SPECIAL TOWN BOARD MEETING
A Special Town Board Meeting of the Town Board of the Town of Cortlandville was
held at the Raymond G. Thorpe Municipal Building, 3577 Terrace Road; Cortland, New York,
with Supervisor Tupper presiding.

Others present were: Town Attorney, John Folmer; News Reporters Evan Geibel from the
Cortland Standard.
Supervisor Tupper called the Special Meeting to order, which was convened to award the
bid for the Cortlandville Town Hall Expansion & Renovation Project.
Supervisor Tupper apprised the Board that Clough Harbour & Associates LLP. reviewed
the bids for the Town Hall Expansion & Renovation Project and recommended the Board award
the bid to the lowest bidders all four contracts: General Construction, Plumbing, Mechanical, and
Electrical. According to Andy Pappalardo, PE, the lowest bidders for the mechanical and
electrical portion of .the project work very well together. In addition, the lowest bidder for the
general construction -was currently working on a project for SUNY Cortland.
Mr. Pappalardo recommended to Supervisor Tupper that the Board award the bid with
Option #1, an asphalt and shingle roof rather than a metal roof, which would deduct $95,000
from the cost of the project.
Councilman Rocco did not believe the taxpayers would object to such a change.
Councilman O'Donnell agreed and felt that a metal roof could be added in the future if
necessary.
Supervisor Tupper stated that the cost of the project would be approximately $1,581,000.
The cost of the asbestos removal would be approximately $160,000.

VOTES: ALL AYE ADOPTED
WHEREAS, bids were advertised for the Town Hall Expansion & Renovation Project, and
WHEREAS, sealed bids were received and opened on August 2, 2006 at 3:00 p.m. and provided
to the Town's engineering firm, Clough Harbour & Associates LLP. for review as follows:

Councilman O'Donnell made a motion, seconded by Councilman Rocco, to adjourn the
Special Meeting. All voting aye, the motion was carried.
The meeting was adjourned at 9:17 a.m.
