HomeMy WebLinkAbout1983-02-17I I Town of Dryden Planning Board February 17th, 1983 The Planning Board met on February 17th at 8:00 pm: Members present were • Chr. B. Caldwell, J. Hunt, B. Lavine, R. Lampila, E. Dolloway, Z.O. S. Stewart, and Rep. from the Town Bd., C. Evans. Chr. Caldwell called the meeting to :order . by_ -reading the public notice which appeared inLthe Ithaca Journal for the application of Bernard Cornelius for approval of a ten lot sub - division called Burnside Estates.off Route 366. Time was given to the Planning Board members to review correspondance on the proposal. These included the Envirnmental Assessment Form, a letter from Gary. Lamont of the Soil Conservation Service regarding drainage (with the suggestion:., that houses be built without basements); two letters from the D.E.C., one from Al.Colburn that no wetlands are involved and one from Gordon Baine:,regarding flood levels and flood•prone'areas, a letter from Frank Liguori stating that the proposal will have no significant impact on inter - community county and state in- terests, several letters from the County Health Dept. on soil conditions, lot sizes, soillstripping, and where tests have been done. Larry Fabbroni went over the layout for the sub- division again, explaining the reasons for choosing thislone being that of the existing business and barn and where it comes out to-366,-provides good sight distance from both- .ways. He addressed the issues in the response letters, to his request from D.E.C. on questions concerning wetlands and flood-planes, Soil Conservation on drainage concerns, County Planning on their county planning review and the Health Dept. County Planning response spoke to the concern of the sub - division being adjacent to the creek. L. Fabbroni said the land is on the average 20 ft* high- • er than the creek. To Gordon Baine's response, he confirmed what L. Fabbroni told the Planning Bd. previodsly,.that hydraulic modeling in the area shows there is a ten ft. height of water if you have a hundred yr. flood in the area and adding two ft. on for safety's sake, ten thirty is the limit of a hundred-.yr. flood. He said in terms of the field survey, the road is about ten thirty -four and the abutments on the bridge are ten twenty -nine and a half, so if the water got to ten thirty -four, it would be a.spillway across. Ten thirty -four would be the practical limit that he would worry about beyond the hundred year storm. The wetlands were addressed in a letter from Al Colburn stating that there are no wetlands on the ten.lots being considered. Gary Lamont spoke to drainage concerns. L. Fabbroni said the ditches will run from minimum grade-of 112 of 1% to 2% in'some places. Erosion could be arrested during construction with bales of hay. Gary Lamont also had a concern on lots 34 4, and 5 of water .sheeting down from higher elevations against the houses. L. Fabbroni said it will dependlon the final elevations of the fill. Each home has to work in con - ,junction with.the fill system.on`that lot so the house will be raised from the existing ground;elevation and�.will grade back. This may solve the problem. Tests will be done on per- *O calation rates and also tests on the fill for those lots. L. Fabbroni said in regards to his answer to J. Anderson will be that you can establish relative elevations with.respect to the ground that's there now, but, as far as exact houses, that's going go have to be subject to zoning at the time the house is built. With respect to the lot size, they will go back and ask for.an exception on the..3,560 sq. ft. worried about on the lots. If they don "t get the exception, he doesn't feel the changes would be substantial. If they went to the appeal and had to change the lots they would be a lot 200 by 217.8 ft. L. Fabbroni said they are still talking about three bedroom:..houses and the Health dept. wants to see a schedule on the plans for 2, 3, 4, and 5 bedrooms with appropriate, septic tank size and absorption field area. L. Fabbroni said he would like to perfect on the Envirnmental Assessment form saying that answer eight should read six inches to twenty -four inches. J. Hunt asked if they were still tkinking of building on slabs with no-base- ments and on a question about burried trash mentioned in one of the letters. The Board felt that all possible questions had been asked and considered. Chr. Caldwell closed the hearing at 9:20 pm. B. Lavine moved that they accept the Envirnmental Assessment Form as amended. J. Caldwell asked that copies of the minutes be sent to the Health Dept., D.E.C., County Planning Dept., and the Regional State Highway Dept. Chr. Caldwell asked if there was any action on the plan itself. I J. Hunt moved that they give approval of the plan subject to approval b� other agencies,involved as amended tonight. I i B. Lavine seconded the motion. Vote- All yes. Motion carried all Clint Cotterill spoke to the Planning Board about encouraging businesses to come to Dryden. The Town Bd. would 1ik_e to hear suggestions on what could be done to make it advantageous for business. Nothing has'ever been done locally to at- tract small businesses and sell then on this area., 0 B. Lavine said he goes along with the idea but, there should be along 9 with County Planning and the County Economic Advisory Bd. B. Lavine moved as a recomendation to the Town Bd. that the Planning Bd. supports the concept and that one of the Planning Bd. members be a liasion, somehow formally attached to a committee. Seconded by J. Hunt Vote- All yes. Motion carried. B. Caldwell reported on condominiums. residence regulations. Lavine made a alternate motion that requires the Planning Bd. make an investigation if a Planning Bd. member misses two meetings in a row or four meetings in the preceeding twelve months as to the reasons for the absence and may recommend (based on the investigation) action by the Town Board.
