PUBLIC HEARING NO. 1 RESTORE -NY COMMUNITIES PROGRAM FOR THE BROCKWAY MUSEUM COMPLEX 4386, 4392 ROUTE 11 A Public Hearing was held by the Town Board of the Town of Cortlandville at the Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, concerning the submittal of an application to New York State funding under the Restore -NY Communities Program for the Brockway Museum Complex located at 4386, 4392 Route 11 in the Town of Cortlandville on or about September 15, 2006. Members present: Absent: Supervisor, Richard C. Tupper Councilman, Theodore V. Testa Councilman, Edwin O'Donnell Councilman, Ronal L. Rocco Town Clerk, Karen Q. Snyder Councilman, John C. Proud Others present were: Town Attorney, John Folmer; James Trasher of Clough, Harbour & Associates; members of the Brockway Museum Complex: Hugh Riehlman, Jamie Dangler, and Cathy Barber. Supervisor Tupper called the Public Hearing to order. Town Clerk, Karen Q. Snyder read aloud the published, posted and filed legal notice. Supervisor Tupper offered privilege of the floor to those in attendance. Councilman Rocco questioned the building involved with this application, as the site has several buildings. Cathy Barber, Curator of the Brockway Museum Complex responded by stating it would be the former AB Brown building and the former site of CNY Office Products. Hugh Riehlman, Chair to the HHC Board of Directors indicated the property consists of 5.6 acres with several structures. One structure will be raised in the future. The existing large barn structure, which formerly sold large farm equipment, will eventually be the Agricultural Museum. The Brockway Museum Complex currently uses the former AB Brown building. Mr. Riehlman also indicated the HHC board is pleased with the community excitement over this project. The project would also help with the revitalization of the Route 11 north corridor between the City of Cortland and the Village of Homer. The grant, if awarded, would give the Brockway Museum Complex a start. The complex would be an example to other properties within the area of the Route 11 corridor of what is available for rehabilitation. Supervisor Tupper stated placing local museums in one place could increase the tourist potential, which in return could bring in restaurants, retail businesses and motels to the area. The River Trail was also discussed as an increased attraction to the area as revitalization begins. No further comments or discussions were heard. Councilman O'Donnell made a motion, seconded by Councilman Rocco, to close the Public Hearing. All voting aye, the motion was carried. The Public Hearing was closed at 9:06 a.m. SEPTEMBER 28, 2006 9:06 A.M. SPECIAL TOWN BOARD MEETING The Special Meeting of the Town Board of the Town of Cortlandville was held at the Raymond G. Thorpe Municipal Building, 3577 Terrace Road, Cortland, New York, with Supervisor Tupper presiding. Members present: Absent: Supervisor, Richard C. Tupper Councilman, Theodore V. Testa Councilman, Edwin O'Donnell Councilman, Ronal L. Rocco Town Clerk, Karen Q. Snyder Councilman, John C. Proud Others present were: Town Attorney, John Folmer; James Trasher of Clough, Harbour & Associates; members of the Brockway Museum Complex: Hugh Riehlman, Jamie Dangler, and Cathy Barber. RESOLUTION #175 AUTHORIZE SUPERVISOR TO FILE AN APPLICATION TO NEW YORK STATE RESTORE -NY COMMUNITIES PROGRAM FOR FUNDING FOR THE BROCKWAY MUSEUM COMPLEX Motion by Councilman Rocco Seconded by Councilman O'Donnell VOTES: ALL AYE ADOPTED WHEREAS, the repair of the Brockway Museum Complex roof and installation of a heating system is consistent with the Town of Cortlandville's Land Use Plan to improve the blighted appearance of the Route 11 corridor in the town, and WHEREAS, the proposed financing is in the amount of $460,000 and is appropriate for this project, and WHEREAS, the project will promote effective and efficient use of town existing and future public resources so as to promote the economic development and preservation of community resources in offering an educational and cultural institution in an area where one is lacking and a resource which would attract, create and sustain employment opportunities along Route 11 corridor in the Town of Cortlandville, now therefore BE IT RESOLVED, that the Town Board, of the Town of Cortlandville hereby authorizes and directs the Supervisor to file an application for funds from the New York State Restore -NY Communities Program on behalf of the Brockway Museum Project. Councilman O'Donnell made a motion, seconded by Councilman Testa, to adjourn the Special Town Board Meeting. All voting aye, the motion was carried.
