Graham, ZED S. Stewart I. Duane Hurlbutt presented a preliminary sketch for 4 lots on the West side of Sunset West Circle. This is the same land which he had presented 'to us as a proposed 5 lot subdivision over a year ago. The original proposal never reached the stage of final approval. This new proposal for the 9.7Ac. would utilize existing road frontage. Each lot would be over 2Ac. Question was raised on determining road frontage on cul de sacs. The end lot has very limited frontage (appr. 601) but this might be an allowed waiver if the subdivision is approved. Mr. Hurlbutt will get a report from the S.C..S. for drainage considerations and work on obtaining other necessary papers. If he is ready for public hearing in June, he will contact us in time to make the. necessary publication of notices. 2. Rocco Lucente and Warren Buck presented two proposals to the Board. (A.) Preliminary sketch of newly purchased land off Sapsucker Woods Rd,. with a road proposed ( "Cardinal Dr. ") parallel to Meadowlark. This land is in Dryden.. Water Sewer Dist so public services are planned. There would be 1.2 lots with 100' frontage, depth va.rying from 172 -2541. On the south side of Cardinal Dr. to the depth of -the existing properties, Mr. Lucente would have a 10'deep strip which he would plant for visual buffer. This would make the total right of way deeded to the Town 70' wide at that point. If future entrances are allowed off that road in that planted area, they would be possible if the Planning Board so recommends. Question was raised on the existing buildings (marked 10,11,12 on map presented) as to whether they are currently under single ownership. The property is not in the airport hazard zone and is outside the area marked 45NET (noise level mapping /T.C.Planning Dept.):Question was raised on.ithe drainage and whether this would add substantially,,to the,.runoff which.Meadowlark will.create'. .It appears that the major runoff from this area will go down Hanshaw Rd.. The Board will require a report from the S.C.S. as well as other necessary papers. Mr. Buck will inform the board when they will be,re.ady for futher presentation and public hearing. (B.) Mr. Lucente and Mr. Buck also presented the board with'a preliminary sketch for development of land to the east of Meadowlark. They are proposing a maximum oft4Townhouses in clusters of maximum of 5. By density averaging there would be an average of 15,000 sq.'. Would need a water /sewer district. Total acreage approx. 45Ac. Designed for 3BR minimum,split foyer, 1.5 story construction, with garages. Varied rooflines, varied materials to aid in breaking visual impact. Investigation will be made by Mr. Lucente into Homeowners Assoc. for ownership of open space and common.land. Walkways designed at rear of units to lead to open space. Concern was expressed that most,of the open space is in one area (beyond the 45NET line where noise would be excessive for residential use). Concern was also expressed over the possible noise levels in the residential areas. Additional measures of sound control may be necessary. If Meadowlark Dr. is continued into this proposed area, it might create excessive traffic and impact on the Ornithology Lab area and Sapsucker Woods Rd. However, if it is not continued, all traffic from this area would probably have to use the one exit onto Hanshaw Rd. Mr. Lucente was asked to get additional information on the road /emergency access situation from Paul Edwards (Varna Fire Dept.), and the County Planning Dept. B. Caldwell presented the report from the Co. Planning Dept. showing the number of school -age children at mobile home parks in the Town. No data is available on the number of school -age children coming from mobile homes on. individual lots. I 4. Jim Murphy (22 Kimberly Dr.) presented a preliminary sketch for use of land on Lake Rd. and Kimberly Dr. He proposes a subdivision of 8 -12 lots, possibly with a road to the interior of the land. Lot size is, as yet undetermined since the Health Dept. is in transition between old code and new code. There was a question about possible runoff increase to the creek. J. Calhoun (SCS) has done a report for the Health Dept. and Mr. Murphy,will get a copy of it for us. Mr. Murphy has been told that an extension of Village services is not likely. Mr. Murphy will present further information to us at our next meeting after he has worked further with the Health Dept, 5. B. Caldwell rept. that MNORX is continuing to work on a solution to their road off Hall Rd. which would be satisfactory to Atty. Amdur. 6. B. Caldwell rept. on the SEQRA workshop which she attended. M. Lavine presented copies of a SEQRA handbook for implementation which the Center for Env. Studies at Cornell has prepared. He will obtain copies for other members of the board and a copy will be given to Atty. Amdur who is studying it for the Town Board. 7. Copies of the Fall Creek Stream Management Proposal will be obtained for all members and circulated for next meeting. 8. J. Lyon asked that we check with the Town Board on our request that they ask the Health Dept.•to check the N. Wood Rd. /W. Dryden area for possible violations which had been indicated to us at our meetings on mobile homes. j 9. New members will be given copies of the Co.Planning Dept. proposal for refinement of the Airport Hazard Zone so that we may discuss it further at. next .meeting. B. Caldwell. f
