays of all types of housing and building tech-
niques. She attended a meeting thru Cooperative Extension and augmenting
small business. They were also taking a look at lakes and streams and mak-
ing them a viable economic asset to the community.
C. Evans reported that the Town Bd. would like to get together during
September or October with•the Planning Bd. and the Z.B.O.A. for a joint meet-
ing to exchange ideas and'get a feel for what could be done for the Town of
Dryden. The purpose of the meeting is not to dictate to the different Bds.
what they should be doingg but, have the opportunity to hear different points
of view, exchange ideas, and meet people. It was felt the meeting should be
kept informal and open to the public. However, the P1. Bd. felt the meeting
should not be publicized as such, but, have it during a regular Town Bd.,
P1. Bd.,.or ZBOA meeting. John Hunt recommended that the P1: Bd, should prior
to the joint meeting do some preliminary discussion on some concerns for in-
put into an agenda.
B. Caldwell asked Z.O. Stewart if he had gotten help from the Town
Attorney on questions concerning building permits, procedural changes on sub-
divisions in Ag. Districts and questions about SEQR. S. Stewart said he had-
n't offered much help, but, if he had specific questions, he would try to an-
swer them. It was noted that this would be a good subject to discuss at the
joint meeting.
E. Dollaway asked if there has been someone chosen-:-to replace K. Gardner
upon his resignation frpm the P1. Bd. He noted that the Town Bd. has accepted
the resignation.
C. Evans said that the Town Bd.o is open to suggestions and would enter-
tain them.
B. Caldwell mentioned that contacting.Monica Roth Crispin might be help-
ful to get names of people with knowledge of farming and land use interest
which is lacking on the Bd. at present.
S. Stewart suggested Ron Bexk as a person with these interests. C. Evans
said he would contact Merton Webb to ask Ron Beck and also for other possible
names.
Old Business
B. Caldwell asked if there were any areas that are envirnmentally crit-
ical.that should be designated as such.
J. Hunt said.,the Fall Creek Flood Plain,is one, but, it is probably covered
elsewhere.
C Evans asked S. Stewart to have the wetlands map at the July meeting
so everyone could get an idea of what is designated.
J. Hunt made the suggestion that allist be obtained from the people in
the Town of Dryden as they know what's important to them and then make up
their minds-as to what is critical. J. Hunt said that he would write up

S. Stewart obtained the wetland maps and they were reviewed by the Bd. 1W
The following motion was made by_J. Hunt. I move that we request from
the Town Bd..to have a mobile, adequate, functional ai&'for displaying maps
and writing upon. R. Lampila seconded the motion.. Vote- all yes. Motion
carried.
Be Caldwell- On the six pages on condominiums I•gave.you at our last
meeting, I asked some questions. Are there any parts_we...could answer this
evening?
J. Hunt stated that at the present time we have no height limitations
We could end up with some.ten story building that would .stick out like a
sore thumb and that our fire dept. can't handle. I made.a brief check with
some fire depts. and in a p nch they can handle four stories. Three or two
is the normal fire they arTequipped to handle. In terms of this I think this
is a concern to be considered for multiple housing.
Be Caldwell will contact Jack Miller on footage requirements (height)
that fire dept. can.handle.
J Hunt had a question on Regional and Local Environment on"just what are
they talking about.
Be Caldwell said that is an important consideration on where are you go-
ing to allow this type of lifestyle. Make them.isolated or incorporate them
into other types of architecture.
C. Evans said he feel a homogenius mix is the most desirable throughout
the town, so that most of the town is the same, a community.
J. Hunt- I feel.if we keep density levels at the same level as now, the
impact of any multiple residence on a neighborhood is not going.to be severe.
Be Caldwell- Do you feel if we have these criteria for coops and condos
that we ought to re- examine our specs and zoing ordinances for multiple
residences? All of the P1.-Bd. members were in agreement that they should be
re- examined.
J. Hunt made the point that a coop does not have to be a multiple resi-
dence building. It could be common land and separate residences.
Be Caldwell- How do we want to tackle this?
J. Hunt- We ought to write into all of the present codes that an EAF
must be provided with a preliminary site plan.
Why don't we begin with the site plan review and approval procedure.
The mechanics before the criteria.
The following revisions were made.
The first paragraph will be re- worded. Relating to cooperatives, condos. and
multiple residences.
A. 2 a sketch instead 'map', 10 instead of '5'ft. Delete the rest ofipara-
graph 2. 1
Add step 3. Sketch showing general location of improvements, such as sub-
divisions. -,r
Sketch Plan A. 1., 2., & 3. would be a first visit.
Be ...following checklist and by an Enviromental Assessment Form.
...made in writing to the Zoning Enforcement Officer.

Be Caldwell said at the next.meeting to bring back the outline and
continue to work thru it.. Also next time they will discuss the topic of
governance.
The meeting adjourned at 10:00 pm.
