Stewart, The meeting was called to order with the approval of last month's minutes. There were no corrections or additions, so minutes were approved as submitted. At last month's meeting there was a statement and a request to Chairwoman Caldwell that it be submitted to the Town Board regarding Clint Cotterill;s proposed road. Also required additional information. Because of Town Law and a thirty day limit, the Planning Board's request had to go in to Town Board. Along with letter and additional information was also submitted. At the Town Board meeting, the only comment was, Clint asked that the Planning Board take the information into consideration. The Planning Board is making no changes to our statement and have examined the information. Mr. Doelph, a land developer, has land in Ellis Hollow area and wanted some imput from the Planning Board on what he plans to do. 1) area involved is Ellis Hollow Road - the quarry. 2) everything west of power line, running roads up-there. 3) there is an existing road, which in Finger Lakes Stone Company property, where variances were granted for two properties. The last time before, Zoning Board, they said no more. If put in another house would have to go before Planning Board. 4) there is an existing Quarry Road and thought would run another road and tying to road already present, running one up from hollow, either along the power line or under power line, de- pending on NYSEG. Then run to turn around. 5) lots average two acres. Those around pond not sure what to do. 6) ten lots off one road, four lots off Ellis Hollow and possible three lots in other area.. Mr. Bonn would like some opinion from adjacent landowners. There is a steep grade to road for upper lots. Also would have to check with DEC concerning how far to build from the stream on property etc. The Planning Board members will go to the site on Jun,2 22, 1981 at 4 :45PM and walk through the area to get a better prospective. Representatives from the Ellis Hollow Community Association were present to discuss a letter of concern they had sent to the Town Board specifically should multiply residence be allowed in Ellis Hollow. Concerns involved drainage and water supply. Discuss with Planning Board possibility of a change to zoning law in this area. A representative from Ellis Hollow stated it came about because of the proposed apartment complex of nine units that was to be-put on the south side , of Ellis Hollow Road close to existing four apartments. Many people were un- aware that four units could be placed on 125' of road frontage. A group got together to L.I.sted to the proposed nine units and were opposed to it. Then the Ellis Hollow Community Center to see if they wanted to act in behalf of the community. That's when the letter came to the Town Board. Some questions have been raised as to whether a change can be made.to the xoning .Laws to eliminate multiple housing or make more restrictions under RB zone which now exists. Believe more people would like to see it more restrictive because of the drainage and amount of traffic which would be generated. There were 110 signatures to opposition of the apartment complex. Chairwoman Caldwell stated can discuss with representative the housing needs and how they can be met, by mobile homes, multiple housing or cluster development. Some information that was gathered: 1) according to census 1970 - 3.1.1 people per house, now 2 ".75 2) county is growing 3) last week average price on single .family housing in Tompkins County was $53,497.00. Taking current financing, taxes and utilities cost as near as possible, means an income of about $30,000.00 to support that sale. _� 4) not everyone can afforct this. 5) to meet other needs what do we do. In Town of Dryden, have allowed mobile homes in parks and individual lots, allowed apartments to certain extent. Town Board member Tarr, noted that we are in area that needs to meet housing and we are obligated to make provisions for it. Take a fairly large lot and allow some small multiple dwelling on it. Then we wanted strict control over four units through public hearings and special permits. The concept does work. Chairwoman Caldwell stated when we put that in, we didn't want the massive apartments as in Lansing Area. Mr. Lavine stated that he was surprised that didn't mention neighborhood character in perogatives. A representative from the area noted that is a hard area to deal with. In the petition point one was the Ellis Hollow Community is made up of homeowners with modest incomes who essentially built their own homes and are concerned with community problems. The board is currently studying condominiums. The impact on neighborhood would be the same as multiple housing. It was asked if Ellis Hollow community against any growth in area? It . was noted that they welcome new people corning into the area, don't feel they are against growth. 0 Noted some septic tank systems are not functioning, drainage poor, water supply bad and traffic density and accidents in area, these are things they are concerned with. lets. wL.s-.t stated that some portions of the concerns have little to do with Planning Board .3- June 18, 1981 iszoning, like drainage and septic systems, but are Health .Department concerns, Health Department permit is required on development and must be approved b them before development can y p go in. Noted Health Department does need some proding. Ellis Hollow representative wanted to know if someone came to him, in the community, and asked why can't we have a more restrictive zoning, what would Planning Board answer to be to that question. Mr. Hunt said that it can be changed by petitioning the Town Board to change designation. Mr. Tarr said it can be changed but with a public hearing. Mr. Hunt said the Town Board can also enact architectural codes, building codes of a variety that are restrictive by definition.. But has to be done by town law by the Town Board. Planning Board can only administer law as we have it within our authority or recommend to the Town Board. Mr. Lavine stated that you can either change the designation from RB to something else or you can change the wording within the RB definition. Mr. Hunt said must get specific as to what the area wants. Another words you want no apartments at all? A representative stated yes. Not allow more than a two family house. There are about 1/3 in the Ellis Hollow area now. A representative stated that what interested in is a single dwelling type, �owner occupied with possibly one or two apartments in it. Rather than an apart - nent complex. Can the Planning Board be convinced to stretch thing sufficiently with strong concern from the community so they can feel they can ban apartment houses with eight families in it. Couple points Mr. Hunt wanted to clear up in the discussion: ].) traffic - accidents and flow. The Planning Board can limit new development where roads already exist. Speeding then you must see sheriff. Where problem of road design, the Planning Board can recommend changes be made like intersections of Quarry and Ellis Hollow Roads but this is up to highway commissioner. 2) septic tank - septic fields, an area the Planning Board has no enforcement authority. The Health Department or Enviromental Conservation that can come in and say you must replace your septic tank with one that functions properly or approve new one built. We don't have authority or expertise. Representative noted Ellis Hollow Road still.a country road, with a Li munity of families with children. Have a lot of bicycling. Think should .IL with road and 45 mile speed if can be enforced. Opposed to large apartments, does not fit into community. Need some rational as to why definition should be changed for this area. IC sibly RB zoning not appropriate throughout Town of Dryden not just Ellis ..�iiow area. Review the question throughout the town but with good reasons why a change should be made. Old Business: Chairwoman Caldwell has been going over condominiums information and specific question if town can put leans against common elements in terms of maintainence etc. will talk to Town Attorney Perkins, on this. ,New Business: Mr. Hunt was concerned with sign at Snyder Hill and Landen Hill Road, way pointing. Since resurfacing it, it has become a thoroughfare. If someone doesn't know area and goes east and follow the arrow, they will be out in the field and town. libel for suit. A recommendation was made by Mr. Bunt chat the Town Board take steps to make sign accurate reflecting actual course of the road, just west of inter- section of Snyder Hill Road and North Landen Hill Road, Second by Mr. Bonn. All members voted yes, Old Business: Concerning connector road, still trying to make changes., Mr. Hunt will read over report. Meeting adjourned at 10:00PM.
