Present: Chw. B. Caldwell, J. Hunt, B. Lavine, J. Motsay, T. Bonn, B. Hamilton,
Zo. S. Stewart
Chairwoman Caldwell stated the agenda-..would be solar access and looking for some
input on housing study that County Planning Board is doing. Mr. Bonn wanted some in-
formation as to how the sewer districts might go, in the area. Should have some in-
put on it at our meetings.
Chairwoman Caldwell asked if any corrections or additions to last months minutes.
A revised version, done by Mr. Hunt, was handed to each board member. Mr. Lavine
wanted to make a correction on page four where he indicated that he would prefer develop-
ment go in line of fuel woods as opposed to solar access. He stated that we should con-
sider both of them without - - -- possibility of one over the other. A motion that the
minutes stand approved as amended was stated by Mr. Hunt and seconded by Mr. Lavine.

Chairwoman Caldwell brought the question up at County Planning Board meeting stat-
ing that we were working on it. Common enough problem that a joint meeting is going
to be set up between Cortland and Tompkins Counties.

Noted that Cornell is apparantly the lowest, in terms of Ivy League, in housing
needs for students on campus. If build dormitories the cost, per bid is $20.000.00
to build. They don't want to get into new construction. They are converting Sheldon
Court, the infirmary etc. This will meet part of their needs.

are having problem.
Chairwoman Caldwell asked if board had any suggestions. She thought possibly
may have to look at something specifically designed for our roll in approving condo-
miniums or townhouses. Right now have nothing on the books. I

one and two family dwellings.

Mr. Lavine"wondered if any area municipalities have sub - division or zoning ordin-
ance, in respect to that issue?
Chairwoman Caldwell said the Village of Lansing, when they converted apartments
to Savannah Park, these are the only true condominiums around still, Mr. Bonn sug-
gested that we get from town, in the county at least,and some adjacent.towns, samples
of ordinances so we have something to go by.
In condominiums you own the structure but not the land. You-own the space. Mr.
Lavine thought what: the board really was asking, is the legality if whether or not
the developer would be required to bring it to this board. Chairwoman Caldwell said
yes, if they are, we should have a mechanism at hand for such'-requests.
Mr. Lavine noted that our sub - division laws refer to land. Chairwoman Caldwell
noted that in a condominium you may own that parcel and you may have a joint interest
in the land underneath.
Mr. Lavine stated two things the board should do:
1) get the legal views if any of our regulations right now refer to that
specifically in anyway, such that there are some guidelines at least
where the developer is required to go. If such guidelines, then what O
are the particular regulation that affect.us.
2) make a resolution, we develop a portfolio of zoning ordinances, build-
ing regulations and sub- division regulations and the like of all towns
and.villages in Tompkins County and cities and adjacent municipalities
to the Town of Dryden.
The motion was second by Mr. Hunt. All members in favor. Chairwoman
Caldwell and Mr. Stewart will look into it.. Will try to get informa-
tion from Cortland County and Cortlandville.
Mr. Bonn suggested
mobile homes, either in

Mr. Hunt thought this was a temporary answer to over - crowding situation as
far as Cornell or Ithaca College. Mr. Bonn noted that student enrollment is not
going to drop because the crash that was ekpected never happened.

'ast is still lower t &an most parts of the country.
A motion was made by Mr. Bonn tbbt the meeting be adjourned. Second by Mr.
Lavine. Meeting adjourned.
